Statement of Work (SOW) for 2019 Aviation Nation Air Show Social Media, Live Streaming & Airshow Broadcasting for Nellis AFB Open House

Section 1: Description of Service:

General Requirements: The purpose of this contract is to have a contractor with the sources, equipment and expertise to provide Aviation Nation Air Show pre, during and post Air Show advertising, content (video) utilizing social media sources, live streaming of the Air Show as it is happening; videoing/taping of interviews and air show content that will be sent out over the various social network sources. Contractor shall provide a significant social media presence, must provide at least 2 advertisements per week, for at least three (3) months prior to the Open House, and provide all personnel, equipment/supplies, media presence, materials, supervision, and other items and services, to support the 2019 Nellis Air Force Base Air Show (Organizer).

1.1.1 Contractor Requirements: The contractor shall ensure all personnel meet all requirements for publishing and advertising on line as detailed in Federal Regulations and within the limitations prescribed by the Nellis AFB Open House OPORD. The contractor will also need to be able to provide multiple channel distribution for the live event. Provide a complete global live streaming of the entire Air Show for Saturday (16 Nov) and Sunday (17 Nov).

1.1.2 Content: All social media, live streaming and any broadcasting will be owned by the United States Air Force, Nellis AFB. Content quality control/establishment of business rules will be set by the government at the pre Air Show meeting after the award of the contract.

Social Media Requirements: The contractor shall provide social media support and advertising of the event and performers at least three (3) months prior and through the event. The contractor shall also provide live broadcasting across multiple social media accounts on the airfield during the Air Show 15-17 Nov 2019. At least three (3) months prior to the airshow, the contractor shall be available to attend the Air Show meeting and other promotion events in the Las Vegas area, for broadcasting purposes and air show promotion at contractor’s expense. The contractor must be able to provide sufficient number of broadcast reporters and social media reporters at the air show to accomplish the requirements under this contract. The contractor must also produce a Spanish version of broadcasts/live streaming audio at the same time. All social media videos & advertisements will be provided to Nellis AFB PA NLT Monday 18 Nov 1200 and all rights will be given for future use.

Media Requirements: The contractor shall provide their own cameras & sound equipment for the Air Show to conduct interviews leading up to the event. Based on Air Force policy, the contractor shall not solicit donations as additional compensation from the public on an Air Force installation. Air Force air shows are free to the public and charge no admission. The Contractor may not display or present any signage. The contractor shall interview performers chosen for our event and post interviews on-line to highlight the 2019 Nellis Open House.

Live Streaming: The contractor will live stream the entire show over the internet sources. With the exception of the internet connection, the contractor will be responsible for providing personnel and all necessary equipment to live stream the air show and to monitor the “hits/comments” posted. The organizer will provide an internet connection to facilitate the live streaming. The contractor will provide the organizer with “likes/hits” data NLT 18 Nov 2019 1200. This is in addition to the contractor utilizing their social media sources for pre, during and post advertising and postings.

Period of Performance: Contractor shall arrive at Nellis Air Force Base not later than 1800 PST on 13 November 2019. Contractor shall not depart Nellis Air Force Base prior to 1730 PST on 17 November 2019, and if staying until Monday will plan on departing NLT 1000 PST on 18 November 2019. Due to the nature of social media, the contractor shall provide support for the air show no later than three months prior to the event or whenever contract is awarded, whichever is later.

Pre-Show Requirements: The Contractor, or a Contractor’s representative, shall attend a pre-show briefing each day of the Nellis Open House, including rehearsal day on 15 November 2019. The Contractor’s failure to attend the pre-show briefing will result in cancellation of that day’s social media/broadcast and live streaming by the contractor and the contract price will be adjusted accordingly.

Section 2: Government Furnished Property/Services:

Lodging. The Contractor will not include a fee for lodging. The Organizer will provide non-smoking, double-occupancy rooms located at the Nellis AFB Lodging, from 13-18 November 2019. The contractor will submit the number of rooms required in their official bid for calculation into the overall cost of the act. Contractor, and all individuals/sub-contractors assisting the contractor in the execution of this SOW and/or accompanying the contractor under terms of this SOW, will be responsible for paying for all sundry items consumed. A credit card for each room provided will be required upon check-in to cover any sundry item costs.

Internet. The Organizer will provide the contractor hard-line, high-speed internet connections on site for the uploading, streaming and broadcasting.

Transportation. While the Organizer has established group reservation codes with local rental car companies for convenience in allowing the vehicles to be pre-positioned on Nellis AFB, the contractor is not required to utilize this offering. If utilized, it is the still the contractor’s responsibility to coordinate their own reservation/agreements/arrangements/contracts with the rental car company under the Organizer’s group reservation code. These codes can be provided upon request. The cost of the rental car will be added to the performance fee by the organizer once informed the contractor is utilizing one of the sources.

Section 3: Additional Information:

Logistics:

(1) Fuel. The contractor will be responsible for fuel for any rental vehicles used.

(2) Base Access. Contractor personnel must have, or be able to acquire, access to Nellis AFB in accordance with AFFARS 5352.242-9000 - Contractor Access to Air Force Installations.

(3) Hangar Space. The Organizer will provide hangar space as available, on a non-interference basis, free of charge. Space is limited and should not be expected. Equipment security on the parking ramp will be provided during all hours day and night for the duration of the event. The Organizer will provide crowd control such that spectators will not overburden contractor’s equipment at all times while at the show site.

Report of Damage, Destruction, Injury, or Death:

(1) The Contractor shall report all incidents of damage or destruction to property, or personal injury or death to any person, arising out of and during the performance of this contract. For the purposes of this paragraph, the term “property” includes equipment, freight, or property of any type, whether Government-owned or not, and the term “Contractor” includes the Contractor, its agents, or employees. If incident occurs on base, the 99th Security Forces Squadron (SFS) Law Enforcement Desk at 652-2311 shall be notified within 5 minutes of the occurrence.

(2) The Contractor shall submit the following reports to the Contracting Officer and the Government Representative appointed after the incident:

· A preliminary written report, to include witness statements, as soon as practicable.

· A complete written report within 96 hours of the incident.

Contractor’s Liability Insurance: The Contractor will maintain personal liability insurance for any occurrence of bodily injury or property damage. To provide evidence of the above coverage, proof of insurance will be provided under this agreement along with the bid proposal.
