RFM Salient Characteristics

Attachment 3

CONTINUOUS FRICTION MEASURING SYSTEM FRICTION TESTER

– WITH WATER SYSTEM

Salient Characteristics:

Must be Federal Aviation Agency (FAA) approved and International Civil Aviation Organization (ICAO)/USAF approved

Water testing unit must be compliant with FAA Circular 5320-12C.

Water testing system must be easily removed for winter testing.

Equipment must be fully integrated with hitch reciever of vehicle as found in the Halliday Technologies RT3 Flight Mechanical System (or equal)

No modifications can be done to a GSA-leased vehicle without approval. No welding to frame or structural part of vehicle and no holes drilled into body of vehicle.

Must be capable of interfacing with Samsung S2 tablet (or equivalent)

Friction data must be converted to RCR values electronically and be sent to a tablet in the vehicle via Bluetooth. Data must then be uploaded to a specifically designed website.

Must be able to go over BAK-12 aircraft cables while conducting friction tests.

Wheel must be able to be raised when not in use.

Vehicle must be able to conduct friction tests while driving 15-60 MPH.

Must have no snow depth limit for testing.

Must be able to drive in reverse with the unit attached to the vehicle.

Must have customizable software designed to JBER specific mission needs.

Must be able to operate up to -20F degrees

Reading components cannot be included in the tow behind unit

Must provide Customizable software

Must design and maintain a RCR web page for Elmendorf

Must be able to disseminate RCR in real time to a web page

Must provide initial user training
