FA5000‐18‐Q‐0046 Demolition of Bldg. 12737

Questions and Answers

*All references below refer to the PWS (Attachment 1) unless specifically stated otherwise.

1) Per the PWS, the contractor is to complete a hazardous material and hazardous waste survey for building 12737. For bidding purposes, are we to assume the building is asbestos and lead free?

A) Per the Performance Work Statement (PWS), Section 1.5.1, hazardous materials and hazardous waste that should expected to be encountered and removed by the Contractor include: Asbestos (ACM), lead including lead based paint (LBP), glycol, light bulbs, ballasts, and PCB’s.

2) Can your organization provide the testing results for the asbestos and lead?

A) Yes, please see the attached report, which shows the results of what has been tested: lead paint on exterior of building; green floor tile and mastic has asbestos content. Please refer to section 1.3.2.

3) For bidding purposes, can you quantify or identify the asbestos and lead that needs to be abated/remediate prior to demolition?

A) Yes, please refer to the answer from Question 2, above.

4) Is the thickness of the slab and footings known? If so, can you please share?

A) Yes, please refer the the drawings that were included with the solicitation (Attachment 2 and Attachment 3)

5) Can you confirm the depth of the water, sewer, and gas lines?

A) Per the PWS, Section 1.1, the drawings (Attachment 2 and Attachment 3) are to be used for approximate dimensions and locations. Contractors shall not rely on drawings and are responsible for field verifying all measurements and locations of utilities to be demolished prior to work start. Locates of utilities shall be done by the Contractor through the dig permit process.

Information shown on government provided reference drawings may not be accurate and requires verification of dimensions/locations.

6) Have the fluorescent bulbs been tested? If so can you provide the results?

A) No, they have not been tested.

7) Are there any past inventories and/or sample results of building materials (ie. TSI/friable

Asbestos, non‐friable asbestos, PCB light ballasts, mercury lights or thermostats, batteries, lead‐based paint, etc? If not, are there any assumed quantities to help us estimate the cost for transport and disposal of hazard waste?

A) There are no past inventories. Abestos and lead testing is the only testing that has been completed, please refer to the answer from Question 2, above.

8) Are there any as‐builts of Building 12737 available?

A) Yes, please see Attachment 3 of the solicitation.

9) For waste disposal offsite, is there anywhere on base that can accept/re‐use concrete as a backfill material?

A) Yes there is a location on base the Contractor may use for disposal of clean concrete and clean asphalt.

10) Is the Post Road gate the only entrance for commercial trucks?

A) Yes, at this time.

11) Can the section of demolished fence be reused to connect the gap that is currently written in the Government Statement of Work as requiring a section of new fence?

A) Yes, the existing fencing can be reused to connect the gap.

12) Will the LED lights on top of the exterior 2 light poles be demolished by the Contractor? If the Government is removing them, when will they be removed?

A) Contractor is responsible for removal of the LED lights.

13) Does the large tree in the front of the building need to be removed?

A) The tree is not required to be removed but can be removed if the Contractor desires to do so for ease in contract performance.

14) To clarify, the steam disconnect is 5 feet outside the building perimeter?

A) The steam disconnect is approximately 5 feet outside the building perimeter. Please refer to the answer to Question 5.

FAR 52.212‐1 and 52.212‐2 of the solicitation (pages 5‐15). Please follow up with your references to ensure timely submission of the questionnaires. If you wish to confirm with the
