Question and Answers FA4877-16-Q-0201 Airlift Support

Question 1: For planning purposes, what is the average planning weight for each of the 16 potential parachutists?

Average jumper w/ kit, parachute, ruck, weapon, and O2 will likely be approx.

350 lbs

Question 2: Subject PWS states in 1.6.e specific requirements to include: 1) Personal Skydiving Experience 2) 100 hours with Garret Turbine. Is this requirement indicative of an existing preferred vendor? The requirements for skydiving experience and specific engine time are not legitimate requirements consistent with the US Gov/Mil requirements for pilots employed by contract aviation providers.

The specified requirements (i.e. Personal Skydiving Experience, 100 hours with Garret Turbine) in question have been removed from the PWS.

Question 3: In an effort to most accurately define costs, can you provide the dates, specifically, for each location? Subject Solicitation states in 1.0 Description of Services: “…requires us of a military/civilian aircraft capable of supporting parachute operations within vicinity of Parker, Arizona and Eloy, AZ during the timeframe of 27 March – 09 April 2016.”

All flying training will be up at Parker, AZ. The PWS has been adjusted to reflect this and remove Eloy, AZ as a location.

Question 4: Will you consider relaxing the 2.5 hour sortie requirement? The weight of the 16 customer personnel would equal 5600 pounds based on your answer of 350 pounds average per jumper x 16 jumpers. At this weight, the 2.5 hour minimum each sortie defined in 1.3.a of the PWS would not be achievable by common ramp aircraft.

Yes, we would.
