(WORKING) REQUIREMENT DESCRIPTION

Drive-Through Scale Upgrade

25 April 2019

1. SCOPE: The Contractor is responsible for providing and installing components of the drive-through scale pits (2 each). The Contractor shall provide and install new coping edges (2 each), upgrade the existing mechanical scale indicators (2 each) with digital load cells (POWERCELL

PDX-capable, or equal), and install 2 new scale decks (one measure 12’ x 12’; the other measures 12’ x 24’). The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, disposal services, tools, materials, supervision, and other items and non-personal services necessary to provide the drive-through scale upgrade as defined in this document.

2. REQUIREMENTS: The Contractor shall replace and upgrade the drive-through scales (2x) as described:

2.1. Calibrate up to 21K certified weights

2.2. Lock out-tag-out – systems need to be powered off before work

2.3. Provide and install/replace steel scale desks (one is 12’ x 12’; the other is 12’ x 24’)

2.4. Provide and install/replace the steel coping edges

2.5. Provide and install/replace each existing mechanical scale indicators with digital load cells

(4 POWERCELL PDX-capable, or equal)

- 2.5.1. Vendors may replace both existing mechanical indicators with a single digital indicator, if the single digital indicator can display individual scale weights and combined weights

- 2.5.2. Scales must offer predictive diagnostics to detect and alert for potential weighing errors, overloading, harmful environmental conditions, and overall network health

- 2.5.3. Load cell cables must offer protection against radio frequency interference and damages that may occur from moisture, rodents, and machinery

- 2.5.4. Load cell network must be sealed against moisture to IP68 standards

- 2.5.5. Must be tested to withstand and survive lightning strikes up to 80,000 amperes

- 2.5.6. Both scales must have a capacity of 200,000 lbs

- 2.5.7. Scales must have a concentrated load capacity (CLC) of at least 100,000 lbs

(45,350 kg)

- 2.5.8. Scales must have an orthotropic-rib design

- 2.5.9. Scales must not incorporate junction boxes and must have 100% digital communication

- 2.5.10. Load cells must be made of stainless steel

- 2.5.11. Scales must have top access for servicing purposes

2.6. Remove and dispose of any materials or debris created from the upgrade installation

2.7. Remove and dispose of existing manual scale read-outs.

2.8. Load test system for proper operation and make sure any issues are resolved.

2.9. Provide warranty on all work performed, preferable longer than one year.

2.10. Allow 54 feet of clearance from the bay door facing away from the flight area.

3. PERIOD OF PERFORMANCE: The Period of Performance will be from the award of contract for 90 days. The Period of Performance will extend to NLT 30 August 2019.

3.1. Place of Performance: Work to be performed under this contract will be at building 15380, 15380 Airlifter Drive, Joint Base Elmendorf-Richardson, AK 99506.
