QUESTIONS AND ANSWERS
Question: What is the historical number of Heating and Cooling Systems that require seasonal (Fall and Spring) Inspection?
1.7.1. Recurring maintenance on housing units may be performed during COM unless otherwise recommended or required by industry standards, applicable laws or regulations, or the performance standards in this contract. If recurring maintenance is accomplished during COM, no additional maintenance time will be allowed. Servicing of heating and ventilation systems shall be annotated on the unit with a service tag showing date and work accomplished.
4.18.2. In the event of a crisis declared in the United States affecting the local area, the contractor shall perform the following services, identified as mission essential, in accordance with this contract unless and until notified otherwise by the Contracting Officer. The listed services are essential due to the lack of available government personnel to immediately perform them.
• Recurring maintenance (seasonal heating and cooling requirements only)
ANSWER: Heating and cooling systems are part of the recurring maintenance and must be serviced yearly as stated in 1.7.
Question: What is the historical number of winter watchman devices used in unoccupied units that a contractor be required to install, maintain, and track during the winter?
1.14. WINTER WATCHMAN DEVICES: During periods of potentially freezing temperatures, the contractor shall install winter watchman devices in unoccupied housing units (in a window visible from the street) and maintain a tracking system for accountability. Contractor shall monitor and respond when devices indicate no heat.
ANSWER: Historical documentation is not kept on winter watchman device installation.
Question: What is the current number of “Individual irrigation systems” that require winterization in October and spring startup?
ANSWER: 844
Question: What is the current actual number of “Individual irrigation systems” that require maintenance under CLIN 0001? Is it 956 or 844?
ANSWER: 844, since we are not turning the water on at the inactive units.
Question: How many Backflow Valves require testing and certification?
ANSWER: 103
Question: Will the government provide an air compressor for blow outs in the fall?
ANSWER: No. This is the contractor’s responsibility.
1.11.7. Sprinkler/drip Systems: The contractor is responsible for maintaining sprinkler/drip systems within housing from the timing box, including backflow valve, to the end of the system.
Contractor shall have irrigation systems operational no later than 30 April unless otherwise directed by the Contracting Officer. Contractor shall winterize all irrigation systems to prevent freezing/damage during the dormant season. Irrigation systems shall be winterized starting 1 October and completed by 30 October unless otherwise directed by the Contracting Officer. Any sod/xeriscaping removed during replacement/repairs will be reinstalled.
Question: Historically how many housing units require multi-color painting?
ANSWER: We do not keep historical data on multi colored painting since it is all included in the painting CLIN. See 1.5.1.
Question: Historically how many housing units require multi-color painting during a COM and is additional completion time given to allow drying?
ANSWER: There is no extra time given-a COM is 7 calendar days as stated in 1.3.2.
Question: Is additional completion time given to allow drying for housing units that also require varnish?
ANSWER: No
Question: Will contractor be allowed to charge the government double coats for paint and/or texture if needed and will extra time be given for completion?
ANSWER: No
1.3.2. The contractor shall maintain, service, repair, and/or replace all interior and exterior components and accessories as listed in Appendix 1, and as stated in paragraph 1.1 above.
Contractor shall turn-around COM units within seven calendar days.
Question: Will Carpet Cleaning be required on all C.O.M. units? If not, on an average, what percent will be required to be cleaned?
ANSWER: Refer to 1.4.2.
Question: Is Carpet Cleaning reimbursed by the Government?
ANSWER: No, it is part of COM.
1.4.2. Carpet Cleaning: The contractor shall clean government-owned carpet so that it is free from stains, dirt, soil, and odors. COR will determine if the carpet shall be removed and replaced.
Question: Who is responsible for maintaining the rock and boarder around the exterior fencing at each unit?
ANSWER: The occupant is responsible for 3 foot of the rock area outside their fenced area, so a vacant unit would require the contractor to do the same.
1.11. GROUNDS MAINTENANCE: Grounds maintenance includes the care and maintenance of all grounds associated with unoccupied units to produce and retain healthy, thriving grass, shrubs, and plants. The contractor shall be responsible for watering, mowing (to a height of 3 – 5 inches), edging, trimming, raking, shrub trimming (below window height or not to exceed 5 feet in height and 6 inches away from building), shrub removal and/or replacement, tree removal (to include stump) and/or replacement as requested by inspector/COR, litter and debris pick-up and removal, weed control, and ice/snow removal for all unoccupied housing walks, sidewalks and porches. The contractor is required to provide lawn maintenance within 50 feet of unoccupied family housing units.
Question: Historically, what is the average cost per month of reimbursable materials?
ANSWER: In the past year the average cost per month of reimbursable parts was $45,231.50.
4.6.1. The contractor shall be reimbursed for 100% of the contractor’s costs for parts and materials (no profit and overhead will be allowed). Reimbursement shall be made only on completed work orders, service calls, and change of occupancy maintenance. Any parts and materials ordered that remain part of the repaired unit, appliance, equipment, system, etc. will be reimbursed. Materials that belong to the contractor are not reimbursable.
Question: Will Vacant Unit and C.O.M. lawn maintenance be required during the winter season? When does the government stop mowing vacant units?
ANSWER: The government does not mow. The vacant unit mowing is done by the contractor and is dependent on the weather and the growing season.
Question: Will the contractor be allowed to use the gas station on base?
ANSWER: Yes.
Question: There are currently 956 which include inactive units in the Falcon Estates (Old Gunfighter Manor) and 4 units in Eagle View. When bidding should the contractor assume that they are bidding on 844 units instead of 956 because no C.O.M. or regular service calls will be done at these inactive units?
ANSWER: At this point, the inactive units are still being maintained to some degree and will remain on the contract for emergency repairs.
Question: When is Gunfighter Manor expected to be removed from the contract?
ANSWER: There is no definite date.
Question: Is the contractor to assume that with proper notice CLIN 0001 could decrease in value (approximately 12% on dollar value) by 112 housing units by November 1, 2012?
ANSWER: There is no definite date and the unit number could decrease.
APPENDIX 6 VARIATION IN CONTRACT WORKLOAD (page 39) The estimated number of housing units for this contract is 844. The government will estimate 956 housing units at the beginning of each option year. This number will be adjusted as the actual number of housing units are known during the year. The maximum number of housing units that will be on this contract is 956.
1.1 The contractor shall accept as is and maintain 956 units. Military family housing maintenance services apply to all interior/exterior components and accessories of housing units, garages, storage sheds, utility systems, and exterior appurtenances, as well as vacant unit grounds (including shrubs/bushes), sprinkler/drip systems, fences, patios, sidewalks, street curbs, driveways, and playgrounds. All work shall be performed in accordance with manufacturers’ recommendations, commercial/industry standards, applicable federal, state and local rules/laws, building codes and regulations, to maintain units’ structural integrity and achieve safe, sanitary, economical, and operational living conditions. Approved self-help work completed on a housing unit and accepted by the government will automatically become a part of the housing unit and will be subject to maintenance and repair under this contract.
