SCOPE OF WORK
01020
4/14/2020
1. GENERAL:
1.1. Intent is to renovate room 149 (shown on attached drawings) in building 10480. In addition to any codes or regulations cited throughout the SOW/Specs, contractor must comply with the following:

1.1.4. UFC 3-530-01 Lighting Systems
1.1.5. JBER Telecommunications Standards 29Jul2016
1.1.6. ASHRAE 90.1 Building Energy Codes
1.1.7. NFPA 70/2017 NEC
1.2. If the codes contradict each other regarding a specific requirement, the Contractor is to use the most stringent requirement.
1.3. Facility will remain in use throughout the construction, so contractor must protect occupants from safety hazards and set up safety signage/barriers throughout, while still allowing free passage of occupants in the hallway. This includes setting up construction containment to prevent spread of dust/debris and to prevent occupants from gaining entry into the construction zone.
1.4. Power Outages: Any power outage notifications must be sent to government a minimum of 2 weeks prior with a 24 hour confirmation notification prior to outage.
(Contractor must post signs on all doors 2 weeks prior).
1.5. Site Storage: On site storage outside of the project areas room is limited. The Contractor shall minimize storage of materials and equipment on site.
1.6. DAMAGE TO EXISTING SITE CONDITIONS: The Contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds at no cost to the government. Contractor shall not park or drive on, sidewalk or grassy/snowy areas.
Damage incurred shall be repaired at no cost to the government.
1.7. Contractors are strongly encouraged to visit the site and get familiar with all the work related to the project prior to submitting a bid, to verify existing site condition and other information as noted in the scope of work and drawings, as well as to become familiar with the scope of work. Failure to visit the site does not relieve the Contractor from the responsibility of performing all work required to provide a complete and useable project in accordance with the Contract documents.

1.8. Use of existing building and utilities: The Contractor will not be permitted to use any facilities inside the existing building with the exception of electrical power. The Contractor shall exercise strict conservation practices in the use of the existing facility utilities. Should the Contractor be found to be not using utility conservation practices, the cost of this utility use will be passed along to the Contractor for the remaining performance period of the contract.
1.9. Drawings provided are not for construction. Contractor must create their own construction drawings and submit to the government for approval prior to starting work on site.
1.10. All material/surface preparations, installation procedures, product compatibility, safety/handling procedures, and material assemblies must be approved by each individual product manufacturer and done so in accordance with each manufacturer’s installation & handling instructions.
1.11. Notice on the provided AF Form 66; the submittal and design schedule is slightly accelerated. The Contractor is expected to provide initial submittals within 15 days of NTP, with product submittals being required within 30 days of NTP.
2. CURRENT CONDITIONS & HAZARDOUS MATERIALS:
2.1. Asbestos testing was completed on the flooring mastic. All items came back negative as shown on the attached asbestos test documentation. The pipe insulation has not been tested but shall not be disturbed during construction and will be enclosed behind the new framing; so extra caution shall be taken when working around it. No testing has been completed on the wall board.
2.2. Field testing for lead based paint has not been completed on the walls, but is believed to be present throughout. However, lead based paint was discovered on the CMU walls throughout.
2.2.1. Disturbance (via drilling into) of the lead based paint will be required in order to install the metal furring. The Contractor shall comply with all Federal, State, and Local codes for the abatement, demolition and disposal work and shall submit a detailed job-specific plan of the work procedures to be used in the disturbance of PWL or MCL. The plan should allow no sanding or such method of abatement that will cause the lead to become airborne and the plan shall be reviewed by the JBER Bioenvironmental Office. The Contractor shall be responsible for any health violations regardless of Government acceptance of the plan.
2.2.2. If the Contractor has suspicions of paint or coatings being lead based (that were not tested), then it shall be treated as LBP and handled accordingly.
2.3. If any items are discovered during construction that were not included in these test reports and have a reasonable chance of being ACM, the Contractor must stop work
01020-3 and alert the government immediately. The Contractor shall test the materials in question.
3. DEMOLITION:
3.1. Demolish existing GWB on the walls shown on the drawings. Contractor to observe/inspect wall materials and layer profiles prior to bidding.
3.2. Demolish and dispose of the two existing doors & frames that lead to the main hallway.
3.3. Demolish and dispose of existing suspended ceiling grid.
3.4. Demolish and dispose of existing light fixtures and any cloth covered electrical wiring encountered during the project.
3.5. Demolish and dispose of wood paneling, supports, and trim below and around the windows on the exterior wall and the Southeast wall.
4. NEW WORK:
4.1. Masonry
4.1.1. Patch and repair existing masonry surrounding some of the window frames.
Deterioration has occurred and must be repaired prior to any painting. These repairs may not be needed if the window cavities will be covered with furring or
GWB.
4.1.2. Repoint any joints that have opened up on the CMU wall.
4.2. Metals
4.2.1. Provide and install new 25 ga. (min) galvanized steel furring on any exposed
CMU or concrete walls, 16” OC. All channels must be installed using government approved masonry/concrete anchors. Furring depth shall be only what is needed to conceal electrical & communications devices. See Finishes section below for GWB/painting requirements.
4.2.2. Following the demolition of the wood paneling and associated framing, install new 18 ga. metal framing in its place, bringing the finished surface even with the surrounding wall surfaces.
4.2.3. All furring/framing shall be as shallow as possible to allow a seamless appearance along all walls, yet still conceal conduit, boxes, CMU surfaces, and any other damage to the existing surfaces.
4.2.4. Contractor to provide and install 6” X 4” X 1/4” angle iron securing the CMU wall to the concrete beam above. Anchors into the concrete shall be 1/2” adhesive anchors at 48” OC, and anchors into the CMU wall shall be 3/8” minimum, with toggle securing mechanisms with a minimum strength of 1500 lbs per bolt.

4.2.5. Install new 14 gauge 3 5/8” structural steel framing in lieu of furring on the CMU wall shown on the drawings.
4.3. Wood, Plastics & Composites
4.3.1. Contractor to anchor the hallway wood-framed wall to the concrete lid above using 1/4” concrete anchors of sufficient length to penetrate the concrete by at least 1”, spaced at a minimum of 48” OC.
4.3.2. Install 5/8” or 3/4” plywood as backing behind the GWB on the CMU wall shown on the drawings.
4.4. Thermal & Moisture Protection
4.4.1. Apply the factory recommended silicone caulk to both the interior and exterior of window frames. Caulk color shall match the frames and shall be rated for the interior/exterior environment in which it is installed.
4.4.2. Remove and replace all insulation filling the pipe penetrations in all walls throughout. New insulation shall be closed cell polyurethane foam or a material of similar performance and properties. Insulation shall completely fill the space between the piping and surrounding wall, with no holes or voids.
4.5. Openings
4.5.1. Provide and install two new doors and frames where the existing two were removed leading to the hallway. New doors shall be 1 ¾” solid core birch faced, half glass insert, with 10” aluminum kick plate, 4.5” full mortise heavy duty steel ball bearing hinges, surface mounted standard duty parallel arm door closer, lever style office mortise lockset (BEST core compatible), and dome style floor stop. All hardware to match and be aluminum or brushed nickel finish.
4.5.1.1. New door frames shall be 16 ga knock down hollow metal frames, painted to match surrounding frames in the immediate area.
4.5.1.2. New doors and frames shall have a minimum 20 minute fire rating, certified by the manufacturer and must comply with NFPA 101, Table 8.3.3.2.2, and NFPA 80, Table A.4.2.2. See also NFPA 101, Section 8.3.3.6, that requires the rating be permanently affixed to (etched on) the glazing for the size of glazing tested.
4.5.2. Existing steel frames shall be removed and drywall shall wrap around into the door opening if the new frames do not cover same area as the existing.
4.5.3. Government will provide and install its own electronic door locks; contractor must ensure the new doors are factory or field prepared to accept the locks. The Contractor must provide and install electric door strikes and lever style door knobs

(key override of electronic lock), in each of the two hall doors, that are compatible with the government provided locks. The locks are Kisi electronic lock systems;
according to the manufacturer an acceptable strike is the HES 1006 industrial strike, but contractor may choose any other approved equal that is compatible.
4.5.4. Contractor must submit all materials for approval prior to purchase and install.
4.6. Finishes
4.6.1. All finished wall surfaces shall be even, with minimal changes in depth or jogs in the walls. The current wall coverings/finishes do not line up evenly as some are furred out and some are not. Whatever wall depth the Contractor opts to go with, particularly on the exterior wall, must be consistent and even throughout that wall.
All furring and GWB must extend to the hard deck above, but paint, tape, and texture can extend just beyond the drop ceiling and stop short of going all the way to the deck.
4.6.2. Provide and install new 5/8” gypsum wall board (GWB) over all new furring, exposed framing, and door openings where the new glass doors will be installed.
4.6.3. Repair any damage to the wall finishes that occurs from the door/frame demolition. Touch up paint as needed in the surrounding area, and paint the newly installed/finished GWB with one coat primer and two coats paint, matching the adjacent paint profile/thickness. The intent is to have a clean, seamless transition from the interior of Room 149 into the doorways.
4.6.4. All wall repair/touch up materials shall be similar to the adjacent wall materials.
The corridor and the interior of Rm. 149 has GWB, so that material should be used to repair any damage following demo & install.
4.6.5. Tape GWB, sand, prep, texture (light orange peel) and paint to ASTM Level 4 finish. Paint must be two coats applied over a coat of primer. User to select paint color(s), with contractor allowing up to three different paint colors to be chosen for accent effects. Following color selections, contractor must develop paint schemes and submit drawings showing potential designs/layouts for the Users’ selection. Contractor to assume there will be a large amount of taping, brush painting, and other detailed work associated with the preparation, layout, and painting.
4.6.6. Provide and install new suspended ceiling grid and panels. New grid shall be hung at the highest possible elevation without exposing HVAC ducting and span the entire room. Grid shall be 2’x2’ size, 9/16” T Bar with 5/8” tegular style mineral fiber, smooth or semi-smooth faced acoustical panels, with manufacturer recommended seismic clips. Grid system must also accommodate the 6” x 4’ light
01020-6 fixtures described in section 4.9.2. below. Contractor must submit system (including panels) for approval and selection prior to install.
4.6.7. Patch the existing carpet following any furring/finish demo that may require patching. Patches must be the same carpet (color, weight, style, etc) as the surrounding and maintain the existing pattern as closely as possible.
4.6.8. Following all wall work, provide and install new 4” rubber cove base throughout.
Cove base shall be 1/8” thick, made of thermoplastic rubber, with a Matte finish.
User to select color and style of base, based on physical samples provided by the Contractor.
4.6.9. Wrapping into the window opening may require minimal furring depth and/or thin drywall to be used in order to not cover the window frame completely.
Contractor will have some flexibility in resolving this issue as long as the final product is smooth, without any visible seams, and is durable. This issue will be primarily on the sides and top of each window opening. Another potential solution is to skim out the sides and top with a cement based product to remove the appearance of the CMU. Contractor must propose a solution for government approval.
4.7. Specialties
4.7.1. Provide and install new fixed all glass office partition where shown on the attached drawing. New partition shall be min 3/8” tempered glass with any hardware being anodized aluminum or brushed nickel finish. An example of the desired design and appearance is the CRL Cascade Series Partitions. Contractor shall submit proposed partition system for approval.
4.7.1.1. New glass partition wall shall also have a 3’ wide x 7’ tall tempered glass door integrated in it. New door shall have self-closing hinges that swing both directions, frameless design, and have 12” offset pull handles on each side.
Hardware to be anodized aluminum or brushed nickel finish.
4.8. Heating Ventilation & Air Conditioning (HVAC)
4.8.1. Replace existing grilles that are under the windows. New ones shall be the same size and style as the existing and be aluminum construction. All grilles must be flush with the new walls.
4.9. Electrical
4.9.1. All electrical work must be done IAW UFC 3-520-01 Interior Electrical Systems and UFC 3-530-01 Lighting Systems.

4.9.2. Replace the existing twelve florescent/light fixtures to include lamps, and provide and install new 6” x 4’ LED flush lens light fixtures (Focal Point Avenue 6 or approved equal). New fixtures shall be 4000K color temperature, CRI 80+, 4000 lumens. Approximate locations and quantities shown on the conceptual drawing E-3. The LED lighting fixtures shall not exceed 12 fixtures. The designer & installer shall refer to UFC 3-520-01. Contractor shall test and trace the existing circuits for the corridor lighting and provide the load and lighting calculations for this area and submit to the Government for approval. Contractor must provide all new wiring, LED fixtures, and light diffusers needed to create an evenly distributed system.
Flex conduit is not allowed except for light fixture whips. Submit all materials for Government approval.
4.9.3. Provide and install new 20A light switches at each doorway. The large room must have 3-way dimmer switches installed at the main entry door and just outside the small room door. The small room shall be on a different switch than the large room, and have a single dimmer switch installed at the hallway door entry.
Lighting in both rooms shall be on 1-100% dimmers.
4.9.4. Contractor shall trace all wiring back to the panel in the corridor and determine the available panel circuits prior to installing any new fixtures or devices. There is one panel located in the corridor near the room, with approximate location shown on the drawings. Existing number of circuits for this room and exact breaker locations within panel. Spare empty circuits are not available, use the existing traced circuit breakers. Contractor shall submit complete 100% design drawings confirming that the existing circuits will work for this scope, prior to any electrical demolition.
4.9.5. All boxes and conduit must be recess mounted throughout the project. Current conditions are primarily surface mounted with some also being recess mount.
Contractor has the option to utilize existing conduit and raceways as long as they are not damaged or corroded. All walls will be furred out or opened up in order to conceal electrical components. See Finishes and Metals sections above for more information on furring out.
4.9.6. Demolish and dispose of all existing duplex receptacles, cover plates, and associated boxes; see drawings for approximate locations and quantities.
4.9.7. Remove, dispose of, and replace all cloth wiring that exists for any device, fixture, or circuit throughout the construction site only. Replacement wiring shall be size #12 THHN.
4.9.8. Provide and install new 20 Amp, NEMA 5-20 duplex receptacles in the locations shown on drawings. Receptacle and cover colors shall be selected by the Government prior to install.

4.9.9. Provide and install the correct conductors/wiring, as required by the specific product manufacturer, for the new electric door strikes described in section 4.5.3.
4.9.10. All new devices and wiring must be tested by the Contractor.
4.10. Communications
4.10.1. Cabling shall be retrieved and temporarily gathered above the ceiling; not demolished to the panel. 673 CS will reroute the cabling to new locations when the walls are open. Any removed outlets/jacks that are still usable shall be turned over to 673 CS for reinstallation elsewhere.
4.10.2. Representatives from 673 CS (Communications Squadron) will be installing communications infrastructure while the room is under construction. Once the walls are open and/or furring is installed, 673 CS will perform their work prior to any GWB being installed over the cavities. Contractor must coordinate closely with the Government to schedule this portion of the work, and allow ample time for the Communications work to take place.
