Questions from Vendors:
Fortunately we have some folks here that helped me answer these questions:
The PWS references AFI 91-301, that AFI has been deleted. It should reference AFI 91-203. Chapter 35 covers material handling equipment inspection and testing. Paragraph 35.6 covers hoists that are not permanently mounted on equipment and paragraph 35.8 covers cranes.
1. Which regulations are being followed on the inspection & testing requirements, is it OSHA, CMAA, ASME, or Air Force? OSHA, CMAA, & ASME are all basically written around each other but Air Force Regulations are different.
We must be compliant with all OSHA, ASME/ANSI, CMAA and Air Force regulations.
2. How often are we required to do the 100% to 125% of capacity load testing on these cranes? It is our understanding that Air Force regs are annually or if certain types of repairs have been made & OSHA, CMAA, ASME require every 4 years unless certain types of repairs have been made.
Follow all applicable standards/regulations, if there are conflicts follow the most stringent/frequent. According to table AFI 91-203 table 35.24, cranes are to be tested 100% to 125% of load capacity following any repairs or mods. There are daily or prior to use and annual inspections.
3. Are we to preform static or dynamic load testing on these cranes? If so which cranes?
According to AFI 91-203 Paragraph 35.8.2.7.3 "the annual load test may be performed as either a static or dynamic test as determined by a qualified person."
4. Are certified weights to be used for testing purposes?
AFI 91-203 Paragraph 35.8.2.7.2.6 covers weights, "test weights for load testing shall be tagged or marked indicating total weight in pounds and owner or agency identification number. Rebar steel shall not be used for test weight lift points."
