Question 1: Can you kindly state who would be the publisher for this respective software?

Answer 1: A publisher is sought that can satisfy the technical requirements. No preference nor brand name justification is posted.

Question 2: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number

FA489019QJWAC2874 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?

Answer 2: Previously approximated by a software called "PROPLAN" through order FA4890-14-P-0002.

However, current requirement isn't a full one-to-one capability follow-on due to the requirement's necessary specifications. Resultantly, we consider this requirement to be new.

Question 3: What existing code is there?

Answer 3: By "code," interpret to mean either American Petroleum Institute (API) or American Gas Association (AGA), - we will be using a variety. Software code type isn't mandated unless specified in the technical requirement document.

Question 4: What infrastructure do they use?

Answer 4: By infrastructure, interpret to mean computer networking infrastructure. We use Windows10 operating system. The Oil and Gas Process Simulation Software will be used on an intranet, and will not be accessible to the internet for direct, automatic updates. We can not accept dongles.

Question 5: What security controls are there to this contract? All TS-SCI or other classification levels?

Answer 5: For security, we are purchasing this in an UNCLASSIFIED Contract.

Question 6: Are they open to or planning on us reviewing everything before proposing anything?

Answer 6: We will not have the software company review any project/work at any time in the duration of use. We may call the help line for specific questions of an UNCLASSIFIED nature as part of maintenance and user support.

Question 7: Also, when I read the RFQ, it keeps referring to an "attachment 1" but attachment 1 is blank. I am a bit confused on exactly what the requirements are, other than a software is needed.

Answer 7: Attachment 1 refers to the technical requirement document. (FY 19 O and G Process Sim SW Rqmts Doc)

Question 8: In the Combined Synopsis RFQ document, the government specifies that the offeror would be responsible for "all hardware, personnel, supervision, and security clearances.," however, it is not clear from the requirements described in the PWS, why any of these items would be required.

Further, the same document states JWAC requires "support services ... within JWAC's ... GENSER, ... SCI, and ... SAP offices." However, nowhere in the PWS does the government specify the nature, content, or requirements surrounding said "support services." Can the government clarify the nature of the support services required.

Question 8: Upon the occasion, if necessary. However these requirements are not anticipated. The arising of future or unanticipated requirements would cause new pricing. There are no clearance requirements. Support generally refers to technical support.

Question 9: The PWS includes a section on "Support Requirements," but this section states generic statements of JWAC's requirements and none specify if the offeror is required to provide the support to conduct Modeling (as specified in 3.1.1) and Simulations (as specified in 3.1.2). This section appears to provide contextual information as to how JWAC intends to use the software. Can the government confirm this interpretation of the Support Requirements, or provide additional clarification for offerors?

Answer 9: In the Combined Synopsis RFQ document, after " hardware, personnel, supervision, and security clearances," it says, "(if applicable)." Not all categories may be applicable in this instance; please refer to the Requirements Document. The support services are standard maintenance and user support that would accompany a software package. The support would help us to maintain the software up-to-date and have some kind of call in capability tohelp install the software and to ask questions about how best to use the software or where specific feature of the software are located within the software.

Question 10: Does the government require offeror to install the software on the government systems, or to support government staff in the installation?

Answer 10:

The government requires telephone/internet technical support to government staff. The Government will do the installation.

Question 11: The PWS does not specify requirements surrounding the training specified as the 8 training sessions (Deliverable Line Item 0009) of the Combined Synopsis RFQ document. Can the government clearly specify the requirements for the training beyond the limited statement in paragraph 5.4?

Answer 11: The training required is also referenced in the Requirements document in section 5.4. The government would like onsite (Dahlgren, VA), instructor led software training (button-ology, best practices, and troubleshooting).

If there was a way go through a use case of a simple refinery and a complex one, that would be preferable. Emphasis should be put on the minimum data entry requirements to enable a model to run. Reasonable default parameter suggestions would be helpful. Anticipated users/trainees have at least some experience utilizing other refinery modeling software in the past; some need refreshers and all need introduction to the organization and workflow of a new software.

Question 12: In the Combined Synopsis RFQ document, the government references deliverables in Attachment 1. Page 14 of this document is labelled as Attachment 1, but it is empty. Is the FY 19 O and G Process Sim SW Rqmts Doc the Attachment 1? If so, where are the deliverables specified?

Answer 12: This the correct document. Deliverables are described in the CLIN schedule.

Question 13: Is the government able to support multi-year licensing of the software if that approach could yield efficiencies or other advantages for the government?

Answer 13: Yes, the government would consider multi-year licensing options.

Question 14: Since the responses to the above questions are critical to developing an effective fixed price bid, will the government extend the due date two weeks to Monday, July 1, 2019?

Answer 14: Not necessary at this time.
