1) Exhibit 01 – 05 (CLIN): Do allow replacement of Exhibit 01 – 05 by spreadsheet file format as long replacement file includes all of information contained in original solicitation exhibits.
Government Reply: The file format may be changed as long as all the information and structure remain the same.
2) Remove Asbestos Mastic (CLIN DE): Measuring actual removal area of asbestos contained mastics is not a feasible method if not possible. How are you going to calculate the actual square footage each of asbestos contained location? Or are you going to allot certain amount of area per location (ex: 2 sq ft per location)?
Government Reply: When KTR asbestos test submittals indicate mastic contains asbestos fibers, the government will estimate the mastic area based on field measurements and on a square foot basis. For those mastic areas too difficult to quantify, the area shall be based on a standard two (2) square foot area for those roof penetrations or mastic areas as determined hazardous and identified as such on the asbestos test report & drawings.
3) Summary of Work Specification 01010-6: It reads “When required in the government task order, one or more layers of new rigid board insulation to achieve an R-30 value when practical.” In order to achieve R-30 value, it is necessary to install more than one layer of rigid board. Is there any requirement for the combination of rigid board insulation to achieve required R value (ex: one layer of 3” plus one layer of 2” or two layers of 2.5”)? If so, what would be the requirements or specific combination of rigid boards?
Government Reply: The government requires R-30 insulation level be achieved using at least two layers of rigid board insulation. The government shall determine & call out the required rigid board insulation layer thickness in the various individual roof repair task orders. The required thickness for individual layers will typically be equal when practical. However, the government reserves the right to require different layer thicknesses in order to meet any requirement as necessary.
The KTR shall comply with the NRCA requirements and other contract or manufacturer specifications to stagger the individual coarses of rigid board insulation as well as the layer(s) above. Placement of the mechanical fasteners to secure the rigid board insulation shall conform to an acceptable fastener pattern as called for by the NRCA manual and approved by the Contracting Officer or his or her technical representative (COR). Likewise, the KTR shall provide for & install additional rigid board & membrane fasteners at roof corner areas and along parapet wall locations for greater strength to resist higher wind uplift forces as called for in the NRCA manual and approved by the Contracting Officer or his or her COR.
4) Gutter: CLIN specifies installation of Aluminum gutter only. Is there any chance of installing gutter made of different material?
Government Reply: CLIN 1.3.1.10.1 / Bid item 0001BW calls for both 26 gauge stainless steel or .032 inch aluminum box gutters & downspouts. The government task order shall call out which of these type gutter metals is wanted or required for an individual roof.
5) During the site visit of Nellis AFB, it was observed that some exiting buildings have galvanized downspout painted with matching color. However, specification 01010-38 calls for installation of 26 gage stainless steel sheet metal for stainless steel sheet metal for copias, gravel stops, scuttles, and 24 gage stainless steel drip edges, splash pans, counter flashing, fascia, scuppers, wall caps and other roof items. What would be the possibility to encounter other type of sheet metals other than stainless steel?
Government Reply: The government shall require stainless steel for this specification. The stainless steel requirement conforms to current AF wide roofing material requirements for the roofing items mentioned above. Galvanized steel or aluminum as substitute materials for these items no longer meet the current AF roofing requirements.
The government may consider KTR use of other sheet metals in special cases where existing roof items scheduled for replacement or repair are available in only one type of metal or must meet an architectural requirement or to avoid a dissimilar metals electrolysis & corrosion situation.
6) Per attachments from Fed Bid Opportunity, contracting office provided two different David Bacon Prevailing Wage Statements.

* General Decision Number: NV080004 for Building
Can you specify which General Decision Number will be applied to which job locations?
Government Reply: Depending on the functions being performed, on any particular Task Order, one or both of the Wage Determinations may apply.
7) Do allow any firm with annual receipt exceeding $14 millions as set by NAICS 248160? If any firm with annual receipt over $14 millions is awarded, can the award be protested?
Government Reply: Remembering that that the $14M in receipts is an average; the Small Business Administration will be responsible for determining whether a company with annual receipts exceeding $14M will be eligible for the award and will also resolve any protest of the award.
8) Can you provide the number of task orders and lump sum contract amount for each task order from the 2003 Roofing IDIQ contract? (F26600-03-R-A008)?
Government Reply: Unfortunately, that contract has been closed and sent to storage, so it is not possible to get this information.
9) Where can I find a copy of the asbestos survey for solicitation # FA4861-09-R-A-012?
Government Reply: The contractor will be required to perform asbestos surveys on each Task Order issued under the awarded IDIQ contract.
