DEPARTMENT OF THE AIR FORCE

366TH CIVIL ENGINEER SQUADRON (ACC)

MOUNTAIN HOME AIR FORCE BASE, IDAHO

Statement of Work

Supply Power to Grasmere Radar Site Property of Mountain Home AFB, Idaho

1.0 OBJECTIVE

Tie Grasmere Radar Site (GRS) to commercial power. This is the best option for sustainable, long term, and affordable power; it will reduce energy consumption, minimize environmental impact, eliminate solar system maintenance, address safety concerns, and support future power demands.

2.0 DESCRIPTION OF REQUIREMENT

Supply utility grade power at the following location.

Lat. 42°18'0.77"N Long. 115°57'29.05"W

Power will be supplied by a Utility Service Provider (USP) for 10 contract years, to the demarcation point outside the fence and directly across from the mechanical generator room (MGR), at the switch box. A 138 KVA power transmission line is approximately 1890 ft. from GRS; distance must be field verified. The 138 KVA transmission line parallel to US Interstate Highway 51 is owned and operated by Raft River Electric Co-Operative.

3.0 POWER DESCRIPTION

Power delivered to the demarcation point, service disconnect (meter base) shall be at 120/208 Volts 3 Phase up to 600 amps. Power is defined as the follows:

· 120/208 Volts at 3 phase WYE minimum of 600 amp service, steady state with a tolerance +5% or -5%

· Common 60 Hz Frequency Performance criteria shall be met by the USP as specified; otherwise can be negotiated through 366 CONS/LGCA1 by submitting the proper documentation.

The Government will initially supply 3 necessary transformers for the 3-phase power, complete with 3 mounting stands. Description is as follows.

SSVT-650, Outdoor Station Service Voltage Transformer, Nominal System Voltage=138kV, BIL=650kV, Bushing Creep/Strike=147"nom./49"min., Ratio=Power Winding Only, Accuracy=N/A, Thermal Rating=167kVA, Primary Voltage=79674V, Secondary Voltage=120/240V nom.(actual output supplied on nameplate)

The contractor will consider these Government items in quote estimating, engineering design, infrastructure installation and maintenance/repair costs. All maintenance, repair and replacement of the entire infrastructure shall be the responsibility of the contractor during the life of the contract.

4.0 QUALITY ASSURANCE

It is expected that the contractor is fully knowledgeable in the usage, practice, and implementation of all codes/regulations as codified by these governing bodies.

1. Rural Utility Services (RUS)

2. National Electric Code (NEC)

3. International Electric Code (IEC)

The USP will coordinate meetings with the Contract Administrator in 366 CONS/LGCA1 and other appropriate parties to validate technical aspects of establishing a utility contract or other as required. The USP contractor is also responsible to coordinate and apply for any land use right of way clearances or modifications as required, environmental clearances, appropriate rate regulation requirements and changes, and submit documentation of coordination and compliance immediately to 366 CONS/LGCA1.
