DRAFT

Statement of Work

Maintenance of the Vertical Tank Storage (VTS) Systems

1. Scope. The systems must be operational 24 hours a day, 7 days a week. To render the systems fully operational in a reliable and safe working condition at all times, a comprehensive maintenance plan must be designed and implemented, especially considering the severe climate condition in which the systems are located. The scope of work consists of two specific types of maintenance services: Annual Scheduled/Annual Maintenance and On-Demand

Maintenance.

2. Equipment. The facilities are located on Joint Elmendorf-Richardson in Alaska. The equipment was manufactured by International Automated Systems (IAS) over 15 years ago.

Models: V-100-2, 4 lines/50 positions and V-200-2, 2 lines/100 positions.

3. Scheduled/Annual Maintenance. The objective of Scheduled/Annual maintenance is to protect the operational capability of the system by detecting and correcting minor malfunctions before they become major repair items, disrupt operations, or become a safety hazard.

Scheduled/Annual maintenance will be performed once a year by maintenance technicians during a two week on-site visit of no less than 8 hours a day, 5 days per week.

Scheduled/Annual maintenance will consist of equipment inspection, cleaning, lubricating, and performance of all other scheduled adjustments and repairs. These visits will provide training to selected Air Force personnel in the operation and familiarity of the system.

Scheduled/Annual Maintenance will include, but are not limited to the following system components:

a. Trolley wheels

b. Chains

c. Bearings

d. Fasteners

e. Welds

f. Drive mechanism

g. Gear box inspected and lubrication changed annually

h. Adjustment of take-up chain tension

i. Mechanical/manual back-up drive system

j. Hydraulic power unit

k. Hydraulic pressure valve to prevent tanks with fuel from entering the system

l. Hydraulic heater

m. Hydraulic oil filter change

n. Check and adjust mounting of all sensing devices (limit switches, etc.)

o. Pull cord safety switches

Not included in the scope of maintenance work is the electrical power supply to the buildings and the actual buildings/shelters.

4. Training. The vendor will conduct a classroom hand-on training session for all authorized personnel assigned to operate the tank storage system during the Annual Scheduled

Maintenance, and during On-Demand Maintenance visits as required.

5. On Demand Maintenance. On demand, the vendor will travel to the job site no later than one week of notification (or earlier if mission essential), evaluate the situation, remove the cause of system downtime, restore the system to a reliable and safe operation, and provide training as required. On-Demand Maintenance will normally be performed during normal working hours, but may be performed at any time necessary to make the system fully operational to meet mission requirements.

6. Parts and Materials. Parts and materials are included with the Annual and On-Demand

Maintenance unless a problem was caused by equipment abuse or misuse.

7. Technician Qualifications. The technicians must have at least 5 years’ experience working on

VTS systems.
