Questions and Answers FA5000-19-Q-A016 Drive-thru Scale Upgrade

Q1: The solicitation states Period of Performance NLT 30 July 2019. Is it possible to extend? All scale manufactures are in the lower 48, this is a custom size and would require an additional week of engineering review. Additionally, it is typically a 6 week turn from order to ready to ship from factory, so

7 weeks from initial order to ship. Then it is a 3 week transit period (might be shorter by a week) from manufacturer to Alaska.

A1: The Period of Performance will be changed to a later date to account for the aforementioned factors.

Q2: Can the work be done in phases?

A2: Yes, the work can be done in phases as long as it’s complete by 31 Sep 19.

Q3: How long can the pits be open?

A3: They can be open as long as needed, withstanding there are barriers provided around the pit.

Q4: Is there access to the ramp side of building?

A4: Yes.

Q5: Scale and components come with a warranty; however, maintenance is required to be done by a manufacturer representative. Does the quote need to include the PM portion or just scale replacement?

A5: Periodic maintenance is typically paid for by using GPC purchases from the Government. Therefore, the quote shall only include the scale replacement.

Q6: Regarding para 2.1., “Calibrate up to 21K certified weights,”

Pursuant to indicator calibration, manufacturer possibly may require more weights or less weights to get an accurate calibration. What if manufacturer specifications are different than the 21K? Will testing still be to maximum load and is the Handbook 44 specification for substitution weight testing acceptable?

A6: Yes, testing will still be to maximum load and the Handbook 44 specification for substitution weight testing is acceptable.

Q7: Regarding para 2.4., “Provide and install/replace the steel coping edges,”

What size are the coping edges?

A7: The coping edge that requires repair is the leading edge consisting of a 13’ long 6x7 steel I-beam set in concrete.

Q8: Regarding para 2.5., “Provide and install/replace each existing mechanical scale indicators with digital load cells (4 POWERCELL PDX-capable, or equal),”

Are we to install two new digital indicators to read the new digital load cells?

A8: Yes

Q9: Regarding para 2.5.1., “Scales must offer predictive diagnostics to detect and alert for potential weighing errors, overloading, harmful environmental conditions, and overall network health,”

Is there a network the indicator feed information to for the mission? If so what is the network protocol?

A9: The scale terminal must be capable of connecting to the network via hardline or Wi-Fi. Initially, installation of scale and terminal can be a standalone unit that is not connected to the network but the capability must be present for the capability to connect to it in the future.

Q10: Regarding para 2.5.5., “Both scales must have a capacity of 200,000 lbs,”

Does this 12’ x 12’ has to have a capacity of 200,000lbs and the 12’ x 24’ must have a capacity of

200,000lbs. Or is this a combined total capacity?

A10: Each individual scale must have a capacity of 200,000lbs and a concentrated load capacity (CLC) of at least 100,000 lbs.

Q11: Regarding para 2.5.7., “Scales must have an orthotropic-rib design,”

Only one manufacturer makes the Orthotropic rib design, is a steel deck scale that meets capacity specification acceptable?

A11: A steel deck is acceptable as long as it is compatible with the system.

Q12: What are the model numbers and serial numbers of the existing scales?

A12: Scale one: Cardinal model 738, S/N 9003-234 D, 60,000 lbs scale.

Scale two: Cardinal model 738, S/N 9003-235 D, 60,000 lbs scale.
