STATEMENT OF WORK
PROJECT TITLE: AMARG Design & Install Concrete and
Electrical for Above Ground Fuel Tank
DATE: 26 October 2018
Project includes, but is not limited to, the following work elements. All plant, labor, equipment, materials, services, and incidentals shall be furnished by the Contractor. No alterations, additions, or deletions shall be made unless by prior approval of the AMARG designated Project Manager (PM) and the Contracting Officer (CO). Contractor shall design the project in accordance with the base Design Compatibility Guidelines (DCG), review it for constructability, and advise of possible problem areas prior to delivery order negotiation. Under no circumstances is the Contractor to begin any work on a delivery order until a bonafide Notice-to-Proceed is issued by the CO. All work must meet or exceed acceptable standards and codes of the Building trades, original equipment manufacturer (OEM) installation instruction; and shall be installed in a neat, substantial, and workmanlike manner. The following descriptions are for general reference only, and shall not be construed as a complete list of all operations to be performed.
1. SCOPE OF WORK:
The contractor shall design and install a concrete pad and provide electrical requirements for a Hoover Vault- VT6000 gallons capacity fuel tank (see attached D4). Government will furnish aforementioned tank.
Installation to take place at 309th Aerospace Maintenance And Regeneration Group, (AMARG) on Davis- Monthan AFB (DMAFB), AZ. Contractor to use parameters provided by Government as follows:
2. TASK:
The contractor shall accomplish all installation task to ensure fully operational system of full station.
Task 1. Concrete Requirements: Saw cut and demo approximately 2500 square feet (50’x50’) of existing asphalt and remove to dispose at legal dumpsite. Prep and install (14 each) 6” x 7’ Class “A” bollards with 3’ embedment and 4’ above slab. Footing for bollards to be 36” x 16”. Bollards to be painted YELLOW with 3” Silver reflective stripe, 4” from top. Bollards to be concrete filled and spaced 4ft on center at equal distances around the perimeter of the fuel tank and gas pumps.
Prep and pour 2500 square feet of 6” thick 3000psi slab on grade with #4, 60 grade rebar, 12” on center each way over compacted aggregate base course. Heavy broom finish with sealed saw cuts controlled joints on 10ft centered. Ensure concrete slab has positive slope for drainage. The concrete pad will be installed 50 feet southeast of Building 7335 (see attached drawing D1, for reference ONLY).
Task 2. Electrical Requirements: Contractor shall design and install the required 110 VAC 30 AMP circuit for an above ground fuel tank. Power supply will be drawn from breaker box panel located in Building 7335 mechanical-room of vehicle wash rack. Contractor, will saw cut, trench, patch asphalt (no concrete) thus providing breaker, conduit and wiring to an emergency shut off switch minimum 100 feet away at line of sight from fuel tank, with required signage. (See attached drawings D1 & D2, for reference ONLY) Conduit and connections at tank must meet code requirements for fuel tanks, ie: explosive resistant.
3. INSTALLATION AND TESTING:
The Contractor shall provide all tools needed to perform the installation of the Above Ground Fuel Tank.
The Contractor shall conduct required soil compaction, concrete and asphalt testing to assure industry standards. Contractor shall provide copies of results to 309th AMARG Project Manager.
4. DELIVERABLES:
The Contractor shall provide electronic copies of each of the following within 10 days of complete installation:
D1: Copies of all Original Equipment Manufacturer Warranties if applicable.
D2: As-Built drawings with identifying locations of each upgrade accomplished D3: All equipment, parts and materials must be new and undamaged. AMARG PM shall have the authority to approve or reject all equipment, parts and materials before installation, shall they not be in compliance with the terms of the contract.
D4: The Contractor shall submit a Project Schedule that shall not exceed thirty (30) calendar days in total, at the time of quote submission.
5. INSPECTION AND ACCEPTANCE CRITERIA:
All work performed will be inspected by the designated AMARG PM, before advancing to next construction phase.
E1: Protect all warranties by immediately correcting all omissions, mistakes, or damage.
E2: Review the installation of the site with the AMARG PM and prepare a punch list of any problems that shall be corrected.
E3: Correct all deficiencies and make all adjustments as required within 72 hours after completing the installation.
6. WORKMANSHIP GUARANTEE:
The Contractor shall guarantee all work performed under this SOW, and the terms and conditions of the contract. The Contractor shall be responsible for ensuring manufacturer’s warranty is available on all newly installed equipment. Any deficiency identified by the Contractor or the Government shall be corrected by the Contractor prior to and during installation of the systems. Any deficiency identified within thirty days after completion of installation shall be corrected by the Contractor within 10 calendar days of notification.
Contractor shall provide a minimum 1 year guarantee of their work covering all parts, materials and services in relation to the install.
7. GENERAL NOTES:
G1. All work shall be accomplished between the hours of 0600 to 1630, Monday through Friday, unless otherwise approved in writing by the CO.
G2. The period of performance is not to exceed 60 days, unless otherwise approved by the CO/PM with a projected end date.
G3. The AMARG site is in a controlled area and will require the Contractor and subcontractors to have the required badging and identification to access this project site.
G4. No full facility shutdowns shall be allowed without the PM and CO’s prior written approval, 14 calendar days in advance of the proposed dates and times of the shutdown.
G8. Replace and or repair any damaged to existing infrastructure in a neat and substantial workmanlike manner, to the satisfaction of the PM and CO at no additional cost to the Government.
G9. Worksite shall be clean daily.
G10. No asbestos-containing materials may be used or installed in this work.
G11. All work and equipment must comply with all requirements of the Tucson Electric Power Commercial Energy Solutions Rebate Program, if applicable.
