1.0 MISSION.

1.1 The Joint Warfare Analysis Center (JWAC). Provides the combatant commands, Strategic

Command (STRATCOM), and the Joint Staff with effects-based, precision targeting options for selected networks and nodes in order to carry out the national security and military strategy of the United States during peace, crisis, and war. JWAC is located at the Naval Support Activity- South Potomac (NSA-SP) in

Dahlgren, Virginia.

2.0 MISSION REQUIREMENT. The mission requirement is to sustain JWAC’s existing capability to model, simulate, study, design and reverse engineer oil and gas steady state and dynamic refinery processes to produce and deliver analysis results to meet customer mission tasks and needs.

3.0 SUPPORT REQUIREMENTS.

3.1 Models and Simulation.

3.1.1 Modeling. JWAC requires modeling described as the act of building a model. The model shall be true to the system it represents. JWAC requires the capability to build, manage and analyze models.

3.1.2 Simulation. JWAC requires simulation defined as the process of using a model to study the behavior and performance of an actual or theoretical system. The simulation shall use the model to explore and study states in the laboratory that would not be possible without access to the actual system. Using simulation models, JWAC requires the capability to build, operate, analyze and manage specially, oil and gas processes.

4.0 FUNCTIONAL REQUIREMENTS.

4.1 Process Simulation Software. Process simulation shall be used to design, develop, reverse engineer, analyze and optimize technical processes associated with refinery processes. Steady State simulation models shall provide the capability to perform a mass and energy balance of a stationary process

(a process in an equilibrium state). Dynamic Process simulation models shall provide the capability to perform a mass and energy balance of a process in flux..

4.1.1 Steady State Design Simulation. JWAC requires the capability to design new processes and /or rate existing processes in steady-state. Chemical process simulation software shall enable libraries of chemical components, thermodynamic methods and unit operations to allow (achieve) steady-state simulation of continuous chemical processes from lab to full scale operations.

4.1.2 Dynamic Process Design Simulation. JWAC requires the capability to design new dynamic processes and /or rate existing dynamic processes. Chemical process simulation software shall take steady state simulations to the next level of fidelity to enable dynamic analysis of flowsheets. Dynamic analysis shall include, at a minimum, operability checkout, Proportional-Integral-Derivative (PID) controller loop tuning, online process control and soft sensor functionality.

4.1.2.1 Dynamic simulation of processes

5.0 ACQUISITION REQUIREMENT.

5.1 Sourcing. The process simulation software shall be a United States domestic commercially off the self (COTS) developed product, supported by a the United States developer.

5.2 Software Functional Requirements. JWAC requires the following process simulation software application features:

5.2.1 Process Envelope. JWAC requires complete and diverse set of unit operations and batch simulation capability to facilitate planning, analysis, and optimization of production plant facilities.

5.2.2 Environment. JWAC requires that the steady-state, dynamic, and process control simulation shall be an integrated simulation environment ( all in one)

5.2.3 Interface. JWAC requires that the Graphical User Interface (GUI) shall be intuitive. Use of industry standard terminology, symbols, processes descriptions and definitions. The application shall be navigable by industry practicing process engineers and facilitate modeling day to day work tasks.

(a) JWAC requires application interface capabilities to Excel and other programs, as well as user-written scripts and modules.

(b) JWAC requires that the software requires a DIPPR to Code interface enabling export of DIPPR data and equations to widely used software packages.

(c) JWAC requires process simulation application output printing capabilities of data, analysis and information.

5.2.4 Database. JWAC requires that the application database includes component Design Institute for

Physical Property (DIPPR) data base (minimum of 1500 compounds). Requires DIPPR to Code” interface to enable users to have convenient export of DIPPR data and property equations to several widely used software packages, thus minimizing the required effort and reducing error introduction during this process.

5.2.5 Equations of State.. JWAC requires selection of thermodynamic models for calculation of phase equilibria, accompanied by a selection of numerical algorithms and comprehensive calculation results.

5.3 Software Performance Requirements.

5.3.1 Integration. JWAC requires software transient capabilities of dynamic process simulation, process control simulation and dynamic simulation of stirred tank reactors.

5.3.2 Modularity. JWAC requires that the process simulation environment shall be modular. User shall be allowed to acquire (purchase) only the process modules and simulations for specific project analysis that are required (as needed).

5.3.3 Scalable. JWAC requires that the software application be capable of process simulation modeling of lab mock-up and scalable to large and small operational facilities.

5.4 Training. JWAC requires product offered training, workshops, online help and training documentation.

5.5 Licensing. To manage (control) cost, JWAC requires options in licensing. Requires options to license, assemble and integrate individual (additional) modules to a base module, as required.

6.0 TECHNICAL REQUIREMENTS.

6.1 Software Product - Network System Requirements.

6.1.1 Platform. JWAC requires platform installation flexibility. JWAC requires product software installation options. Product application shall be compatible for optimal configuration and installation and use on:

6.1.1.1 Desktop Stand Alone (without access to the internet World Wide Web)

6.1.1.2 Network Enterprise

6.1.1.3 Virtual Machine Environment

6.1.2 System Configuration.

6.1.2.1 Processor Speed: Requiring 500 MHz or higher

6.1.2.2 Operating System: Requiring Windows 10 (32 and 64-bit Version)

6.1.2.3 Random Access Memory (RAM): Requiring the Use of No More Than 256 MB or about

6.1.2.4 Video Card: Requiring No More Than 128MB Video Memory or about

6.1.2.5 Hard Disk/Storage: (Application) Requiring No More Than 750 MB - 1 GIG or about

6.1.2.6 Capable of integration and or use of Microsoft Office features (Excel)
