Contracting Officer

I. Contracting Activity.

Department of the Air Force, 673d Contracting Squadron, Joint Base Elmendorf-Richardson (JBER), AK 99506.

II. Nature and/or description of the action being processed.

This justification is being issued to allow for a brand name, firm-fixed-price, commodity purchase order award. The award will be for the Svenska Industry Borstar (SIB) cassettes that are compatible with the SIB Broom Cores used on the OSHKOSH snow brooms.

III. Description of supplies/services required to meet agency needs.

This requirement necessitates procuring the SIB cassettes from the original equipment manufacturer (OEM). In FY 2007, JBER snow brooms were converted from MB-type sweepers to SIB-type cores. The purpose is to remove snow and ice mechanically from the airfield and maintain compliance within O-Plan 32-1002 dated 22 January 2015.

IV. Statutory authority permitting Other than Full and Open Competition.

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1(a). Furthermore, (FAR 6.302-1(c) (1) (ii) dictates the requirements for a brand name description.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

OSHKOSH (MB) snowbrooms are equipped with (SIB) systems. This modification was approved by the in cooperation with the and implemented in FY 2007. It is the original equipment manufacturer (OEM) of the fourteen (14) snow removal brooms used by the to remove snow from JBER's airfield. The SIB sweep system is an integrated broom/core system, balanced and equipped with nylon inserts designed to minimize wear plus reduce Foreign Object Damage (FOD). If substitute items were to be used, factory warranty support would be voided, create reliability concerns, and jeopardize the safety of the vehicle and operators. SIB and MB have engineered each system to perform safely and reliably with their equipment and there is no other name brand of parts that can be substituted for this equipment repair and rebuild. This equipment provides a means for of removing snow from the airfield, and facilitates compliance with strict FAA and Air Force regulations. The will have no means to remove snow from the airfield if the required parts are not procured potentially grounding aircraft, impacting sorties, and jeopardizing critical Air Defense Capabilities.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

There are no feasible courses of action to increase completion. Replacement parts will be a manufacturer specific brand name requirement as long as the current fleet of snow removal equipment is maintained. Parts availability will be taken into consideration if and when a new fleet of snow removal equipment is purchased in the future.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Price fair and reasonable will be determined by comparison with prior purchases of same items.

Based on pricing data received from Yukon Equipment and Myslik Inc. the price will be within 2.3% consumer price index allowable percent of change when compared to pricing obtained during FY14 Market Research. This is consistent with the historical average increase dating back to the FY05 purchase.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research found that OSHKOSH is the manufacture of the equipment we are purchasing parts for. The SIB parts being purchased are specific to this equipment. Parts for similar equipment are made by other companies, though they will not fit our OSHKOSH vehicles without making expensive modifications to the equipment and voiding the current warranties on the SIB Brush Cores. This action requires the to purchase the SIB cassettes Part Number: SIB/MB-18/28/-05, to maintain the integrity and warranty of the SIB cores. Market Research was performed in the local area by contacting local companies and via www.google.com for the required items. Research found three (3) companies with Yukon Equipment, Inc. being the only company in Alaska sells MB products and parts for the OSHKOSH snow removal equipment.

Another source is MYSLIK, INC (Morrison, CO). MYSILK was found to be considerably cheaper than the local vendor, Yukon Equipment. Additionally, research was also performed within www.gsaadvantage.gov the exact product was not found (wire brush cassettes), but Batts, Inc., a GSA Schedule Holder, does sell polymer brush cassettes manufactured by SIB. The Government is able to obtain the required SIB parts from contractors who are authorized MB parts distributors.

Typical manufacturing and delivery lead times for these items are 120 to 160 days ARO. SIB Steel Brush Cassettes are typically used to clear ice and snow buildup from runways and flight lines in regions that see heavy show accumulation or frequently experience temperature below freezing.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

N/A

X. List of sources, if any, that expressed interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

As Stated in Sec. VI, "There are no feasible courses of action to increase completion.

Replacement parts will be a manufacturer specific brand name requirement as long as the current fleet of snow removal equipment is maintained. Parts availability will be taken into consideration if and when a new fleet of snow removal equipment is purchased in the future."
