Statement of Work Social Media & Airshow Broadcasting for Nellis AFB Open House

26 July 2019

Section 1: Description of Service:

General Requirements: Contractor shall provide a significant social media presence, must post at least 2 posts per week, for at least three (3) months prior to the Open House, and provide all personnel, equipment, media presence, materials, supervision, and other items and services, to support the 2019 Nellis Air Force Base Open House (Organizer).

Contractor Requirements: The contractor shall ensure all personnel meet all requirements for publishing and posting on line as detailed in Federal Regulations and within the limitations prescribed by the Nellis AFB Open House OPORD. The contractor will also need to be able to provide multiple channel distribution for the live event (at least 10 channels).

Social Media Requirements: The contractor shall provide social media support and posting of the event and performers at least three (3) months prior and through the event. The contractor will also provide live broadcasting across multiple, at least six (6), social media accounts on the air field during the open house Nov 15th, 16th, & 17th. At least three (3) months prior to the airshow, the contractor shall be available to attend the Open house and other promotion events in the Las Vegas area, for broadcasting purposes and air show promotion. The contractor must be able to provide (2) broadcast reporters, and (2) social media reporters at the airshow. The contractor must also provide a Spanish version of broadcasts.

All social media videos & posts will be provided to Nellis AFB PA and all rights will be given for future use.

Media Requirements: The contractor shall provide their own camera & sound equipment for the Open House and to conduct interviews leading up to the event. Based on Air Force policy, the Contractor shall not solicit donations as additional compensation from the public on an Air Force installation unless the Contractor is a legitimate “War Bird” 501(c)(3) private organization. Air Force shows are free to the public and charge no admission. The Contractor may not display or present any signage or person charges for an admission fee in any way, shape, or form. The contractor shall interview performers chosen for our event and post interviews on-line in the three months prior to the open house highlighting the 2019 Nellis Open House.

Period of Performance: Contractor shall arrive at Nellis Air Force Base not later than 1800 PST on 13 November 2019. Contractor shall not depart Nellis Air Force Base prior to 1730 PST on 17 November 2019, and if staying until Monday will plan on departing NLT 1000 PST on 18 November 2019. Due to the nature of social media, the contractor will provide support for the air show no later than three months prior to the event or whenever contract is awarded, whichever is later.

Pre-Show Requirements: The Contractor, or a Contractor’s representative, will attend a pre-show briefing each day of the Nellis Open House, including rehearsal day on 15 November 2019. The Contractor’s failure to attend the pre-show briefing will result in cancellation of that day’s performances and the Contractor’s fee will be adjusted accordingly.

Section 2: Government Furnished Property/Services:

Lodging. The Contractor will not include a fee for lodging. The Organizer will provide non-smoking, double-occupancy rooms located at the Nellis AFB Lodging, from 14-18 November 2019. The

Contractor will submit the number of rooms required in their official bid for calculation into the overall cost of the act. Contractor, and all individuals/Sub-Contractors assisting the Contractor in the execution of this SOW and/or accompanying the Contractor under terms of this SOW, will be responsible for paying for all sundry items consumed. A credit card for each room provided will be required upon check-in to cover any sundry item costs.

Internet. The Organizer will provide the contractor hard-line, high-speed internet connections on site for the uploading and broadcasting of media.

Transportation. The Contractor shall be responsible for their own rental car needs in performance of this contract. The cost associated with the contractor’s rental needs shall be included in the total contract value. While the Organizer has established group reservation codes with local rental car companies for convenience in allowing the vehicles to be pre-positioned on Nellis AFB, the Contractor is not required to utilize this offering. If utilized, it is the still the Contractor’s responsibility to coordinate their own reservation/agreements/arrangements/contracts with the rental car company under the Organizer’s group reservation code. These codes can be provided upon request.

Section 3: Additional Information:

Logistics:

(1) Fuel. The contractor will be responsible for fuel for any rental vehicles used.

(2) Base Access. Contractor personnel must have, or be able to acquire, access to Nellis AFB.

(3) Hangar Space. The Organizer will provide hangar space as available, on a non-interference basis, free of charge. Space is limited and should not be expected. Equipment security on the parking ramp will be provided during all hours day and night for the duration of the event. Crowd control will be provided by the Organizer such that Contractor’s equipment will not be overburdened by spectators at all times while at the show site.

Report of Damage, Destruction, Injury, or Death:

(1) The Contractor shall report all incidents of damage or destruction to property, or personal injury or death to any person, arising out of and during the performance of this contract. For the purposes of this paragraph, the term “property” includes equipment, freight, or property of any type, whether Government-owned or not, and the term “Contractor” includes the Contractor, its agents, or employees. If incident occurs on base, the 99th Security Forces Squadron (SFS) Law Enforcement Desk at 652-2311 shall be notified within 5 minutes of the occurrence.

(2) The Contractor shall submit the following reports to the Contracting Officer and the

Government Representative appointed after the incident:

- A preliminary written report, to include witness statements, as soon as practicable.

- A complete written report within 96 hours of the incident.

Contractor’s Liability Insurance: The Contractor will maintain personal liability insurance for any occurrence of bodily injury or property damage. To provide evidence of the above coverage, proof of insurance will be provided under this agreement before arrival at Nellis AFB.
