STATEMENT OF WORK (SOW)
FOR
PUBLIC WATER DISTRIBUTION SYSTEM
LEAK DETECTION AND LEAK LOCATION SURVEY
MOUNTAIN HOME AIR FORCE BASE, IDAHO
1 September 2017
1.0. INTRODUCTION: A leak detection and leak location survey shall be conducted approximately every two to three years to confirm the integrity of the public water distribution system, to ensure valuable water resources are not being lost, and to ensure compliance with federal and state water conservation mandates.
1.1 BACKGROUND: Mountain Home Air Force Base (MHAFB) obtains its water supply from seven (7) wells that draw from the deep regional aquifer. The base water system is divided into two (2) pressure zones: base housing, and industrial. Water usage varies with the seasons and averages between 0.3-6 MGD. Portion to be completed is no more than 75 miles of distribution line (not to include housing area), ranging in size from 4-12”, and constructed of various materials including STL, AC, CI, DI, and PVC. There are 369 fire hydrants and about 500 water valves. Most hydrants, valves, and service boxes have fairly easy access and will be located by the MHAFB water system escort.
1.2 SCOPE OF WORK: The Contractor shall perform the following steps:
1.2.1. MEETINGS: Attend a pre-work kickoff meeting (approximate duration: 2 hours) to meet MHAFB personnel involved in this project, gather and research all documentation, maps, and other materials necessary to produce an efficient and effective plan of execution for performance of the leak detection and location activities, to ensure such activities are coordinated appropriately with security forces, project managers, and base escorts, and to agree on the format and content of daily and final reports to be delivered to 366 Contracting Squadron (CONS) and 366 Civil Engineering Squadron
(CES).
1.2.2. PERFORMANCE: Perform the leak detection and leak location activities with non-destructive, efficient, and accurate methods such as sonic amplification methods.
Such fieldwork shall be performed on pre-arranged water distribution lines, at the discretion of 366 CES. Fieldwork should occur over approximately 2 weeks, to make 80 hours total combining the kickoff meeting and the fieldwork. The fieldwork shall commence directly after the morning kickoff meeting and end no later than 4:30 p.m. on the final day. Each day’s work hours shall be coordinated through 366 CES.
1.2.3. REPORTS: Production of daily reports and a final report. The daily reports shall include a detailed report of leak locations, estimated Gallons Per Day (GPD) loss, and maps of the areas surveyed to include leak locations. The final report shall include a summary of the project, survey review, and area survey sheets with observations noted, maps with associated leak locations, corresponding data, and recommendations for corrective action. Corrective actions shall only be the responsibility of MHAFB. The final report shall be delivered to the CO and 366 CES within 30 days of completion of the fieldwork.
2.0. PROJECT ADMINISTRATION AND MANAGEMENT: 366 CES shall furnish a water system escort, maps and other necessary documentation, and an escort to lead the field crew around the installation to locate necessary hydrants, valves, and service boxes.
If any digging is necessary, the Contractor shall apply and be approved for such permit through 366 CES. The Contractor shall provide all equipment, materials, and personnel required to fully accomplish all tasks associated with leak detection, leak location, and production of the reports. The Contractor shall provide MHAFB all deliverables within the approved task timetable.
3.0. APPLICABLE DOCUMENTS AND REGULATIONS: The Contractor shall follow and abide by all federal, state, and Air Force regulatory documentation associated with public water systems operations and management.
4.0. DELIVERABLES AND TIMETABLE: The Contractor shall coordinate a kickoff meeting with 366 CONS no later than 10 days following contract award. 366 CONS and the Contractor will mutually agree upon the date of the kickoff meeting and corresponding fieldwork, and will be dependent on availability of personnel, security restrictions, and any other scheduling conflicts that would hinder the mission of the Air Force. The deliverables and schedule are as follows:
Deliverable #1: Daily reports, due at the beginning of the following day of each fieldwork day. These reports will outline the location and severity of any leaks, in GPD, found during the field work from that day.
Deliverable #2: Final report, due no later than 30 days after completion of all fieldwork. This report will be a compilation of all daily reports, as well as an overall health rating of the installation water system. (4 hard copies (8 ½ x 11) and 2 CD of the final report)
The timetable above may be changed at the discretion of the CO and be incorporated into the contract by way of a modification.
5.0. ASSUMPTIONS: In the case that the Contractor elects to use a Subcontractor for the fieldwork activities (leak detection and location activities), the Contractor shall provide a representative to be available for 16 hours of on-base and/or phone consultation to maintain smooth operations and coordination with the Subcontractor, and for final report review.
