13. SECURITY GUIDANCE: The Security classification guidance need for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any documents/guidelines/extracts reference herein. Add additional pages as needed to provide complete guidance.)
Period of performance: 01 Jul 2012 Contract Expiration Date: 30 June 2017 Option Years: 4 Contract Monitor: LT COL NICHOLAS GUTTMAN, 561JTS/CC Item 8: TOP SECRET SCI SAP/SAR work will be accomplished in building 1114 Nellis AFB, NV 89191when needed.
a. Ref. 10a COMSEC material/information may not be released to DoD contractors without Air Force Cytological Support Center (AFCSC) approval. Contractor must forward requests for COMSEC material/information to the COMSEC officer through the program office. The contractor is governed by the DoD 5220.22-S COMSEC Supplement to the NISPOM in the control and protection of COMSEC material/information. Access to COMSEC material by personnel is restricted to U.S. citizens holding final U.S. Government clearances. Such information is not releasable to personnel holding only reciprocal clearances. Contractor will require access to COMSEC information at the on-base locations listed in item 8a. Contractor will not require their own COMSEC account. Access will be controlled by the sponsoring agency. Contractor will protect COMSEC material IAW directives deemed necessary by the installation COMSEC officer. Contract shall be administered under the guidelines of the National Industrial Security Program Operating Manual (NISPOM), 1 Jan 95. Contractor will require access to COMSEC information, to include STUIII/STE devices, at the performance location.
b. Ref. 10e: (1)(2) Intelligence – Contractor will require access to security directives specified in Attachment 1-3. Regulatory compliance is mandatory unless otherwise specified in writing by USAFWC SSO NELLIS or SSO ACC.
c. Ref. 10f: Special Access Information –The contractor must adhere to the special access requirements/procedures developed by the OPR. SAP performance at the contractor cleared facility is not authorized. Performance will be limited to government approved facilities. See attachment 4 for additional SAP security requirements”.
d. Ref. 10h: Foreign Government Information – “Access requires a final U.S. Government clearance at the appropriate level.”
e. Ref. 10j: For Official Use Only – For Official Use Only (FOUO) information provided under this contract shall be managed and safeguarded IAW DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA)
f. Ref. 10k: The government will provide classified network access to include e-mail and web browser. Contractors will be held accountable for actions they initiate on the network and will conduct business IAW USAF, ACC, and local base instructions and policies. Sponsoring government agency will provide Information Assurance training prior to contractor access to network services. The government will only provide JWICS network access to include email and web access provided the contractor meets ‘all’ SCI eligibility and training requirements and maintains the appropriate SCI access level. Contractors will be held strictly accountable for all actions they initiate on the network and will conduct business IAW USAF, ACC, and local base instructions and policies. JWICS privileges will be terminated if contractor does not maintain a current TS investigation. STE access is required for contract performance. Access will be controlled by the sponsoring agency. Contractor will follow requirements IAW AFI 33-201 V9
g. Ref. 11a: Contract performance is restricted. The highest level of security clearance required for contract performance is SCI-DCID 6/4. Using activity will provide security classification guidance for performance of this contract. The government will oversee the handling and storage of classified information in support of this contract. The government will provide storage capability for all classified material required for this contract. All classified information will be returned to the government upon termination of the contract.

Visitor Group contractors are required to enter into a security agreement with the host base Information Security Program Manager. Provide the information requested by the Notification of Government Security Activity Clause, AFFARS 5352.204-9000, and Visitor Group Security Agreements Clause AFFARS 5352.204-9001, to the Servicing Security Activity (SSA). Visitor Groups will safeguard all collateral classified information IAW DoD 5200.1-R, Information Security Program; AFI 31-401, Information Security Program Management; AFI 31-601 Industrial Security Program and other directives deemed necessary by the SSA. (See item 13)

When contractors are designated as Visitor Groups on Air Force Installations, Industrial Security Reviews for collateral information will be conducted by the host base 99 ABW/IP (SSA) and for SCI classified material by 547IS/INS. HQ ACC/A2S (SSO), Langley AFB, is the cognizant security authority for all SCI classified material released to or developed under the contract. The Defense Security Service contains cognizant authority over the contractor facility. (See item 13)
