PRE-PROPOSAL QUESTIONS (7-12)

Question 7:

In the pricing schedule tables of the solicitation, AFTTPs are broken up into Start-Up AEM/MPM/SUM/BEM and Follow-On AEM/MPM/SUM/BEM. There are no summary documents or MPM equivalents in the PWS for AFTTP manual production. Aren’t AFTTPs categorized as AFTTP 3-1 or AFTTP 3-3 and shouldn't the line in the pricing schedule tables reflect start-up and follow-on AFTTP 3-1s (classified) and AFTTP 3-3s (unclassified)?

Answer:

Here are the deliverables from the PWS. AFTTP: There are four AFTTP 3-1 volume (CDs) and four AFTTP 3-3 volume (CDs) for every given tasking. There are also conference support requirements given that that is needed. So you have a total of 8 deliverables for AFTTP + whatever conference support hours are required. There is NO AEM/MPM/BEM or SUM for AFTTP. That only applies to FMS. There is also NO startup AFTTP and no Follow-on AFTTP, that is also FMS only.

Now for FMS: Here are the breakdowns: A Startup FMS series consists of an AEM/MPM/BEM and a SUM. A Follow-on FMS series consists of the following: AEM/MPM/BEM. There is no requirement for the SUM document. Now the imperfect world: We have requirements where a BEM is not required because it doesn't apply. So in this case you would require delivery for a Startup set as follows: AEM/MPM and SUM document. For a Follow-on series, you would require: AEM/MPM Only, again NO SUM document. There are also cases where we only have one requirement and that is a BEM only. So, the pricing structure should reflect all four deliverables as separate deliverables and that is case dependent.

The total deliverables are usually 11 CD's (10 ea for the FMS customer and 1 ea for the 561st) for each: AEM/MPM/BEM, and one hardcopy of each AEM/MPM/BEM, and one electronic copy of the Draft SUM document.

Question 8:

In the pricing schedule tables of the solicitation, AEM/MPM/SUM are shown in one block. If there are three units required, then does that mean 3 AEMs, 3 MPMs, and 3 Summary documents for a total of 9 volumes for that line?

Answer:

Based on the hypothetical requirement of three units, total number of volumes should be (9) nine.

Question 9:

Under Proposal Preparation Instructions of the Solicitation, VOLUME II – TECHNICAL PROPOSAL does not say how many originals and copies are needed. How many originals and copies are needed for VOLUME II – TECHNICAL PROPOSAL?

Answer:

We would like (1) one original and (6) six copies.

Question 10:

In the PWS, all FMS manual production suspenses are in business days. For AFTTP manual production suspenses are in calendar days. Should they both be in business days?

Answer:

Business days is the correct answer for both FMS and AFTTP. Calendar days should have been removed and replaced with Business days.

Question 11:

In review of the 2011 data provided in the new powerpoint attachments in conjunction with the historical data provided in attachments 10, 11, and 12, it is apparent that the manual totals provided in the slides are counting the AEM/MPM as individual manuals in the manual totals for 2011. Please confirm that the Start-up and Follow-on AEM/MPM although individual products are priced as a single product with three portions (AEM/MPM/SUM) within the exhibits 1-5.

Answer:

Normally they are priced together. There are exceptions - hence the inconsistency.

Question 12:

We would also like to point out that the page/figure/table data in Attachment 10 is inconsistent with the historical data provided in Attachments 11 & 12. Can you please advise which data is accurate? For example, Attachment 10 provides 6 Air-to-Ground Start-up Manuals, while attachment 11-12 shows only 2 Air- to- Ground customer start-ups (Morroco and Singapore for a total of 4 Manuals consisting of 1 AEM/MPM/SUM and 1 BEM for each customer if it is applied to the current exhibit 1-5 pricing requirement. These inconsistencies are apparent throughout the historical attachments (10, 11, 12) in comparison with the power point slides (number of manuals and contract cost). Please advise that the pricing exhibit requirement is correct (AEM/MPM/SUM) as a single product and please advise which data is to be considered an accurate summary of historical information."

Answer:

Historical data provided is a compilation of similar documents. Use Excel spread sheet numbers for reference, as PowerPoint slides are for general presentations only.
