304 RQS is requesting the following:

CLIN0001 QTY: 1 EA MRS4500 Mobile Refill Station SEA-4500 P/N:AMTC-X0077 CLIN0002 QTY: 1 EA Lift Support Air Compressor P/N:AMTC-LSAC CLIN0003 QTY: 130 EA Kit, Overhaul Service, 2d Stage, 300-LW/4500 P/N:103628 CLIN0004 QTY: 130 EA SEA-4500 1st stage Service Kit P/N:103554 CLIN0005 QTY: 70 EA UBD Pouch, OCP P/N:1006037-1 CLIN0006 QTY: 60 EA SEA-4500 17.5 CI with Dial Gauge (20" Hose)

The result of market research indicated that Capewell Aerial Systems is the only vendor to offer a mobile breathing air station that meets or exceeds the requirements of CGA Pamphlet G-7 Compressed Air for Human Respiration, and requirements of ANSI/CGA G-7.1 at a fill capability of 4500 psi. Guardian Angel squadron equipment is composed of composite overwrapped compressed air cylinders. The Capewell Aerial System MRS4500 is the only system that is capable of meeting the requirement for filling composite overwrap cylinders to 4500 psi. at a single point of service. In addition, operational cylinders are 31% lighter than legacy system and provide 55% more intermittent breathing air than previous legacy cylinders. Guardian Angel HELO operations are governed under applicable Air Force regulations and must be in compliance with said mandate in able to perform jump operation in support of NASA recovery tasking, maritime recovery mission, and CSAR operations with Coast Guard search and rescue requiring compressed air lifesaving equipment.

355 CONS makes a priority of developing competition to the maximum extent practicable. In this case, competition was restricted by the fact MRS4500 Mobile Refill Station SEA-4500 is the only mobile air compressors meets all specs and CAS is the there are no resellers on CAS air compressors.

At the present time Capewell Aerial System is the only company capable of providing the required systems needed.
