STATEMENT OF WORK for OPEN MARKET FXSB 20-5252 Repair Simulator Chiller Building 10415
SECTION 1: PROJECT INFORMATION
1.1 PROJECT LOCATION: Project FXSB 20-5252 shall be completed as a routine requirement at or near building 10415, first floor, on Joint Base Elmendorf-Richardson, AK. Project hours are standard work hours.
1.2 UNIQUE REQUIREMENT: None
1.3 PROJECT DESCRIPTION: Removal and replacement of existing chiller.
SECTION 2: GENERAL REQUIREMENTS
2.1 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or value stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.
2.2 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall make efforts to minimize interference to Government operations. The contractor shall coordinate and schedule work with the 673 CES/CEPM office prior the start of any operation. The contractor shall dispose of all construction debris off base at an approved disposal facility. All hazardous waste (HW) generated by the contractor on Joint Base Elmendorf- Richardson (JBER) will be managed by the contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the contractor on JBER will be managed by the contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW.
All disposal costs for generated waste shall be borne by the project.
2.3 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.
2.4 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.
2.4.1. The Contractor shall immediately report any spill to the Fire Department at 911, and the Contracting Officer. The Contractor shall take steps to confine, contain, report and clean up any leak or spills that they cause. The contractor shall comply with current ADEC regulations pertaining to spill response and cleanup of contaminated sites. The contractor shall ensure that items found currently leaking are drained, externally cleaned and contained prior to moving so that transporting them allows no further spillage. Contractor shall bear all costs associated with spills occurring during the project.
2.4.2. The Contractor shall immediately stop excavation and report any previous spills by others, or any containers of unknown content left by others that are discovered during excavation, to the Fire Protection Flight at 911 and to the Contracting Officer.
2.5 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and AFOSH standards. The contractor shall maintain a clean and debris free site at all times.
The contractor shall keep driveways and entrances into and around the work site clear at all times. The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The contractor shall minimize storage of materials and equipment on site. All disposal costs for generated waste shall be borne by the project.
2.5.1. Prior to contractor transporting any hazardous material onto JBER the contractor must provide a current copy of the manufacturer's Safety Data Sheet (SDS) to the Contracting Officer for certification. No hazardous materials for this project shall be allowed on base until the contractor has received written approval of the submittal for the material in question from the Contracting Officer, to include a valid Safety Data Sheet (SDS). If it is a different manufacturer from that originally submitted, a new SDS submittal will be required.
2.5.2. All material tracking shall be done on the Hazardous Material Tracking List which must be; 1) submitted initially, 2) whenever new hazardous materials are added to the project (minimum of sixty days between updates) and 3) a final update when leftover materials are removed upon completion of the project. Prior to final acceptance of this project, the contractor must submit a listing of all hazardous materials used in the performance of this project.
2.6 GREEN PROCURMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/cpg/products.htm for a listing of the products that have been mandated as green procurement requirements for purchases.
SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS
3.1 General Requirements (Div 1) There are no drawings or design analysis available and as such, the contractor is responsible to verify locations for installations with the user and 673 CES project manager before construction begins. Ongoing communication and coordination with the user is expected.
3.2 Existing Conditions (Div 2) Building 10415 is a critical facility for training. Chiller outages have taken this building offline for over a week at a time. The training must be transferred out of state during these outages at enormous cost. In order to eliminate these outages, a backup chiller system was installed and the existing chiller was left in place until a new primary chiller could be installed. The existing primary chiller is to be replaced: a 480V modular Airstack unit by Multistack which has been damaged and is not economical to repair.
3.3 Construction (Div 3-33)
3.3.1. Demolish Existing Chiller Demolish and dispose of existing chiller, modular
Airstack by Multistack. Contractor shall ensure that existing glycol supply lines, electrical supply lines, and controls wiring are not damaged in any way that would interfere with continued operation of the existing backup chiller.
3.3.2. Glycol Lines Tie in to existing glycol lines to create new supply and return for replacement primary chiller. Provide new insulated and shielded supply and return lines for replacement primary chiller and ensure shutoff valves will allow isolation of replacement primary chiller or existing backup chiller. Connect new glycol supply and return lines to backup chiller pump module. Ensure that existing additional tees and isolation valves remain and are unobstructed to allow connection for the 773rd CES temporary trailer mounted portable chiller unit.
3.3.3. Equipment Pad A pad has been poured for a temporary chiller in the proposed location for the new chiller. After equipment selection, verify that the pad meets the chiller manufacturer’s specifications for installation. If so, use the existing pad to install the new chiller. If the existing pad does not meet the chiller manufacturer’s specifications, provide new concrete pad in accordance with chiller manufacturer’s specifications. Location for the new pad shall be adjacent to the existing chiller and shall be coordinated with 673 CES and the user before construction begins. Chiller must be located to allow access for maintenance to include clearance for removal of component assemblies.
3.3.4. Electrical Tie in to existing 480V electrical supply for existing chiller. Ensure that manual transfer switch allows switching power from primary chiller to backup chiller. Provide new conduit and wiring suitable for the new primary chiller and connect wiring to backup chiller. Ensure that one 120V receptacle for maintenance is provided within 25 feet of the new chiller.
3.3.5. Install Chiller Provide and install new primary chiller, Trane CGAM 52, with free cooling capacity of at least 30 tons, active cooling capacity of at least 50 tons, utilizing a scroll compressor, plate heat exchanger, dual high head pumps, strainer, extreme low ambient (-20F) operation, and freeze protection. Location for new chiller shall be coordinated with 673 CES prior to installation.
3.3.6. DDC Controls Install DDC controls to backup chiller to replicate all functions provided by the current DDC controls on the existing chiller to include, but not limited to: chilled glycol return temperature, chiller pump status and alarm, and free cooling fan alarm and amperage draw. Provide full compatibility and interoperability with the existing basewide EMCS system and all required updates to the EMCS software and graphics. Ensure that all installed equipment contains no radio connectivity to include WiFi and Bluetooth.
