Section B: Description of the Supplies/Services Required

The 378 ECS, per the AEW/CC, is to expand PSAB-WIFI capabilities to all the sleep tent areas. This requires additional access points and hardware which must be compatible with the existing infrastructure.

Section C: Justification for Soliciting from a Single Source or Brand Name

The CISCO Meraki WIFI network is already in-place within the boundaries of the PSAB Life Support Area which will eventually expand again to the Ops Town region. This purchase would expand on two previous CISCO Meraki WIFI purchases. Purchasing a new WIFI product to interact with the CISCO network already in-place would incur additional costs and require new product training that ECS personnel are not trained upon or familiar. There would be a substantial duplication of costs of another brand name of switches were procured.

Specific requirements list has been attached. CISCO 8-Port Switch, CISCO MR52 WAP, CISCO Meraki 12VAC Adaptors, CISCO Meraki Licenses (WAPS and Switches) all must be exact make/models for PSAB-WIFI support; all others items can be excepted with suitable substitutions.

Section D: Efforts to Obtain Competition

Market research identified six vendors capable of providing this requirement, it will also be posted to the GPE (BetaSam) in order to obtain the maximum amount of competition.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future requirements need to conduct more extensive market research to identify telecom providers who's products will be compatible with more than their own equipment.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
