This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. The solicitation reference number is FA4890-19-Q-JWAC-2874.

The Joint Warfare Analysis Center (JWAC) is issuing a Request for Quote to procure Oil and Gas Process Simulation Software for JWAC, which is located at the Naval Support Facility Dahlgren in Dahlgren, Virginia. The provider shall provide all hardware, personnel, supervision, and security clearances

(if applicable), to support Oil and Gas Process Simulation Software. JWAC requires support services for specified tasks within JWAC’s General Services

(GENSER), Sensitive Compartmented Information (SCI), and Special Access

Program (SAP) offices.

The period of performance will be;

Base Period: 1 August 2019 through 31 July 2020

Option Period 1: 1 August 2020 through 31 July 2021

Option Period 2: 1 August 2021 through 31 July 2022

Option Period 3: 1 August 2022 through 31 July 2023

Option Period 4: 1 August 2023 through 31 July 2024

See Attachment 1 for deliverables. The place of performance shall be the

Joint Warfare Analysis Center in Dahlgren, Virginia. This RFP incorporates all mandatory commercial item provisions and clauses. The North American

Industry Classification Code (NAICS) is 511210, with a size standard of $38.5 Million.

In order to propose you must have an active registration in the System for

Award Management (SAM) at http://www.sam.gov.

JWAC intends to award a Firm-Fixed Price purchase order to the Offeror that represents the offer that is most advantageous to the Government. Award will be made on lowest price technically acceptable basis.

Submission Instructions: The Offeror shall submit a proposal that adequately addresses all deliverables outlined in the Performance Work Statement and

Attachment 1 presented in a format that is clear and concise.

Questions Submission: Any questions regarding this RFQ shall be submitted no later than (NLT) 9:00 AM Eastern Time (ET) Friday, June 17, 2019.

Proposal Submission: Proposal submissions must include the solicitation name, be signed and dated, and acknowledge full agreement with all terms, conditions, and provisions identified within this RFP. Technical capability shall be provided by:

1.)

Submission of a product specification for review, with part or product numbers and instances of Government and industry usage. Not to exceed twenty pages in PDF format.

2.)

Written acknowledgement of each part and subpart of the Requirements

Document. Encompassing acknowledgement and description of product satisfaction or proposed equivalence of all Part and subpart 3 Support

Requirements, Part and subpart 4 Functional Requirements, Part and subpart 5 Acquisition Requirements and Part and subpart 6 Technical

FAR 52.212-2

Evaluation -- Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation upon confirmation of most advantageous value to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical capability of the item offered to meet the Government requirement;

(ii) Price;

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records --

Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records

Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.

The Contracting Officer may exercise the option by written notice to the

Contractor prior to 30 days until contract’s expiration.

FAR 52.252-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days prior to expiration of the option or base year, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the option or base year expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed Two years, six months.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS
