SECTION 01010

SUMMARY OF WORK

1. PART 1 - GENERAL

1.1. SUMMARY

1.1.1. Description: Contractor shall furnish all labor, equipment, material, manufactured articles, labor, transportation, supervision, and all else necessary to perform all operations in connection with successfully completing projects as may be ordered by the Contracting Officer under the resulting contract to REPAIR ROOFS VARIOUS FACILITIES IDIQ, as specified, referenced, or attached herein or on the issued task order.

1.1.2. Definitions:

1.1.2.1. Contracting Officer: The Contractor shall be responsible for providing complete and usable facilities upon the completion of work. Henceforth, the term Contracting Officer refers to the Contracting Officer or his/her designated representative, and the term Contractor refers to the general contractor. The general contractor is responsible for all subcontractors, suppliers, and consultants under his employ.

1.1.2.2. Contracting Officer’s Representative: The Base Civil Engineer or his authorized representative is designated as the Contracting Officer's Representative (COR) (Construction Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of the contract.

1.2. LOCATION: The project sites will be located at Nellis AFB, Creech AFB, Tonopah AFB or at other locations within the southern portions of the Nevada Test and Training Range (NTTR) such as Range 63C, and Point Bravo or at locations at Tonopah Test Range or other locations within the northern portions of the NTTR.

1.2.1. Nellis Air Force Base (NAFB) is located approximately nine (9) miles north of downtown Las Vegas on Highway U.S-93 (Las Vegas Blvd). NAFB consists of three main areas: the Main Base, Area II, and Area III. The specific project locations are indicated on drawings accompanying each task order issued against this contract.

1.2.2. Creech AFB is located approximately 55 miles north of Las Vegas, Nevada on Highway U.S-95. The specific project locations are indicated on drawings accompanying each task order issued against this contract.

1.2.3. Tonopah AFB (TTR) is located approximately 255 miles north of Las Vegas, Nevada on Highway U.S.-95. The specific project locations are indicated on drawings accompanying each task order issued against this contract.

1.3. DESCRIPTION OF WORK

1.3.1. SCOPE OF WORK: The scope shall include, but not be limited to the following descriptions.

1.3.1.1. The work covered by these specifications consists of the Contractor furnishing all labor, equipment, appliances, devices and materials, (except Government furnished materials), and performing all operations necessary in connection with providing temporary and permanent roof repairs, in strict accordance with the following specifications, subsequent task orders, drawings, and subject to the terms and conditions of the contract which include removals and miscellaneous work as herein specified. Each job shall be selected by the project engineer and shall vary in size, scope and completion time. All Contractor installed new roof systems shall be designed and installed to safely resist 90 MPH wind loads or less without failure. All Contractor installed new roof systems shall be installed by tradesmen who are fully certified by the roofing system manufacturer. New roof system replacement projects shall meet or exceed the following Solar Reflective Index (SRI) for a minimum of 75% of the roof surface: SRI_>78 for low sloped roofs (< 2:12;

SRI _>29 for high sloped roofs (> 2:12) when practical. Ref: Cool Roof Rating Council; and LEED for New Construction v. 2.2, SS Credit.

All roof work shall be performed in accordance with task order specifications, and the latest version of the following specifications, standards, and manuals:

USAF Air Combat Command Roofing System Standards, the manufacturer specifications, the International Building Code, the National Roofing Contractors Association (NRCA) and Roofing Industry Educational Institute (RIEI) Roofing and Waterproofing Manual for industry design and construction standards, the latest edition of the NRCA Roofing Materials Guide, ACC and Nellis AFB Design Compatibility Guidelines Manual, the Sheet Metal and Air-conditioning Contractor’s National Association (SMACNA) Architectual Sheet Metal Manual, the National Electrical Code (NEC), the National Plumbing Code and all applicable federal, state, and local safety and environmental protection (EPA) regulations.

1.3.1.2. REPAIR SHINGLE ROOFS:

The unit price shall include cementing improperly nailed shingles, removing and replacing existing asphalt shingles and underlayment with new asphalt fiberglass shingles and felt underlayment.

Associated roof items needed to provide a functional roof system will be included in separate line item costs and shall not be part of the shingle roof unit cost.

The sum of the calculated performance periods for each sub-paragraph line item under this paragraph shall not be less than 14 calendar days. The following Army Corps of Engineers (ACOE) and Master Specifications (M/S) apply in whole or in part to the work required in the following subparagraphs.

1.3.1.2.1 Repair Shingle Roof: Work shall include examination and preparation of the existing shingles, underlayment and substrate for conditions that shall affect repair work and watertight performance of the repaired roof system, and repair for the following items in accordance with applicable specifications and NRCA/RIEI Roofing and Waterproofing Manual:

• Damaged, warped or deteriorated roof deck. New plywood sheathing to be installed shall be Exterior rated, pressure treated and match the existing deck in size, number of ply layers and thickness.

Nails used to attach the plywood to the roof framing shall be stainless steel and of an adequate length to penetrate rafters by 1”.

The contractor shall not assume that all roof plywood sheathing must be replaced if not called for in the task order or approved by the Contracting Officer. When a wood substrate requires replacement, a separate Contract Line Item Number (CLIN) shall be used for installation of new plywood sheathing.

• Deteriorated underlayment:

For 4 in 12 roof slope or greater: One new un-perforated asphalt saturated or glass fiber base-ply sheet, UL Class C, 30# felt underlayment, shingled in direction to shed water and nailed in place.

For less than 4 in 12 slope: Two new un-perforated asphalt saturated or glass fiber base-ply sheets, UL Class C, 30# felt

underlayment, shingled in direction to shed water and nailed in place.

• Felt underlayment and shingle courses shall be installed and lapped, using galvanized or stainless steel roofing nails of adequate length to penetrate the roof deck a minimum of 3/4”.

• Improperly nailed shingles more than 1/2” to 3/4” above the top of the cutout portions of the shingle. To repair, apply not less than a one square inch spot of asphalt plastic cement under the center of each tab and pressing the tab down firmly. The Contractor shall exercise care not to bend up shingle tabs farther than necessary to place cement. No attempt shall be made to re-nail shingles in the proper location since the required bending to do so may damage the shingles.

• Shingled roof areas exposed to strong winds. Application of asphalt plastic cement to the shingle tab underside as described above for improperly nailed shingles shall be used.

• Curled, damaged, or deteriorated shingles, and their felt underlayment if in similar condition. Removal and replacement with new underlayment and asphalt shingles that match the existing roof shingles in shape and color shall be used or as specified in the government Statement of Work (SOW) and as approved by the Contracting Officer.

• Replacement shingles shall be standard, laminated, multi-layered Three-Tab-Strip, SBS-Modified Asphalt, ASTM D 3462, Type I, seal down, glass-fiber reinforced, UL 55B and UL79 Class A, wind resistant, mineral-granule surfaced, have a minimum weight of 300 lbs per square, offer a 30 year material warranty and be of a government approved color. Non-seal down shingles or asbestos shingles shall not be used.

• Flood test repaired roof area at the discretion of the government.

Contractor shall coordinate with government to ensure the facility user’s interior furnishings, equipment and material are either removed or protected from water damage prior to roof flood testing.

• If required, the minimum quantity shall be 100 SF of roof area per project phase.

1.3.1.3. REPAIR / REPLACE BUILT-UP ROOF (BUR) WITH APP

MODIFIED BITUMEN ROLL ROOFING:

(1) The unit price shall include removal of existing roofing membrane where applicable. Some roofs have exposed concrete, etc. where removal of an existing membrane will not be required. Membrane removal shall include

demolition of gravel when present, the ply membranes, roof insulation, flashings, scuppers, composition base flashing, and pitch pans that are no longer serviceable. Other incidental work not covered in the other CLINs shall be included in the unit price of the built-up membrane and modified bitumen roofing system.

(2) A separate CLIN shall be used for new insulation; asbestos sampling / testing / removal; metal flashing; composition base flashing; existing, new or raised curbs over 4 ft. long at any roof mounted equipment; new parapet wall sheet metal caps.

Associated roof items needed to provide a functional roof system shall be included in separate line item costs and shall not be part of the roof unit cost.

(3) Open flame work required to torch down the roll roofing shall require a safety briefing and an open flame permit provided by the Base Fire Department and fully charged and an adequate number of inspected fire extinguishers per Fire Department requirements available to Roof IDIQ Contractor personnel at all times at the jobsite. The Roof IDIQ Contractor shall post a rooftop fire guard while performing torch work and up to 2 hours after torch work completion to insure there is no chance of external or internal roof fires.

The sum of the calculated performance periods for each sub-paragraph line item under this paragraph shall not be less than 14 calendar days. The following Army Corps of Engineers (ACOE) and Master Specifications (M/S) apply in whole or in part to the work required in the following subparagraphs.

1.3.1.3.1. Repair BUR with APP Modified Bitumen Roll Roofing: Work shall include careful removal of rooftop equipment to be saved for later reinstallation and demolition of gravel when applicable, removing or scraping the existing deteriorated or damaged roof cap sheet, inspecting

and preparing the existing roof surface, then installing the following items in accordance with applicable specifications and NRCA/RIEI Roofing and Waterproofing Manual:

• A new flood coat of hot asphalt, a new base sheet and new APP modified bitumen roll roofing membrane applied to the roof area to be repaired as called for in the government Statement of Work (SOW) or as directed by the Contracting Officer. The new APP roll roofing shall be lapped and torched down to the base sheet according to specifications to ensure a watertight surface. The APP modified bitumen roll roofing shall be poly reinforced, 180 mils, with a weather side mineral granular surface and in a government-approved color.

• Re-installation, re-wiring and testing of roof top equipment removed earlier in accordance with the latest NEC codes. All electrical work to remove and reinstall roof top equipment shall be performed by a trained and Nevada licensed electrician. A separate CLIN shall be used when equipment re-installation is required.

• Flood test repaired roof area at the discretion of the government. .

Contractor shall coordinate with government to ensure the facility user’s interior furnishings, equipment and material are either removed or protected from water damage prior to roof flood testing.

• If required, the minimum quantity of APP modified bitumen roll roofing and base sheet shall be 100 SF each per project phase.

1.3.1.3.2. Replace BUR with APP Modified Bitumen Roll Roofing System:

Work shall include careful removal of rooftop equipment to be saved for later reinstallation, complete tear-off (demolition) of deteriorated flashing and existing roof membrane system including gravel and BUR membranes, wood fiber board, and insulation down to the roof deck when applicable, and installing the following items in accordance with applicable specifications and NRCA/RIEI Roofing and Waterproofing Manual:

• New fluted steel decking when required. The new decking shall be United Steel Deck or government approved equal, to match the type, profile and strength of the existing or damaged decking and installed by welding or with stainless steel mechanical fasters of an adequate length and strength to withstand roof design loads. The contractor shall not assume that all existing steel deck must be replaced if not called for in the task order or approved by the Contracting Officer.

A separate CLIN shall apply for new steel deck when used.

• New plywood deck when required. The plywood deck shall match the existing plywood deck in quality, size and number of plies and be pressure treated. Oriented Strand Board (OSB) shall not be used.

A separate CLIN shall apply for plywood deck board when used.

• When required in the government task order, one or more layers of new rigid board insulation to achieve an R-30 value when practical, using applicable steel mechanical fasteners and plastic disks to secure the material to the wood, steel or concrete deck below. Note: When the existing roof is dead flat, tapered insulation that provides for a minimum of one-quarter inch to the foot shall be used, thereby resulting in a low slope roof. A separate CLIN shall apply for rigid board insulation or tapered insulation when new insulation is required.

• When required by the government task order, Firestone Wood Fiber Recovery Board or government approved equal, minimum thickness 1/2 inch, when required by the manufacturer to achieve an FM Class A roof membrane system fire rating. The fiber board shall be secured to the steel or wood deck below with corrosion resistant mechanical fasteners and disks or attached per roof membrane manufacturer specifications and approved by the Contracting Officer. A separate CLIN shall apply when wood fiber recovery board is required.

• New 30 lb asphalt felt base sheet.

• A new flood coat of hot asphalt, a new base sheet mopped down and adhered to the flood coat and new APP modified bitumen roll roofing cap sheet applied to the roof area to be repaired as called for in the government task order or as directed by the Contracting Officer. The new APP roll roofing cap sheet shall be lapped and torched down to the base sheet to ensure a watertight surface. The APP modified bitumen roll roofing shall be poly reinforced, 180 mils, with a weather-side mineral granular surface on the cap sheet and in a government-approved color.

• Flash cant strips and roof penetration curbing with APP membrane.

The roof APP membrane shall be continuous, carried completely up the face of curbing and a minimum of one foot up the face of the parapet walls or as directed by the Contracting Officer.

• Re-installation, re-wiring and testing of roof top equipment removed earlier in accordance with the latest NEC codes. All electrical work to remove and reinstall roof top equipment shall be performed by a trained and Nevada licensed electrician. A separate CLIN shall be used when equipment re-installation is required.

• Flood test repaired roof area at the discretion of the government. .

Contractor shall coordinate with government to ensure the facility user’s interior furnishings, equipment and material are either removed or protected from water damage prior to roof flood testing.

• If required, the minimum quantity of APP modified bitumen roll roofing, base sheet, and ply membranes shall be 100 SF each per

1.3.1.4. REPLACE SHINGLED ROOF WITH APP MODIFIED BITUMEN

ROLL ROOFING:

(1) The unit price shall include demolition of existing roof shingles and substrate materials down to the roof deck. Associated roof items and incidental work not covered by other CLINs but needed to provide a functional roof system shall be included in the unit price of the new APP membrane roofing system.

(2) A separate CLIN shall be used for new plywood sheathing, insulation, removal / reinstallation of rooftop equipment when applicable.

1.3.1.4.1. Replace Shingles with APP Modified Bitumen Roll Roofing:

Work shall include careful removal of rooftop equipment to be saved for later reinstallation, demolition of flashings, existing shingles, and abandoned roof top equipment when applicable, as called for in the task order, then inspection and preparation of roof sheathing, installation of the following items in accordance with applicable specifications and NRCA/RIEI Roofing and Waterproofing Manual:

number of ply layers and thickness. Nails used to attach the plywood to the roof framing shall be stainless steel and of an adequate length to penetrate rafters by 1”. The contractor shall not assume that all roof plywood sheathing must be replaced if not called for in the task order or approved by the Contracting Officer. A separate CLIN shall be used for plywood when used.

• Two or more layers of new rigid board insulation when called for in the government SOW to achieve an R-30 value when practical, using applicable stainless steel mechanical fasteners and plastic disks of adequate strength, length and number to secure the material to the wood sheathing below. Insulation courses shall be staggered and fasteners spaced. Mechanical fasteners shall penetrate the roof deck a minimum of 3/4”. A separate CLIN shall be used for rigid board insulation when used.

• New 3/8” or 1/2” thick, Exterior rated plywood insulation covering when called for in the government SOW. Plywood panels shall be staggered and their seams sealed with an elastomeric tape of adequate width to provide a watertight cover. Stainless steel fasteners of adequate strength and number to secure the plywood cover to the roof and sufficient length to pass completely through the plywood cover and insulation and penetrate into the roof deck a minimum of 3/4”.

A separate CLIN shall be used when a plywood covering is required.

• For 4 in 12 roof slope or greater: One new 30# un-perforated glass fiber base-ply sheets, shingled in direction to shed water and nailed in place.

• For less than 4 in 12 roof slope: Two new 30# un-perforated glass fiber base-ply sheets, shingled in direction to shed water and nailed in place.

• An APP modified bitumen roll roofing membrane applied to the roof area as called for in the government task order. Roll roof courses shall be shingled in the direction to shed water and blind nailed along the upper bare edge of each course laid. A starter course shall overhang the eave and rake edges by 3/8”. The starter course shall be secured to the roof surface along the drip edge and rake with an APP compatible roofing cement as specified by the manufacturer. The upper edge of starter course and successive courses shall be blind nailed to the roof deck. The lower edge of each new course laid shall be lapped over the nails that secure the prior course by cementing or torch down. Either torch down or cold application asphalt adhesive shall be used for cementing wide selvage roofing. Laps shall not exceed 4 inches.

Cemented laps may be used on roof slopes of 3” or more per foot. The APP modified bitumen roll roofing shall be wide selvage, poly reinforced, 180 mils, with a mineral granule surface on the weather-

1.3.1.5.1. Replace corroded/damaged Corrugated Metal Panels on roofs up to 6:12 slope: Work shall comply with Specification 07413 Metal Roofing and roofing manufacturer requirements to include demolition of existing damaged or corroded roof panels, examination and preparation of substrate, provision for and installation of new substrate board, insulation, felt (or polyethylene sheet or self-adhering) underlayment, corrugated metal roof panels, required fasteners, sealant and joint sealant tape. New panels shall be full length from eave to ridge unless restricted by shipping limitations, and match profile and dimension of panel to be replaced, installed perpendicular to purlins and anchored securely in place, with provisions for thermal and structural movement. New panels shall be lapped along sides of adjacent panels one full rib corrugation to allow moisture to run over and off the material, and mechanically attached to supports using exposed fasteners in side laps, evenly spaced and uniform vertical and horizontally. Fasteners and accessories required for weather tight installation shall comply with Specification 07413. To avoid electrolysis corrosion, panels of dissimilar metal shall not be used. Field cutting of metal panels by torch shall not be permitted.

The rigid board insulation shall achieve an R-30 roof insulation value when combined with substrate and the other roofing materials. The insulation shall be secured to the steel or wood deck below with a sufficient number of corrosion resistant mechanical fasteners and disks or attached per roof membrane manufacturer specifications and approved by the Contracting Officer. A separate CLIN shall be used when polyisocyanurate rigid board insulation is required.

• When required by the government task order, one or more layers of FM/UL approved tapered Firestone Polyisocyanurate Rigid Board Insulation (ISO 95+GL) or government approved equal, with facings compatible with steel decks, single-ply membranes and modified bitumen systems. A separate CLIN shall be used when wood fiber recovery board is required.

• When required by the government task order, a 3/8 inch plywood panel installed along the face of CMU parapet walls to allow for a non-porous surface to glue and anchor for a new EPDM membrane

• Firestone Ethylene Propylene Diene Monomer Membrane (EPDM), 60 mils minimum thickness, fiber reinforced, that conforms to ASTM D -751, D-412, D-1204 and FTM 2031 Method 101C, either self-adhering or adhesive applied. The membrane shall be lapped and bonded to the substrate with primers, adhesives and mastics applied in accordance with the membrane manufacturer’s instructions. Side laps and splices shall be cleaned, overlapped by 6 inches and shingled with slope of roof deck to shed water. Both faces of a lap shall be

cemented or heat welded together per manufacturer specifications to form a watertight seam installation, followed by a lap sealant along exposed edges of membrane terminations and metal termination bars.

The new membrane and new substrate materials when used, including insulation and wood fiber recovery board, shall be capable of withstanding 90 MPH wind uplift pressures, provide a watertight seal and resist thermal induced movement and exposure to weather without failure.

• Due to static electricity, gas vapors and potential fire hazard when working with highly flammable adhesives, the Roof IDIQ Contractor shall provide an adequate number of fully charged fire extinguishers per Fire Department requirements at the jobsite when work is underway.

• Flash cant strips and roof penetration curbing with EPDM membrane.

The roof EPDM membrane shall be continuous, carried completely up the face of curbing and a minimum of one foot up the face of the parapet walls or as directed by the Contracting Officer.

• New curbing and ductwork required to support the rooftop equipment shall be covered under separate CLINS.

• Metal termination bars and flashing shall be installed where EPDM membranes terminate along parapet walls. A continuous bead of elastomeric caulking shall be applied along the upper edge of the flashing where joined to the wall, at corners and at flashing lap joints.

Where metal flashing is required, 26 gauge malleable stainless steel sheet metal shall be used. Aluminum or galvanized steel sheet metal shall not be used for flashings.

• Septic vent returns, utility risers and similar pipe penetrations in the EPDM roof membrane shall be flashed with a flexible ribbed EPDM rubber boot approved by the roof system manufacturer and the government. The rubber boots shall be installed according to the roof system manufacturer instructions and cemented to the EPDM roof membrane with a compatible elastomeric bonding adhesive to form a watertight seal. A separate CLIN shall be used when EPDM rubber boots are required.

• Re-installation, re-wiring and testing of roof top equipment removed earlier in accordance with the latest NEC codes. All electrical work to remove and reinstall roof top equipment shall be performed by a trained and Nevada licensed electrician. The membrane shall be lapped and bonded in accordance with the membrane manufacturer’s instructions and NRCA manual. Side laps and splices shall be cleaned, overlapped by 6 inches and shingled with slope of roof deck to shed water. Both faces of a lap shall be cemented or heat welded together per manufacturer specifications to form a watertight seam installation, followed by a lap sealant along exposed edges of membrane terminations and metal termination bars. EPDM membrane shall be reinforced with a second membrane patch at individual mechanical fastener locations to prevent tear out or wear. Once installed, mechanical fasteners shall be completely covered with a fully adhered rolled down EPDM patch.
