COMBINED SYNOPSIS/SOLICITATION ‘COMBO’:

York Chillers Repair

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) Solicitation FA5000-18-R-0052 is issued as a Request for Proposal (RFP).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100, effective 22 Aug 2018. The DFARS provisions and clauses are those in effect to DPN 20180629, effective 29 Jun 2018. The AFFARS provisions and clauses are those in effect to AFAC 2018-0525, effective 25 May 2018.

(iv) This requirement is solicited as a Total Small Business set-aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 238220 with a small business size standard of $15M.

(v) The Pricing Schedule is incorporated as Attachment 1. Vendors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.

(vi) The Government intends to award a firm-fixed price contract for this requirement.

(vii) Period of Performance. The Period of Performance will be 10 days ADC.

(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Aug 2018) (DEVIATION 2018-O0013) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:

1. To assure timely and equitable evaluation of the quotes, the Offerors must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. If awarded the contract the contractor is required to submit a signed copy of the contract confirming receipt of the contractual document within two (2) business days.

2. Specific Instructions: The response shall consist of two (2) separate parts:

Part 1 – Price - Submit one (1) copy of price schedule (Attachment 1) and any pertinent additional information Part 2 – Technical Acceptability - Submit one (1) copy of technical acceptability narrative that responds to the requirements in the Statement of Work (SOW), Attachment 2.

3. Award will be made to the vendor whose quote is conforming to the solicitation and is determined to be the lowest price technically acceptable. Technical Acceptability, at a minimum, is defined as meeting all of the criteria in the Statement of Work in Attachment 2. Price and technical acceptability will be considered.

4. A site visit will be held at Joint Base Elmendorf –Richardson (JBER) on 4 September 2018 to start promptly at 9:00 AM Alaska Daylight Time (AKDT) in Room 350, 3rd floor conference area of the Contracting building, 10480 Sijan Ave. on JBER. The purpose of the site visit is to include a short tour of York chillers 1 & 2 in building 9480. The site visit should be concluded by 11:00 AM. All costs associated with attending the site visit shall be borne by the offeror. ALL PROSPECTIVE OFFERORS ARE URGED TO ATTEND THIS CONFERENCE. If a contractor is not at the designated start location above by 9:00 AM, AKDT, there will not be a future site visit scheduled for their absence.

All contractors, including those that have access to Joint Base Elmendorf-Richardson (JBER), wishing to participate in the site visit shall provide the following information for individuals attending. No more than one individual per contractor:

Please go through the Boniface gate to obtain a visitor pass, if needed. Please allow for some delay while obtaining the pass. The following information will be required when getting your pass: 1) License 2) Registration, 3) Proof of insurance.

Questions/requests for clarifications shall be submitted in writing via email to michael.chiti@us.af.mil and donald.dougherty.1@us.af.mil. Responses to questions and requests for clarifications will be posted no later than 3:00 PM AKDT on 6 Sep 2018. No additional questions will be received after 5 Sep 2018 Aug 2018.

(ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below:

(a) The Government will award a purchase order resulting from this solicitation to whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(1) Technical acceptability

(2) Price

(b) Technical acceptability: The government will evaluate quotes, in order of price starting with the lowest, on the basis of whether or not the provided quote is technically acceptable. Technical acceptability shall consist of meeting the specifications stated in Attachment 2, Statement of Work. Any quote not providing the requirements in Attachment 2, will be determined unacceptable.

(c) Price: The government will rank all quotes by price first. The government will then determine technical acceptability. If the lowest priced quote is found acceptable, an award will be made without further consideration. If that quote is found unacceptable, the Government will evaluate the next lowest quote for acceptability until an award can be made to the lowest priced acceptable offer.

(x) Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Aug 2018) are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (Jan 2017), is hereby incorporated by reference, with the same force and effect as if it were given in full text.

A site visit will be conducted for this requirement on 4 Sep 2018 @ 0900 AKDT, Bldg. 10480 Rm 350.

An amendment may be issued answering all questions received, providing the Government’s answers.

Statement of Work Building 9480 York Chiller 1 & 2 JBER, Alaska 99504

PROJECT SUMMARY

The contractor shall provide warranties, tools, equipment, supervision and all other items as necessary to complete the work as described. The Statement of Work (SOW) is broken down as follows: section 1, work to be completed in contract, and section 2, period of performance 3, security requirements 4. The contractor is responsible for producing all items not specified in the contract. The contractor shall perform to the standards in the contract. The contractor shall conduct all work in a professional manner, in accordance with traditionally recognized construction practices and techniques.

1. SCOPE OF WORK:

The contractor shall complete the following:

1.1 Recover current refrigerant charge from Chiller 1 & 2 circuits 1 & 2. Circuits will be pressurized using nitrogen gas. Recovered refrigerant will be tracked and entire charge be replaced to meet manufacturer required charge.

1.2 Identify all leaks using industry standard practices and repair all leaks. Any leak repairs needed on compressors or components requiring major cost deviations to be determined additionally.

1.3 Replace compressor transducers, temperature sensors, pressure sensors, liquid sensors, and replace filter dryer to include o rings. “Recharge with 407C refrigerant (see 1.1)

1.4 Change oil and analyze through spectrochemical analysis for unusual degradation and other possible issues within the system.

1.5 Perform operational system check and perform any diagnostics.

1.6 All work shall be accomplished in accordance with all applicable building and fire codes. One unit will be left operational at all times during repairs. Contractor shall field verify all measurements, quantities, or value stated by the Government. Technicians must possess an EPA Universal Refrigerant License and comply with Section 608 of the Clean Air Act.

2. PERIOD OF PERFORMANCE:

1.1 All work to be conducted during normal business hours.

3. SECURITY REQUIRMENTS:

1.1 Contractor shall adhere to current installation security policies.
