STATEMENT OF WORK
MOUNTAIN HOME AFB (MHAFB), IDAHO
BURN HOUSE REPAIR
1 August 2018
DESCRIPTION OF SERVICES.
The quoter shall provide all labor, materials, and equipment necessary, to remove and replace the the following:
Westec insulating system for lining half the ceiling of existing 1st floor annex burn room (14' x 11')
Westec insulating system for lining west exterior wall of existing 1st floor annex burn room (14' x
8'-5" high)
Westec insulating system for lining half of south interior wall of existing 1st floor annex burn room
(11' x 8'-5" high)
Replacement corner trims and ceiling trims for entire existing 1st floor annex burn room
Replacement corner trims and ceiling trims for entire existing 2nd floor residence burn room
(2) Audible/Visual External Alarm(s) Components For Use With The Existing Scout Temperature
Monitoring System
(1) Cellular Texting Alarm(s) For Use With The Existing Scout Temp. Meter (Two Inputs Allows
For Connection Of Two Scouts)
(10) Replacement 4'-0" x 4'-0" Westemp panels
Replacement brush seal for (6) 3'-0" wide door(s)
(2) Replacement 3'-0" x 7'-0" prehung Plyco door(s)
(1) Replacement 6'-0" x 7'-0" prehung Plyco door(s)
(10) Replacement slide bolt latches for shutters and burn room doors
(18) Replacement stainless steel hinges for burn room doors / shutters
(6) Replacement locksets and guard latches for non-burn room doors
Attachment hardware for all replacement parts listed above
All items of equipment and materials described in these specifications are to be furnished installed and placed into proper operating condition in accordance with good practice and manufacturer’s written or published instructions. The period of performance is 60 calendar days.
All workmanship and materials shall be in accordance with applicable codes and regulations.
The quoter is required to remove all solid waste. Waste shall be disposed off base at an approved location with exception of recyclables which may be taken to the base recycle center
STANDARD PRODUCTS:
Equipment and materials provided for the installation shall be a standard product of manufacturer’s currently engaged in the manufacturing. All items shall be the product of the manufacturer.
QUALITY ASSURANCE:
All workmanship, manufacturing procedures and materials shall be performance guaranteed. If any findings reveal improper materials, defective components or inadequate performance as outlined in the performance/technical specifications, the quoter shall remove and replace the materials in question.
EQUIPMENT WARRANTY:
The quoter shall guarantee all materials, equipment and workmanship for a period of one (1) year from the date of the final acceptance of the completed job against original defects of material and workmanship, or excessive wear or deterioration. Defects shall be made good at the quoter’s expense with no cost or obligation to the Government.
PRODUCT DELIVERY, STORAGE, AND HANDLING:
The quoter shall be solely responsible for the delivery, storage, and handling of all products. Any equipment placed in storage shall be protected from weather, humidity, temperature variations, dirt, dust, or other contaminants. Staging shall be located at the burn building
General Information:
Hours of Operation: Normal installation operating hours are 7:30 – 4:30 Monday through
Friday. The contractor may find it necessary to deviate from the normal base hours of operation, to ensure timely completion of work under this SOW at no additional cost to the government. Work scheduled but not accomplished due to base closure for adverse weather, exercise, alerts, or installation family and/or down days shall be accomplished
NLT 24 hours after the installation has been reopened.

New Year’s Day, 1 January
Martin Luther King’s Jr’s Birthday, the third Monday in January
Washington’s Birthday, the third Monday in February
Memorial Day, the last Monday in May
Independence Day, 4 July
Labor Day, the first Monday in September
Columbus Day, the second Monday in October
Veterans Day, 11 November
Thanksgiving Day, the fourth Thursday in November
Christmas Day, 25 December
If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day after the holiday observance.
Contractor Employees: The contractor agrees to utilize only experienced, responsible and capable individuals in the performance of the work. The contracting officer (CO) may terminate the contract or require that the contractor remove employees who endanger persons or property, or whose continuity under this contract is inconsistent with the interests of military security. The contractor further agrees to not employ persons for work on this contract if such employee is identified to the contractor, by the CO, as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
The contractor shall not employ any person who is an employee of the United States
Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air
Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD 5500.7-R, The Joint Ethics Regulation
(http://www.dod.gov/dodgc/defense_ethics/ethics_regulation/). If prior military, the employee must have been discharged under honorable conditions with no administrative discharge actions taken against them.
Contractor Appearance: All contractor personnel must present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing contractor-furnished clothing bearing the company name and/or logo
