Questions & Answers

Question 1: Section 2.7 states that the Contractor shall hydrostatically test extinguishers as specified in the manufacture’s recommendations at no extra cost to the government. The contractor shall attach a sticker/plate identifying permanent information on all extinguishers that pass the test. Extinguishers that fail the hydrostatic test. Extinguishers that fail the test shall be returned to the government. This is a very broad scope of work that can entail a large amount of time and expense that cannot be estimated without knowing the last hydro date of each cylinder. If the contracting officer can provide the last test reports that show the hydro date of each cylinder this can be added to the proposal. Since hydro testing of the cylinders is not a function of an inspection, can any hydro testing be added to the repair cost?

This way the government is only paying for hydro testing on the actual cylinders that need it and all the contractors will be bidding only on a standard inspection without having to throw a large amount of money at the service contract for potential hydro tests.

Question 2: Section 9.4 states that replacement for wet and halon suppressant shall be furnished and installed by the contractor at no additional cost to the government. This is another large ticket item that is not part of a standard inspection. This is another item that should be included as a minor or major repair and not part of the inspection. Again if this is removed from be included in the contract all the contractors will be able to bid apples to apples. Why are there empty and leaking halon cylinders in the Hush Houses? Are we to assume that the statements made in 9.4 are to be ignored and do not apply?

Shouldn’t such items as empty or leaking cylinders whether wet or halon be a discrepancy that is written up on the inspection report and bid as a repair just like any other discrepancy found during an inspection?

Question 3: Has Building 71, located at Creech, been added to the contract?

Question 4: What are the size and number of kitchen hood tanks listed for Creech AFB in appendix?

During the site 1/01/2017 visit at Nellis, it was discussed that an equipment list would be available for the Creech AFB sites. Creech AFB Sites includes buildings 71, 85, 1150 and 1210.

Question 5: What is the ansul bottle sizes and quantities for this contract opportunity.
