Zoll X Series ® Manual Monitor/Defibrillator with accessories and warranty included. Please see salient characteristics for specific requirements.
Section C: Justification for Soliciting from a Single Source or Brand Name
This will be a brand name acquisition because the JBER F&ES flight currently has of Memorandum of Understanding (MOU) with local medical agencies requiring a rapid transfer of patients during medical emergencies. Recently, the local medical responders have upgraded to the new ZOLL X Series Defibrillators. To ensure proper care during transfer, and to meet the intent of the MOU, during cardiac emergencies the JBER F&ES flight must also upgrade its current aging defibrillators.
Section D: Efforts to Obtain Competition
Market research has indicated that there are multiple distributors of ZOLL defibrillators, therefore this acquisition should be brand name and not sole source. The recommendation is to solicit on FedBizOps (FBO) for a period of 10 days to promote competition to the greatest extent practicable.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Current market research indicates that, although there are comparable products in the commercial marketplace, none of the product manufacturers have the ability to interface with ZOLL systems, as it is proprietary. It is not feasible to un-restrict this requirement at this time because the local medical responders use this system. Additionally, to meet the intent of the MOU with local emergency responders, this system is crucial for mission accomplishment and effectiveness.
