MEMORANDUM FOR 673 CONS/PKA

SUBJECT: Questions and Answers for Solicitation#FA500020R0033, Removal and replacement of existing chiller, Building 10415
1. Do the crankcase heaters need to be powered and controlled separate from the chiller?
A: Yes.
2. Is new glycol required for the system? If so what is the approximate volume?
A: Yes. The intent is not to replace all of the glycol in the system, only makeup the additional amount required by the new chiller and piping. If glycol from the system is lost, it will be the contractor’s responsibility to replace it.
3. Area new shutoff valves required for the new chiller?
A: No – existing valves may be used.
4. If a shutdown is required, how long of a shutdown on the system can be accommodated by the users?
A: A shutdown coordinated ahead of time could be arranged for a full day. More than that will be on a case-by-case basis and will depend on mission requirements.
5. The original Chiller appears to be a 60-ton nominal size. Are you sure that 50 ton is the original basis of design?
A: 50 ton is requested. You may supply 60 ton if you wish.
6. Are the original mechanical drawings available?
A: Yes – attached
7. Shall the backup chiller remain connected and be manually operated when needed with no added DDC control?
A: Chillers are intended to be fully redundant – both should have EMCS monitoring and control. Switching from one chiller to another is manual.
8. Can the contractor assume that the glycol is in good condition and does not need to be replaced?
A: Yes
9. Would a bid date extension be granted for this?
A: 673 CES is amenable to a short extension (3-5 days), but it will be up to
CONS.
10. Is TRANE the only acceptable manufacturer?
A: Yes.
