Questions and Answers for Respective Bidders 24 July 09 Question: Is the work mostly civil or structural in nature?
Answer: This depends on the requirement at the time. Any and all combinations of work are possible. The selected contractor must possess the capabilities to perform any and all work related to civil/structural requirements.
Question: How many copies of the SF 330 should my company submit?
Answer: 2 hard-copies and 1 electronic copy Question: Can we schedule a site-visit?
Answer: A site-visit will not be conducted
Question: Can my company meet with you and discuss our capabilities?
Answer: Due to the delicate nature of a source- selection, the government cannot provide any competitive advantage for any one company. Because of this, the government will not hold any meetings to discuss capabilities.
Question: Is the $750,000.00 total award maximum a consideration of the initial 1-year contract or the whole 5-year contract?
Answer: The $750,000.00 maximum is for one year. The overall contract shall not exceed $3,750,000.00 Question: Will this be a multiple award contract?
Answer: No, single award
Question: Why was this requirement not set-aside for small-business?
Answer: Engineering Services (NAICS 541330) cannot be set-aside for small businesses. Federal Acquisition Regulation (FAR) Part 19.1005 states that contracting offices must solicit unrestricted competition for designated industry group "Architectural and Engineering Services" pursuant to the Small Business Competitive Demonstration Program Act.
If we set this aside for small businesses only, our office would be in violation of Public Law 100-656 (15 U.S.C. 644 note).
Question: Does my firm have to be within 50-miles of Luke AFB, AZ 85309
Answer: Yes. In order to be selected, a company must have some kind of presence (more than a trailer with a company logo on it) within a 50-mile radius of Luke AFB, AZ 85309.
Question: Does the subcontracting plan matter at this point?
Answer: No, but the company selected (if they are a large business) will have to provide a subcontracting plan. However, if a small business is selected, a subcontracting plan is not required. For the purpose of the SF 330 turn-in due on 4 August, a subcontracting plan is not required at this time. The subcontracting goals were put in the notice to give bidders an idea of what the government will be looking for.
