STATEMENT OF WORK
March 18, 2019
Project Title: Repair Roof, Building 900 Project No. QYZH 16-8504 Project Manager: Reid Dudley Liquidated Damages: N/A Period of Performance: 90 Days Government Furnished material: None
SCOPE OF WORK
Project shall include all necessary demolition, construction, and modifications necessary to replace roof sections A, B, and C on Building 900 with a new fully adhered Type 1, non-reinforced white EPDM roof membrane system that will provide adequate drainage. See attached drawings and specifications. Project will include the removal and replacement of the existing built-up roofing system and insulation down to the roof deck as well as the removal and replacement of existing roof accessories, trim, flashing, scuppers, coping cap, etc.
Repair roof sections A, B, and C as follows:
1. Contractor shall remove and dispose of the following items: existing built-up roofing and insulation, accessories, flashing, counter flashing, trim, scuppers, downspouts, breather vents.
Remove built-up roofing and insulation down to the existing roof deck. Samples of roofing materials were taken in 2006 and tested for hazardous materials. Test results revealed the presence of asbestos in roof Section A and Section C. A copy of the test report is attached for the contractor’s reference. The contractor shall abate in accordance with MHAFB environmental regulations and with State of Idaho requirements and Federal requirements. The contractor shall sample and test for hazardous materials in Section B and if asbestos is detected then shall abate in accordance with base requirements. Non-hazardous materials removed during demolition shall become property of the contractor and shall be removed from MHAFB and transported to off-base landfills. Contractor shall carefully remove the existing lightning protection system from all roof sections and deposit cables, anchors, and rods down to the ground surface. All parts of the lightning protecting system are MHAFB property and shall be turned over the base Recycle Center.
There is cell phone booster and a microwave booster belonging to the Idaho State Police (ISP) located on the surface of roof section C. See Photos 1 and 2 on Sheet 3 of the contract drawings.
No contractor personnel shall move or touch the cell phone booster or the microwave booster or any associated power or communication lines. The Contracting office will arrange with Bldg 900 personnel to move the cell phone booster prior to demolition. The microwave booster belongs to the Idaho State Police (ISP). The contracting office shall contact Mr. Shawn Roddin at extension
(208) 828-6360, who will arrange with ISP to come to Bldg 900 and temporarily relocate the microwave booster.
2. Provide and install new 90 mil white, fully adhered, Type 1, non-reinforced Ethylene Propylene Diene Monomer (EPDM) roofing system sloped at a minimum of ¼”/12” over high-density protection board over tapered insulation board over R-30 minimum polyisocyanurate insulation board over the existing metal roof deck. Provide crickets on high side of rooftop units and where needed to accommodate drainage. Replace with new roof accessories, flashings, copings, expansion joints, trim, and scuppers. All parapet walls in each section shall be uniform in height and shall extend a minimum of 8” above new roof surface. A new steel access ladder shall be installed in accordance with Specifications section 05 51 33 in order to provide personnel access between roof Section A and roof Section C. Contractor shall be responsible for verifying height of ladder and installing fall arrest system if required.
The new roofing system shall meet the following Structural Design Criteria:
a. Risk Category: II
b. Wind: 115 mph Exposure C c: Impact Resistance: 1” diameter hail stones
3. Contractor shall make a site visit to field verify all dimensions and conditions prior to submitting a bid for this project. Drawings provided by the Government depict general construction criteria and parameters. Specific requirements for construction to be determined by the Contractor. There shall be no contractor access to Building 900 interior without prior approval from the Contracting Officer. A lift or other equipment can be used to place material directly on the roof. Specific requirements for contractor access to Building 900 interior during construction shall be reviewed with the Building 900 Facility Manager and Contracting Office during the pre-construction conference.
4. The following attachments are part of the contract and shall be used by the contractor to document and fulfill contract requirements; Attachment 1 – Asbestos Bulk Sample Analysis Results; Attachment 2 – AF Form 3000 submittal form; Attachment 3 – Schedule of Submittals.
5. All construction shall comply with the requirements of UFC 1-200-01, UFC 3- 110-03 and with the attached project Plans and Specifications. Upon completion of construction, the contractor shall be required to restore any landscaping, concrete sidewalks, and any other existing items damaged during construction to their original condition.
6. Environmental: All work shall be in accordance with Mountain Home AFB Environmental regulations. Contractor shall follow MHAFB, Local, State, and Federal in the removal of non-hazardous and hazardous waste during demolition and new construction.
7. During construction, the building will remain occupied. Contractor shall provide temporary protection for building occupants entering and exiting building. Contractor shall also protect and ensure storm water does not enter facility and shall be responsible to repair any damages to Building 900, sidewalks, or to landscaping features caused by construction. Contractor shall assure all work is completed in compliance with OSHA Standards.
8. Warranty – Provide a manufacturer's 20-year “No Dollar Limit” Watertight warranty for the new roof and a Roofing System Installer Warranty in accordance with UFC 3-110-03, Section 1-
8.12 “Warranty Requirements” and with specification Section 07 53 23, Section 1.7 Warranty.
Warranty shall include manufacturer’s listed requirements for the warranty to remain intact. The manufacturer’s watertight roof system warranty shall include all roof penetrations, flashing, and all joints between the sections of roof being replaced. Roof must be installed by a manufacturer’s certified installer and installed according to manufacturer’s requirements. Signatures are required on the Watertight warranty and must be from the roof system manufacturer and the Government User and not from the General Contractor. The warranty shall not be pro-rated. When the manufacturer or his approved applicator fail to perform the repairs within 72 hours of notification, emergency temporary repairs performed by others does not void the warranty.
The roof system installer shall provide a warranty for a period of two years that the roof system, as installed, is free from defects in installation workmanship, to include the roof membrane, flashing, insulation, accessories, attachments, and sheet metal installation integral to a complete watertight roof system assembly. Write the warranty directly to the Government. The roof system installer is responsible for correction of defective workmanship and replacement of damaged or affected materials. The roof system installer is responsible for all costs associated with the repair or replacement work.
9. Ninety (90) days from the Notice to Proceed (NTP) are given to the contractor to complete all work.
