PERFORMANCE WORK STATEMENT

FOR

WATER, WET CHEMICAL & HALON FIRE SUPPRESSION SYSTEMS

UPDATED 18 JANUARY 2017.

1. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, labor, equipment, supplies, tools, materials, supervision, and all other items and services necessary to perform inspection, maintenance, and repair of the fire suppression systems located at Creech and Nellis AFB’s as listed in Appendix A. All work shall be in compliance with all NFPA codes and standards, as well as any other applicable Federal, State, or local laws and codes.

2. SPECIFIC REQUIREMENTS: The work shall be performed in accordance with this PWS and shall be subject to the terms and conditions of the contract. The contractor shall maintain the fire suppressions systems identified in

Appendix A in a manner which ensures their serviceability and purpose.

2.1. Inspection and Testing: The contractor shall inspect and test fire suppression systems semi-annually (twice a year) beginning with an initial assessment. Any discrepancies or damage found, and any repair required shall be reported to the COR. Any repairs shall be in accordance with paragraph 2.2.1 and 2.2.2 below.

2.1.1. Wet Chemical Systems: Inspections shall be performed twice a year during the months of April and October.

All inspections shall be in accordance with the most current NFPA 17A guidelines.

2.1.2. Halon Systems: Inspections shall be performed twice a year during the months of April and October. All inspections shall be in accordance with the most current NFPA 12A guidelines.

2.2. Repairs:

2.2.1. Minor Repairs: Defined as non-routine scheduled & unscheduled repairs and cost no more than $3,000 to make repairs. Minor repairs shall be paid for utilizing the Government-Wide Purchase Card (GPC). Contractor shall accept GPC as a form of payment. When minor repairs are required and or identified during the inspection, the contractor shall prepare and submit a detailed cost estimate to the Contracting Officer Representative (COR) that includes labor, trip charges (if applicable), and material costs required to complete the repair. The contractor shall only commence with repair work after receiving authorization from the COR. All repair work shall be in accordance with the most current NFPA 12A and 17A and standard commercial practices using parts specified by the manufacturer or items of equal or higher quality.

2.2.2. Major Repairs: Defined as non-routine scheduled & unscheduled repairs and cost more than $3,000 to make repairs. Major repairs will be invoiced using a separate line item on the contract through the Wide Area Workflow

System (WAWF). When major repairs are required and or identified during the inspections, the contractor shall prepare and submit a detailed cost estimate to the COR that includes labor, trip charges (if applicable), and material costs required to complete the repair. The contractor shall commence repair work after receiving authorization from the

Contracting Officer (CO). All repair work shall be in accordance with the most current NFPA 12A and 17A and standard commercial practices using parts specified by the manufacturer or items of equal or higher quality.

2.3. Service Calls:

2.3.1. The contractor shall coordinate with the COR on the arrival and departure of repair personnel on Nellis and

Creech AFBs. Coordination is required so the facility users are notified prior to any fire suppression maintenance being performed.

2.4. Repair Service Calls:

2.4.1. A repair service call is an unscheduled minor or major repair. A call of this type would suggest that there has been a fire suppression systems fault or the possibility of a failure if the issue is not corrected. Additionally, this type of call does not pose a threat to the safety of personnel, property, equipment, or mission accomplishment.

2.4.2. The contractor shall respond to repair service call notifications by phone from the COR and be available on site during normal business hours no later than the following business day. A repair service call may require, but is not limited to troubleshooting, testing, repair or replacement of parts, and all other work necessary to restore the fire suppression systems to a safe and operable condition. Upon arrival, the contractor shall diagnose the condition and perform required repairs in accordance with this PWS.

2.5. Emergency Repair Service Calls:

2.5.1. Emergency repair services shall be provided 24 hours a day, seven days a week.

2.5.2. An emergency repair service call is an unscheduled minor or major repair. A call of this type would suggest that there has been a fire suppression system failure that presents a serious threat to the safety of personnel, property, equipment, or mission accomplishment.

2.5.3. The contractor shall respond to emergency repair service call notifications by phone from the COR and be available on site within four (4) hours during normal business hours and within six (6) hours at times other than normal business hours. An emergency repair service call may require, but is not limited to troubleshooting, testing, repair or replacement of parts, and all other work necessary to restore the fire suppression systems to a safe and operable condition. Upon arrival, the contractor shall diagnose the condition and perform required repairs in accordance with this

PWS.

2.6. Payment for service calls shall be made in accordance with this PWS. The payment will not be approved until report is received. See paragraph 2.11.

2.7. Hydrostatic Testing: As part of the semi-annual inspection the contractor shall be required to determine if hydrostatic testing is required. If hydrostatic testing is required, prior to the next semi annual inspection, the contractor shall inform the COR and submit a detailed cost estimate for approval. The contractor shall label respective system components as either pass or fail.

2.8. Service Tags: Upon completion of all work, the contractor, shall attach a tag indicating the name of the company, name and certificate number of technician performing service, date work was completed, month and year when next service shall be performed, and frequency of service for the system (i.e., semi-annual). The contractor shall attach the tags so that it is readily visible and easily readable.

2.9. Warranty: The contractor shall offer the government a minimum of a 90-day warranty period for all work accomplished under this contract.

2.10. Schedule: The contractor shall submit an inspection schedule, to the COR, within 10 days of contract award, for approval. The schedule will list facility numbers, description of installed equipment, date, and time. The schedule may be altered due to security or mission requirements. Changes to the schedule may be requested by either party at least twenty-four (24) hours in advance, except work scheduled in restricted areas. Restricted area work schedules changes require forty-eight (48) hour notice.

2.11. Reports: The contractor shall prepare and submit a report within five (5) business days after completion of each semiannual inspection. The report shall be submitted via e-mail and shall include identification of each fire suppression system, location within the facility, current condition, discrepancies, and the repairs needed with written quote.

Additionally, the report shall include the date of inspection, facility number, inspector, and other necessary relevant information. All records, documents and associated papers provided to the government or generated during the period of this contract become government property and will be turned into the government upon contract termination or completion. During the contract period, all records, documents and associated papers will be available for government review.

3. SERVICES SUMMARY:

Zero defect: Entire fire suppression systems must be inspected and tested.

Repair Service Call: The contractor shall respond to unscheduled minor or major repair service call in accordance with the PWS.

Para 2.4. to 2.4.2.

1 defect per month: Respond no later than the following business day.

Emergency Repair Service Call: The contractor shall respond to unscheduled minor or major emergency repair service call in accordance with the PWS.

Para 2.5. to 2.5.3.

Zero defects: Respond to emergency repair within four (4) hours during normal business hours and within six (6) hours at times other than normal business hours.

Reports: The contractor shall prepare and submit a report in accordance with the PWS.

Para 2.11.

1 defect per report: Report provided no later than five (5) business days after each semi-annual inspection.

4. QUALITY CONTROL PLAN: The contractor shall develop and maintain a quality control program to ensure maintenance services are performed in accordance with commonly accepted commercial practices and services identified in this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure nonperformance of defective services do not occur. A written Quality Control Plan shall be submitted to the CO within five (5) business days after contract award for review and acceptance.

5. QUALITY ASSURANCE: The government shall evaluate the contractor’s performance through the COR to ensure services are received as specified. Additionally fire inspectors will routinely perform additional quality control checks during their scheduled and unscheduled building inspections.

6. SECURITY REQUIREMENTS:

6.1. The contractor shall request a base passes for employees, through the base contracting office, at the time of contract award. The contractor shall comply with base access REAL ID Act requirements IAW Public Law 109-13, 49 U.S.C., section 30301 and the Code of Federal Regulations (CFR) Title 6, Part 37. Contractor employees will be required to obtain and display identification badges at all times. Furthermore, anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to Air Force Bases are subject to change without prior notice.

6.2. Restricted Area Entry: Some systems are located in restricted areas and require advanced notice for access. Delays may be encountered in gaining access and leaving these areas even with prior coordination. Contractor personnel and vehicles may be under armed escort in restricted areas and are subjected to being searched at all times, before and after entry.

7. SPECIAL QUALIFICATIONS:

7.1. The contractor shall provide the name and telephone number of the contractor's on-site contract manager and alternate responsible for all requirements in the PWS for normal and after duty hours. The contract manager and alternate(s) must be able to read, write, speak and understand English.

7.2. The contractor shall ensure employees have a current Nevada State Fire Marshall license and certificate of registration for fire suppression systems work available for review when work is being performed. Technician(s) must also be able to read, write, speak, and understand English.

8. GOVERNMENT- FURNISHED SERVICES/MATERIALS:

8.1. Facilities: None

8.2. Utilities: The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The Contractor shall not change or modify any utility system or component; or connect any contractor property, equipment, or system without prior CO review and approval.

8.3. Materials: None

8.4. Security, Fire, and Medical Services: The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available, on a cost reimbursement basis.

8.5. Telephone: None

8.6. Solid Waste Collection and Disposal: None

9. CONTRACTOR-FURNISHED MATERIALS/REPLACEMENT PARTS:

9.1. Fusible Links – Current year fusible links shall be furnished and installed by the contractor at no additional cost to the government.

9.2. O-Rings – Replacement for worn out O-rings shall be furnished and installed by the contractor at no additional cost to the government.

9.3. Nozzle Caps and Cables – Replacement for worn, deteriorated or missing nozzle caps and attachment cables shall be furnished and installed by the contractor at no additional cost to the government.

9.4. Replacement Chemical – The contractor shall ensure that all system chemicals are maintained at levels for normal operating efficiency and readiness. The contractor will not be responsible for providing the system chemicals If low system levels are the result of damage, or purposeful or accidental discharge, not caused by the the contractor.

10. CONTRACTOR RESPONSIBILITIES:

10.1. The contractor shall provide the COR, facility manager, and the Fire Department a minimum one (1) hour notice to isolate the fire alarm prior to working on the fire suppression system. All pertinent contact information will be provided to the contractor after award.

10.2. Damage: The contractor assumes full responsibility for any and all government property damaged in whole or in part from negligent acts or omissions by the contractor, subcontractor or any employee, agent or representative of the contractor. The contractor shall repair or reimburse the government for any and all damage of whatever kind to any and all government property associated with the performance of this service. For example, if the contractor, during a work performance causes a system to discharge, he/she shall perform all tasks necessary to repair all damages associated with the discharge at no cost to the government.

11. GENERAL INFORMATION:

11.1. HOURS OF OPERATIONS: Perform inspection, maintenance, and repairs services during normal business hours which are7:00AM - 4:00PM, Monday through Friday, excluding federal holidays, unless otherwise required in the contract or approved by the CO.

11.2. RECOGNIZED HOLIDAYS: The contractor is not required to provide service on federal holidays, except in emergency situations; the holidays are:

New Year's Day - l January

Martin Luther King Day - 3rd Monday in January

Presidents Day - 3rd Monday in February

Memorial Day - last Monday in May

Independence Day - 4 July

Labor Day - 1st Monday in September

Columbus Day - 2nd Monday in October

Veteran's Day - 11 November

Thanksgiving Day - 4th Thursday in November

Christmas Day - 25 December

If these holidays fall on Saturday, the proceeding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.

11.3. IDENTIFICATION OF CONTRACT EMPLOYEES: Contract personnel shall present a neat and professional appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract.

This shall be accomplished through the wearing of distinctive clothing, overcoats, or hats bearing the company name or logo. The coloring or design of the items selected should be such that it identifies personnel easily and quickly for reasons of safety and personal protection.

11.4 MANPOWER REPORTING REQUIREMENTS: The contractor shall report ALL contractor labor hours

(including subcontractor labor hours) required for performance of services provided under this contract for the

Department of the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year

(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil/.
