DEPARTMENT OF THE AIR FORCE

673D AIR BASE WING

JOINT BASE ELMENDORF-RICHARDSON ALASKA

18 July 2019

MEMORANDUM FOR RECORD

FROM: SSgt Jacob Halsor

SUBJECT: Answers to the Questions from the Site Visit:

For design purposes, can the bid date be extended to 7/26/16—

Yes, it will be extended please view the amendment.

Does the Government want the masonry wainscot cap adjacent to stair repaired where damaged by ice melt?

No, no repairs to the masonry are needed on this project; a separate project exists to repaint and repair the masonry.

Does the Government want the metal base flashing replaced where rusted through adjacent to stair?

No, no repairs to the masonry or wall flashing are needed on this project; a separate project exists to repaint and repair the masonry.

Does the Government want the spalled CMU above base flashing patched or replaced?

No, no repairs to the masonry are needed on this project; a separate project exists to repaint and repair the masonry.

Does the Government want the diagonal rod bracing inspected and re-tensioned as part of the stair repair work?

Yes, re-tension as much as possible without replacement.

Does the Government have any concerns with just repairing the broken column cap at the

North stair? It would be difficult to determine if there is standing water inside the column (and could be trapped in place) or the extent of existing corrosion inside of column.

Per 673CES structural engineer: weld a cap on the column and drill a small (1/4" dia) hole at the base of the column to drain any collected moisture.

Who do we submit the bid to?

"HALSOR, JACOB R SSgt USAF PACAF 673 CONS/PKA" <jacob.halsor@us.af.mil>

To complete the stairwell in place, prep would be SSPCSP6 (WAB). Additionally, due to the tight proximity the steel facing the wall could not be blasted and would have to be prepped to some lesser standard and a suitable primer would have to be found for those areas. This may prove difficult as the nature of zinc and zinc rich coatings is that they need a significant profile to adhere to that is not obtained via power tool preparation. As such it would have to be a traditional epoxy coating which doesn't match up with the usual Fed MO. To contain the area for sandblasting would be extremely expensive along with the SSPC and NPCA guides for the painting process. I would recommend to either relax the requirements or exclude.

The UFGS guidance on steel coatings requires a zinc prime coat, so we are bound to that specification. The preparation requirements depend on which zinc prime coat is selected. We do not require a specific SP rating for preparation, only an adequate preparation to not void the manufacturer's warranty for the coating system. Any preparation has to be done in accordance with the coating manufacturer's recommendations. As far as the steel in tight proximity with the facility, a different coating may be used for only those areas as long as the transition to the zinc coated areas is seamless. All coatings must be compatible with each other and surface prep must be done per prime coat manufacturer's instructions.

With the difficulty of this project specs we would like to be granted a proposal due date e xtension and another chance to submit more questions if the above question will bring ab out changes to the scope of work and specs.
