1. PROJECT LOCATION

1.1 All work under this project will be performed on Joint Base Elmendorf-Richardson (JBER). Work areas and limited access areas are shown on drawings.

2. NOTIFICATION OF WORK START

2.1 The Contractor shall give at least 10 working days advance notice in writing to the Contracting Officer at 10480 22nd Street, Joint Base Elmendorf-Richardson (JBER) prior to beginning any work under the scope of this project.

2.2 Coordinate with appropriate utility locating agencies, including base communications cable maintenance (Item 1 through 19) of 673rd ABW Form 3 (Base Civil Engineer Work Clearance Request). Form 3 will be given to the contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on Form 3 before start of work in accordance with Wing Instructions (WI 32-1007) “Safeguarding Utilities From Damage”. A copy of the Wing Instructions will be available to the contractor during the pre-construction meeting.

2.3 Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities.

2.4 Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates. Expenses for time and materials to perform repeat locates shall be borne by the contractor, unless otherwise approved by the Contrcating Officer. Cost to do the repeat locates will be deducted from the final invoice. Cost will be calculated using the average shop rate of $35.00 per man-hour. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the contractor by placing stakes or transcribing the marks on a drawing.

When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no additional cost to him (Off Base utility locates agencies might request additional cost for repeat locates).

2.5 Clearance request is not valid until signed by the approving officer (Block 23 of Form 3). Approving officer will not sign until all locates are marked and all utility locating agencies signatures are on the form. Excavation work shall commence within 30 days after the approving officer’s signature, otherwise clearance request is invalid and a new

01010-2 request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.

2.6 The contractor is considered a “construction agency” for compliance with the provisions of WI 32-1007”.

3. WORK SCHEDULE

3.1 Work Hours: Work hours on this project shall be limited to Monday through Friday inclusive, between 0700 hours through 1700 hours, excluding federal holidays, unless approved otherwise in writing by the Contracting Officer. The Contractor shall not accomplish the deviation in work hours unless permitted to do so in writing by the Contracting Officer.

4. FIRE AND SAFETY REGULATIONS

4.1 The Contractor shall comply with all latest national, state, local and Air Force fire and safety regulations. A copy of Air Force and Joint Base Elmendorf-Richardson (JBER) fire and safety regulations can be reviewed at the Contract Management Office, 673 Civil Engineer Squadron, Bldg 730 on JBER-Richardson.

5.6.2 Show on the job set of Record Drawings, by dimension accurate to within 1" (25 mm), the centerline of each run of items such as described below. Clearly identify the item by accurate note such as "cast-iron drain", "galv. water pipe", etc. Show, by symbol or note, the vertical location of the item ("under slab", "in ceiling Plenum", "exposed", etc.). Make all identification sufficiently descriptive that it may be related reliably to the Specifications.

5.7 Deliver record drawings to Contracting Officer within 30 days after completion of the work on this task order. Follow requirements in section 01020 General Notes “J”.

This notification shall be made prior to the utility outage and in sufficient time to give the utility personnel ample opportunity to arrange and schedule discontinuance of utility services. The Contractor shall hold all outages to a minimum number of shortest possible duration.

8.2 Unscheduled: Reimburse the US Government for man-hours, materials, and circuit cost when damage to or interruption of service on any cable occurs through negligence of the excavator/contractor, including any failure to obtain proper coordination of Wing Form 3 prior to commencement of construction or excavation in accordance with paragraph 9.1 of this section.

SCOPE OF WORK

1. General overview: Demolish existing entry roof structure and existing 4’ wide concrete sidewalk running east to west. Design and Construct canopy over north entrance near parachute tower.

Construct two new 6’ wide sidewalks, one going east to west and one going north to south. Saw-cut retaining wall, construct small retaining wall and concrete pad to install metal grate stairs from loading ramp to new sidewalk.

2. Demo existing concrete sidewalk adjacent to building from the curb to the landing of the stairs.

Regrade as needed to ensure drainage is away from building and place topsoil and seed over removed sidewalk area. Demolished concrete shall be disposed of in the concrete landfill site on base as shown in the plans.

3. Demolish the existing steel roof structure that protrudes over the existing entry stairs. This removal will be performed in a manner that leaves the surface clean and flush to the surrounding face of the building. Contractor is responsible for disposing of the demolished steel roof structure off base.

4. Place new 6-inch concrete sidewalk. Prior to replacing the concrete, excavate 24 inches below the bottom of the existing sidewalk, remove and dispose of the material onsite, and place Geotextile Fabric (Mirafi RS580i or equal) at bottom of excavation. Backfill with 18 inches of 3 inch minus material and 6 inches of D-1 material and compact material to 95% density.

5. Project site is considered an active site with land use controls in place, therefore any excavated material must be disposed of or spread out onsite. Any excavated material that is spread out onsite shall not exceed 6” in thickness, graded to drain away from building, and shall be topsoil and seeded. Also due to the land use controls, canopy column installation must be driven in as to not expose any potentially hazardous material.

6. Saw-cut and remove a section of the existing retaining wall stem wall. Epoxy coat any rebar that gets cut and exposed from the concrete removal. Construct new reinforced concrete retaining wall and pad for steel step installation. New retaining wall shall overlap saw-cut end of existing retaining wall so that all exposed rebar shall be covered by concrete.

7. Install new steel stairs and handrails at new retaining wall. The bottom tread of the steel stairs shall not extend beyond the face of the existing retaining wall. Stairs shall be bolted to new retaining wall and top step shall match the top of sidewalk. Steel stairs and handrails shall match the style and tread dimensions of the existing parachute tower entry stairs.

The Contractor is responsible for designing the canopy to comply with the guidelines defined by the Government and all applicable codes, seismic requirements and existing building elements (including falling snow and ice from parachute tower). The design and analysis shall be based on rational engineering analysis and shall be executed using well-established principles of engineering mechanics and construction techniques. The D-B Contractor shall submit a 65% and 100% stamped design by an AK registered PE. Proceed with construction only after receiving final approval from the Government.

The peak of the new canopy roof will not cover the existing window, and the bottom of the canopy shall be no shorter than 8’ above all concrete surfaces. Canopy dimensions are shown on the drawings.

13. Provide Sorrel Brown metal roofing, flashing and expansion joint. Provide an expansion joint that will provide the appropriate separation between the building face and the canopy structure.

14. Prime and paint all of the structural steel for the canopies, 1 Full coat of primer and 2 Full coats.
