Demolition of Building 12737
PERFORMANCE WORK STATEMENT (PWS)
FOR
DEMOLITION OF BUILDING 12737
AT
JOINT BASE ELMENDORF-RICHARDSON, AK
22 FEBRUARY 2018
(Solicitation # FA5000-18-Q-0046, Attachment #1)
PROJECT NUMBER: FXSB 18-1001
1.1 GENERAL REQUIREMENTS: Provide all labor, materials, and equipment, necessary to complete the work for the demolition, removal and disposal of the single story wood frame vacant building 12737 in accordance with the PWS, and the attached specifications and drawings. The Contractor shall comply with all applicable Federal, State, and Local regulations. Please see attached drawings for approximate dimensions and locations.
Contractors shall not rely on drawings and are responsible for field verifying all measurements and locations of utilities to be demolished prior to work start. Locates of utilities shall be done by the Contractor through the dig permit process. Information shown on government provided reference drawings may not be accurate and requires verification of dimensions/locations.
1.2 PROJECT LOCATION: All work under this project will be performed on Joint Base
Elmendorf-Richardson (JBER), Alaska. Work areas and limited access areas shall be indicated on the drawings (Attachment #2).
1.3 PERFORMANCE WORK STATEMENT: This Performance Work Statement (PWS) is intended to outline the Contractor’s general work items. Incidental work may be required to accomplish the intent of the contract. It is the Contractor’s responsibility to ensure all incidental work required to complete the demolition and disposal is included in their proposal for all areas of work outlined by the Performance Work Statement.
1.3.1. Work areas include: Building 12737, including related items that may not be attached to the structure such as sewer lines back to the main, water service lines back to the mains, fencing, sidewalks, etc. See attached drawings for paving and hydro seeding locations. All work indicated shall be accomplished for the original proposal price, including special work times required for utility outages, and repair of damages to the site, by the Contractor.
1.3.2. Provide a complete hazardous materials and hazardous waste survey for building
12737, including testing, test reports and identification of all asbestos containing materials, lead containing materials and any other hazardous materials that exist.
Survey shall be submitted no later than 30 days prior to beginning abatement.
Hazardous materials and hazardous waste expected to be encountered by the Contractor include: Asbestos (ACM), lead including lead based paint (LBP), glycol, light bulbs, ballasts, and PCB’s. Other hazardous waste and hazardous materials containers may be encountered as determined through the required hazardous waste testing performed by the Contractor.
1.3.3. Fencing: Provide temporary fence for security around the demolition site prior to beginning abatement, and maintain through project completion. Temporary fence s h a l l be chain link, minimum 6’- 0” high, and shall be continuous and secure around site, free from gaps or breaks. Appropriate signage shall be conspicuously posted on fence, around construction site, including but not limited to Danger – Keep Out!
1.3.3.1. Provide new fencing to fill the gap between existing fences as shown on the project drawings (Attachment #2). New fence shall match type and height construction of existing adjacent fence being connected to.
1.3.4. After all abatement is accomplished the Contractor will compile the quantities of hazardous materials removed and supply the information to the 673 CES/CEANV office. Contractor shall abide by the Environmental Provisions (Attachment #4).
1.3.5. Remove and properly dispose of all hazardous materials and hazardous waste, including but not limited to, asbestos and lead-containing materials, and glycol in accordance with the attached Environmental Provisions and local, state, and federal regulations. Salvage, reuse, or recycle metals (i.e., conduit, piping, wiring, etc.) to the greatest extent possible.
1.3.6. Building demolition limits extend to 5 feet around perimeter of building.
1.3.7. Completely remove foundation and utilities within the construction site. Termination of utilities shall be as outlined is section 1.4.
1.3.8. Disposal of all solid waste shall be off base.
1.3.9. Finished contours of demolition area backfill at each demolition site shall be brought up to surrounding grade, with a 2% slope to allow for positive drainage.
1.3.10. Provide approved seed, or hydro-seed, lawn material over all areas not getting asphalt. Install pit run gravel, top soil & hydroseed once foundation, sidewalks & utilities have been removed. Compact pit run gravel to 85% of maximum density to within 6" of surface. Fill top 6" with topsoil compacted to 85% of maximum density with surface prepared for seeding. See attached drawings for locations. Contractor shall be responsible for maintenance and watering of new lawn material through the first cutting. The first cutting will be done when new grass has reached a height of 6” or greater.
1.3.11. A source for pit run gravel is available for this project within a 1 mile radius of this project location. The Contractor is responsible for pit run excavation and hauling. No processed gravel is available to the Contractor from the Government. Processed materials are the Contractor’s responsibility. The Contractor shall pave over areas backfilled where identified on the contract drawings (Attachment #2).
1.3.12. Work shall be performed is such a way as required to protect storm water runoff from pollution (erosion, sediment, or waste) entering waterways in compliance with all Federal, State and local regulations. Completed work in areas where site is to be left natural, (no pavements), shall be revegetated in accordance with the best management practices of the Clean Water Act and shall encourage groundwater infiltration.
1.4 UTILITIES WORK: The Contractor shall provide a work schedule for the disconnection and demolition of utilities for approval by the Contracting Officer. Contractor shall submit details; including sketches, materials to be used, and descriptions of the termination work for all utilities terminations for approval by the Contracting Officer prior to performing the work. Contractor will provide a work start notice prior to any work start and shall provide a minimum 3 weeks’ notice for approval for any work that will require a shutdown of utilities affecting other facilities. The Contractor’s responsibilities related to existing utilities include the following:
1.4.1. Water: Where water service connects directly to a water main, Contractor shall cut and cap the service pipe at the main and abandon in place. Where water service connects to a manhole, Contractor shall plug the service line at the manhole with a proper water plug for the service line type and size, provided no other service lines from other buildings are connected to the same service line.
1.4.2. Sewer: Where sewer service connects directly to a sewer main, Contractor shall cut and cap the service pipe and abandon in place. Where sewer service connects to a manhole, Contractor shall plug the service line at the manhole with a proper sewer plug for the service line type and size, provided no other service lines from other buildings are connected to the same service line.
1.4.3. Electrical: The Contractor shall be responsible for coordinating use of on-site power with the Government (773 CES Electrical Shop), and shall provide any temporary electrical connection components required, or shall provide their own independent power prior to beginning the abatement phase of the work. The Contractor shall notify the government 10 days prior to beginning abatement in building 12737. All interior electrical equipment within the building limits shall be the property of the Contractor to salvage or dispose of as required. Final termination shall be coordinated with the government and shall be made at the transformer serving the building.
1.4.4. Communications: The Contractor shall be responsible for notifying the 673rd
Communications Squadron (673 CS), Maintenance Support, minimum 10 business days prior to beginning any communications demolition. Contractor shall be responsible for complying with Attachment #6, JBER Telecommunications Installation Standards, applicable to the termination. Contractor shall be responsible for providing a six (6) inch pre- formed stainless steel splice case. Final termination shall be made within the area shown on the contract drawings at the location determined by 673 CS. Communication conduit shall be removed back to vault/manhole and capped and sealed at exterior of vault/manhole. Communication cables to be removed and recapture splicing cables back to supply case at vault/manhole. Upon completion of splicing any communication, or data cables, the Contractor shall backfill the dig area in preparation for asphalt.
1.4.5. Steam: Contractor shall cut below grade and cap the steam and condensate pipes and abandon in place.
1.4.6. Gas: Where gas service connects directly to a gas main, Contractor shall cut and cap the service pipe at the main and remove the service line between the building and the gas main. Gas lines on JBER-Elmendorf are maintained by Enstar.
Contractor shall coordinate gas line termination with Enstar and termination work shall be performed by Enstar. If additional costs for termination work are incurred, the Contractor shall be responsible for payment.
1.4.7. Mechanical: The Contractor shall remove and dispose of all mechanical equipment within each building, and properly remove and dispose of any hazardous material and hazardous waste from equipment.
1.5 ENVIRONMENTAL COORDINATION: All work shall be performed in accordance with the
Environmental Provisions (Attachment #4).
1.5.1 Hazardous materials/ hazardous waste abatement: Hazardous materials and hazardous waste that should be expected to be encountered and removed by the Contractor include: Asbestos (ACM), lead including lead based paint (LBP), glycol, light bulbs, ballasts, and PCB’s. Other hazardous waste and hazardous materials containers may be encountered as determined through the required hazardous waste testing performed by the Contractor. All required sampling, testing, documentation and disposal shall be by the Contractor as a part of the resulting contract work.
1.5.2 Contractor is responsible for abatement of all hazardous materials and hazardous waste from the facilities identified for demolition. Competent Persons shall perform all abatement. The Competent Persons shall be trained, knowledgeable, and qualified in the techniques of abatement, handling and disposal of hazardous materials and the subsequent cleaning of contaminated areas. The Contractor and his personnel shall comply with all applicable Federal, State and Local regulations to perform the work of this contract.
1.6 CONTRACTOR PROJECT MANAGERS: The Contractor shall appoint a project manager to serve as the single point-of-contact and liaison between the Contractor and the Contracting Officer or his representative for all work under the contract. Upon receipt of the Notice to Proceed (NTP), the Contractor shall immediately provide the name of the designated individual and contact information to the Contracting Officer, in writing. The Project Manager will be responsible for the complete coordination of all work under the contract.
