Statement of Work

CONTINUOUS FRICTION MEASURING SYSTEM

FRICTION TESTER – WITH WATER SYSTEM

1. DESCRIPTION OF SERVICES

1.1. Scope of Work. The contractor shall provide a fully assembled Continuous Friction Measuring System (with water system) for installation onto the Chevrolet 2500 in building 755 (Auto Skills Center) Joint Base Elmendorf-Richardson. As part of the contract, the contractor will send an Engineer to Alaska to complete the installation. The customer is required to provide a technician to support the installation. This technician should have strong knowledge in automotive mechanical systems. Further the customer must have the ability to weld two stabilizer bars to the tow hitch bar of the vehicle. The contractor will provide maintenance and operational training on the Continuous Friction Measuring System for thirteen (13) Airfield Management personnel of which two will be responsible for maintenance at Joint Base Elmendorf-Richardson, Alaska. Entire installation and training will be completed in one week.

1.2. Basic Services. The contractor will provide the complete Continuous Friction Measuring System, arrange transportation to Joint Base Elmendorf-Richardson, and complete the installation with assistance from Joint Base Elmendorf-Richardson. The contractor will complete testing, calibration and training on-site at the customer’s location. A one year warranty will be provided for any parts that break through normal wear and tear.

1.2.1. System Components. All of the parts necessary for the installation and operation of the Continuous Friction Measuring System Friction Tester will be provided by the contractor.

1.2.1.1. The Continuous Friction Measuring System Friction Tester. This is the complete Continuous Friction Measuring System – with Water unit/system. It will be installed with the unit’s winter tire.

1.2.1.2. Vehicle Integration. The contractor will provide the stabilizer bars that will be welded to the vehicle’s tow hitch frame. The Continuous Friction Measuring System bolts onto those stabilizer bars. In addition the Continuous Friction Measuring System bolts onto the tow hitch receiver through a specialized connector, also furnished by the contractor.

1.2.1.3. Wiring Looms. All wiring looms will be provided by the contractor to connect the Continuous Friction Measuring System electrically to the Continuous Friction Measuring System Custom Display that controls the unit which will be installed in the cab of the vehicle.

1.2.1.4. Display. The contractor will provide the Continuous Friction Measuring System Custom Display that is used to the control the unit. This display will be electrically connected to the unit through the wiring looms. It allows the friction wheel to be raised and lowered, as well as contains all the algorithms that convert the force from the sensor hub within the measuring wheel into a Mu Value. The display does not store the data.

1.2.1.5. Continuous Friction Measuring System Tablet, Tablet Stand, and Bluetooth Device. The contractor will provide a modified tablet stand that will hold both the tablet and the display. The tablet will have cellular service and WIFI capability through Verizon. This decision needs to be determined prior to contract award so pricing can reflect purchase/not purchase of the tablet.

1.2.1.6. Software. The contractor will provide the customer with a tailored software package for the Continuous Friction Measuring System based on their airfield requirements. The customer will have a license to that software for the life of the Continuous Friction Measuring System. The tablet software saves the data from the Continuous Friction Measuring System Display. The data is sent from the Continuous Friction Measuring System Custom Display through a Bluetooth device that is plugged into the serial port in the back of the display and is connected to the tablet.

1.2.1.7. Technical Data. A commercial technical manual covering operating and troubleshooting the Continuous Friction Measuring System system.

1.2.2. Transportation. The contractor will arrange for transportation of the Continuous Friction Measuring System Friction Tester from contractor’s facility to the indicated address at Joint Base Elmendorf-Richardson. The customer will be responsible for getting it to the base. It will be shipped in a single wooden crate that can be lifted with a fork lift.

1.2.3. Tools and Installation. The contractor will provide a qualified person/persons for the installation of the Continuous Friction Measuring System. The customer may be asked to provide some tools to assist in the installation. A list of those tools must be provided well in advance and should be standard in any vehicle maintenance and repair operations. A vehicle lift may be available at the customers location for the installation.

1.2.4. Testing and Calibration. The contractor’s engineer will be responsible for the calibration of the Continuous Friction Measuring System. The customer will be taught how to change the calibration of the measuring wheel through wheel angle adjustment during the training process. Any calibration changes must be approved by the contractor prior to the customer making an adjustment.

1.2.5. Training. The contractor will train thirteen (13) maintenance and operations personnel to maintain the Continuous Friction Measuring System and provide any technical manuals associated with the installation and maintenance of the system at Airfield Management and the airfield movement areas. Training and certification may take a maximum of three days (per person). Entire installation and training will be completed in one week.

1.2.6. Warranty. The contractor shall provide a one (1) year warranty that covers all components and installation of the Continuous Friction Measuring System through normal wear and tear. Damage to the unit through carelessness or neglect will not be covered under the warranty.

1.3. Concept of Operation. In winter maintenance operations, it is important to know if the friction value of the surface is safe to land airplanes. The Continuous Friction Measuring System provides a continuous friction measurement of the surface of the entire length of the runway, not just small sections. The result is graphed showing the friction value and speed as well as other fields utilized as needed.

Prior to entering onto the runway, the operator will update (as required by the airfield) the software fields for the test, which includes conditions, contaminant depth, speed of test, treatments, and time of treatments. Once this information is input, the operator will pull out onto the runway and line up to the right of centerline at one end of the runway.

Typically the tests are performed 10-20 feet from centerline depending on the average width of the aircraft landing on the airfield. The operator lowers the friction wheel, starts the software and then accelerates to desired testing speed-holding as straight a line as possible as well as maintaining a constant rate of speed.

*In winter conditions if the surfaces are very icy, the rate of speed should be adjusted for safety and may be as slow as 15mph. The normal testing speed should not exceed 60mph.

When the test is complete, the operator will press ‘stop’ on the software and raise the measuring wheel, proceed to exit the runway and then email/call in the results to the tower.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1. Government Furnished Property. N/A.

2.2. Government Furnished Facilities. The government will make available facilities in building 755 (Auto Skills Center). The contractor shall return the facilities back to the government in the same condition as received, fair wear and tear and approved modifications excepted.

2.3. Government Furnished Services. The customer shall provide the contractor with base escort, water, electricity, and trash pick-up. The customer will also provide a capable technician to assist in all aspects of the installation of the Continuous Friction Measuring System onto the customer’s vehicle. Further the customer may provide welding services to weld the stabilizer bars onto the vehicle.

3. GENERAL INFORMATION

3.1. Working Hours. The contractor shall perform services between the hours of 11:30 a.m.

and 9:30 p.m., Monday through Friday, excluding Saturdays, Sundays and Federal Holidays.

If the contractor desires to work after 9:30 p.m., weekends, or during Federal Holidays, the

contractor must submit the request to the Contracting Officer at least 2 days in advance. Each request will be considered on a case-by-case basis.

3.2. Observed Federal Holidays at Joint Base Elmendorf-Richardson.

3.3. Warranty Replacement. The contractor shall be responsible for honoring manufacturers' and contract warranties and shall maintain on-site records of equipment bearing warranties. The contractor shall provide support documentation for any warranty claims.

3.4. Emergency Services.

3.4.1. Fire: The 673rd Medical Group will provide emergency medical services for

Contractor personnel in performance of services under this contract on Joint Base Elmendorf-Richardson (JBER), AK IAW Air Force Instruction (AFI) 41-115 Chapter

1. The Contractor shall reimburse the Government for treatment provided at the current reimbursement rate for non-authorized user IAW AFH 41-114, paragraph 42.

The Contractor shall provide to the 673rd Medical Group, the name of a physician and/or hospital to which injured personnel can be transferred for further treatment and care after receiving initial emergency treatment at JBER, AK. All mishaps will be promptly reported to the base Safety office as well as the Contracting Officer.

3.4.2. Police: The government shall provide emergency security police protection. Contact 673d Security Forces Squadron at 552-4444 or 911 for security protection.

3.5. Security Requirements.

3.5.1. Listing of Employees. The contractor shall maintain a current listing of employees working on the contract.

3.5.2. Traffic Laws. Contractor employees shall comply with all base traffic regulations.

Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action.

3.5.3. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, FA5000-18-Q-0062 debarment from the base, or other administrative action.

3.5.4. Reporting Requirements. Contractor personnel shall immediately report to an appropriate government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

3.5.5. Physical Security. Contractor employees shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

3.5.6. Safety. The contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities.

3.5.7. Work Area. The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, scaffolding, equipment and materials.

Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workman like condition. The contractor is responsible for removal and proper disposal of all job related waste material at a permitted site.

3.5.8. Base Entry Requirements. The customer will provide a base escort that may provide a short-term vehicle/base entry pass for the listed period of performance. The contractor must provide driver’s licence, rental agreement, and insurance to be granted a base entry vehicle pass. *Please be aware of the Real ID Act and its affects on the validity of State Driver’s Licences. Passports are an accepted addition to the driver’s license.

3.6. Employee Qualifications. Installation personnel shall be trained/qualified to operate, maintain and install the Continuous Friction Measuring System Friction Tester.

3.7. Warranty Terms. One (1) year on installation and components with normal wear and tear.
