MEMORANDUM FOR: Interested Vendors
FROM: 673d Contracting Squadron/LGCA 10480 Sijan Avenue Joint Base Elmendorf-Richardson (JBER), AK 99506
SUBJECT: Amendment 02- FXSB 20 1063, Construct Canopy and Pad Bldg. 15380 on Joint Base Elmendorf-Richardson (JBER), AK.
The purpose of this amendment is to:
A. Provide Answers to Questions Submitted
B. Sign in Sheet from the Site Visit held 15 March 2021
C. As-Built Electrical Panel
D. Extend the Quote Due Date and Time
Submitted Questions and Answers.
Q1: Is a Bid Bond required?
A1: Yes, Bid Bond will be required before the start of work and will be identified in the award for this project.
Q2: Do we need lead abatement?
A2: We do not anticipate any lead abatement at this time.
Q3: Is a Radioactive request required?
A3: Yes, approval is required for any nuclear densometers or other compaction measuring equipment.

Q4: Do we need a fence around the work area?
A4: No, the work is within the airfield fence and does not require a fence.
Q5: How far is the distance from the electrical panel to the canopy? Or where is the closest electrical that we can use for the lights under the canopy?
A5: Located on page 7 of the bid drawings. A straight line from the canopy at the north east corner of the facility to the panel is approx. 400’. Note: 2 panels are located in Room 107, which is only approx. 100’ away and 1 panel located near Room 149 which is approx. 40’ away (see page 7 of the bid drawings).
Q6: Is electrical switch or a photo cell required for the lights under the canopy?
A6: Photo cell is required for the lights under the canopy.
Q7: Is there a specific Metal roofing panel profile required?
A7: No, there is no specific panel profile required.
Q8: Is there a minimum gauge requirement for the metal roofing?
A8: Minimum gauge requirement for metal roofing will be based on the stamped design for the canopy that shall be provided by the Contractor.
Q9: At the site visit it was mentioned that all soil needs to be spread throughout the grounds at the site. Can you verify that the existing concrete that is being removed can be taken to the concrete site on base? Or does it need to be ground up and spread out as well?
A9: Existing concrete from the sidewalk removal or retaining wall shall be disposed of in the concrete landfill site located on JBER, AK.
Q10: Does the existing landing and handrail for the door stay in place?
A10: Yes, the existing landing and handrail for the door shall remain in place.
Q11: For the handrail that is roughly 24 foot U shape, what is the expectation for the footings, what depth should we expect to put those footings, are concrete footings acceptable?

A11: Concrete footings that are 3’ deep and 12” in diameter are acceptable for the handrail foundations. Any material excavated must be spread out on site.
Q12. An approximately 500-gallon fireguard fuel tank and dispensing pump is located in close proximity to the proposed project location. Will this fuel tank and dispensing pump remain in its current location during construction activities? If so, will this fueling station need to be accessible to use by the owners?
A12. The fuel tank and dispenser will remain in place and must be accessible at all times.
Q13. Are there any restrictions against operating construction equipment in close proximity to the fueling station?
A13. Any welding, grinding, smoking or any other activity that includes an open flame must occur 50 feet away from tank. All work currently shown on plans is 15’ away from tank. If Contractor must get within 10’ of tank with equipment, Contractor shall provide a spotter in order to protect the tank in place.
Q15. Will the project site require security fencing to delineate the perimeters of the work?
A15. See answer A4 above.
Q16. Will the adjacent loading ramp be in use during the project activities?
A16. Yes, loading ramp will be used during the construction of the canopy. There are at least 2 loading bays at the ramp; Contractor shall coordinate with facility manager for closure of nearest loading bay for construction activities.
Q17. Would a galvanized finish to the canopy and associated railings, stairs, etc. be acceptable in lieu of a painted finish?
A17. No, per the SOW canopy and railing shall be painted to match surrounding buildings.
Q18. Will a man-gate be required in the fencing area adjacent to the canopy?
A18. If referring to the hand railing to the west of the canopy, no gate is required. Provide 1 gap in the railing 3’ wide to allow access for lawn maintenance equipment.
Q19. The project SOW indicates “provide sorrel brown metal roofing, flashing, and
4/ 4 expansion joint”. The SOW also indicates that the canopy comply with “existing building elements (falling ice and snow)”. Standard metal roofing is typically not robust enough to withstand impacts from falling ice and snow build-up. Would a plate steel roof painted to match the sorrel brown color be an acceptable alternative to standard metal roofing? Or will steel pan deck under the metal roof panels be acceptable?
A19. Roof material will be based on the stamped design for the canopy that shall be provided by the Contactor.
Q20. Please confirm if record drawings will also need to be delivered with CADD drawings?
A20. Yes, please refer to section 01720 of the specifications for as-built requirements.
Q21. Please confirm if mill certifications for the steel will be required?
A21. Yes, mill certifications for steel are required.
Q22. Will a bid date extension be considered?
A22. Yes, the quote due date is extended to 24 March 2021 and the time is extended to
2:00 PM AKST.
