STATEMENT OF OBJECTIVES

BACKGROUND

Hangars 195 and 196 were constructed in 1968, and are located along the flight line in the north-central section of Cannon Air Force Base (CAFB) in New Mexico. The hangars are secure areas and will require maintenance personnel escort at all times during construction. The hangars are one story buildings, each comprising 25,600 square feet (SF) in area. The existing electrical system in each hangar does not provide sufficient connection points to support aircraft maintenance. Hangar 196 also lacks sufficient electrical and ventilation infrastructure to conduct required aircraft battery charging. Environmental controls for air movement, humidity and temperature are required to assure proper function of the battery charging process. To obtain the necessary environmental controls for the battery charging area in Hangar 196, a non-loadbearing wall and door may be required to separate the battery charging area from the adjacent break room. If required, a new wall may require changes to the existing fire suppression system in the proposed battery charging room. A new fire exit may be required in the break room. Both hangars are currently occupied by the Government and will be during construction of the new electrical, structural, HVAC and fire suppression/detection systems.

GENERAL INFORMATION

1. PURPOSE: The purpose of this Statement of Objectives (SOO) is to notify approved Design-Build service providers of a potential project at CAFB. This SOO is not intended as an exhaustive description of the scope of work. Instead, it generally describes Air Force requirements and objectives for the design, documentation and construction of the project. More detailed requirements, if any, will be identified during design and documentation and will be reflected in the contract for construction.

2. BASIC DESIGN SERVICES: The Design-Build Entity (DBE) shall furnish all services, labor, expertise, materials, supplies, equipment, investigations, studies, supervision and travel necessary to produce construction drawings and specifications that completely and accurately represent the intent of this SOO. The DBE shall carry liability and other insurance as defined in the contract for services.

3. BASIC CONSTRUCTION SERVICES: The DBE shall furnish or arrange for others to furnish all labor, expertise, supervision, materials, supplies and equipment necessary to complete the work as defined by the approved construction drawings and specifications. The DBE shall carry bonds and insurance as defined in the contract for services.

4. OBJECTIVES: The objectives of this Work consist of complete design and construction services necessary to complete the following:

4.4. Design and install new electrical service in both hangars.

4.4.1. Install electrical outlets on independent circuit breakers on hangar walls in H195 and H196.

4.4.1.1. Install 6 NEMA L6-30 outlets in each of two bays in both hangars for a total of 24 electrical outlets.

4.4.1.2. Each new outlet shall be protected by a dedicated circuit breaker.

4.4.2. Design and Install electrical outlets and independent circuit breakers in new battery charging room in Hangar 196.

4.4.2.1. The new battery charging room will need sufficient electrical infrastructure installed to concurrently charge four specialized NiCad batteries.

4.4.2.2. Each battery requires 2 outlets and must also be on an independent circuit breaker. Restated:

One independent circuit breaker is required for each battery charging point. Each charging point requires two outlets.

4.5. Design and Install non-load bearing wall and door at the north end of the Hangar 196 Break Room to provide a controlled volume and dedicated work space for NiCad battery charging. The dedicated battery room shall comply with the charging room guidelines of MarathonNorco pamphlet “SETTING UP A

NICKEL CADMIUM BATTERY SHOP.”

4.5.1. Determine the classification of the Battery Charging Room to determine the proper installation of the new electrical, mechanical, and fire systems.

4.5.2. Cap and remove any existing HVAC that currently extends into the future battery space.

4.5.3. A separate new fire exit door may also be required for the Break Room in lieu of maintaining a fire exit path through the battery charging room.

4.6. Survey, inspect, and Upgrade/Install the Fire protection/notification system in the Battery Charging Room if required.

4.6.1. Survey and inspect existing fire protection/notification in Hangar 196 to determine fire protection/notification needs for the occupancy type, discharge density, design area, and type of construction for the new Battery Charging Room.

4.6.2. Install new red lettering with white background fire exit lights and circuitry to meet National Fire Protection Agency (NFPA) 101 Life Safety Code requirements if required

4.6.3. Install new sprinklers where required.

4.6.4. Install new manual pull stations where required.

4.6.5. Install new Horn and strobe in the Battery Charging Room if required.

4.6.6. Install new smoke detector and circuit in the Battery Charging Room if required.

4.6.7. Install new Carbon Monoxide Detection if required.

4.6.8. Install a new fire alarm remote annunciator at the primary entrance if required.

4.7. Design and Install a dedicated HVAC and fume removal system for the future Battery Charging Room.

4.7.1. Provide 3 to 4 air changes per hour for the battery charging room in accordance with Technical Order 8D2-3-1, Operation, Service and Repair of Nickel Cadmium Storage Batteries.

4.7.2. Size the HVAC system to maintain 20ºC (68ºF) in the Battery Charging Room.

4.8. A hazardous material survey of areas that will be disturbed by new work to accurately account for all remediation requirements.

4.8.1. Remediate asbestos and other hazardous material, as required.

4.9. All fencing, screens and barriers necessary to secure government property and protect personnel during the Work.

4.10. Submission of 35%, 65%, 95%, and 100% final design packages in accordance with UFC 1-300-09N for review and approval that include the following:

4.10.1. Statement of Work (SOW) for Construction

4.10.2. Drawings

4.10.3. Design Analysis (Use UFC 3-600-01 Paragraph 1-4 Design Analysis for Fire Protection portion of design analysis)

4.10.4. Schedule of Material Submittals (SOMS) for Construction (Use Government Template)

4.10.5. Specifications (Use United Facility Guide Specifications [UFGS] from Whole Building Design Guide)

4.10.6. International Energy Conservation Code (IECC) compliance checklist (95% and 100% design packages only)

4.11. All labor and equipment necessary to maintain a clean and safe job site.

4.12. A phasing plan for Government approval in accordance with Construction Drawings.

4.13. All phasing of utility and equipment removal and reinstallation.

4.13.1. DBE will be responsible for all utility and equipment relocation planning, phasing and outages.

4.13.1.1. Ensure the following is enforced regarding communication utilities/equipment:

4.13.1.1.1. If removal of equipment is not required, an inspection shall be conducted prior to work start and upon completion to ensure equipment is operational. The contractor shall protect communication equipment from damage. If equipment has been damaged, the contractor will replace and install damaged item in-kind to bring equipment back to an operational status.

4.13.1.1.2. If equipment is damaged, the contractor will notify the Contracting Officer (CO) immediately, then the 27 SOCES project manager (PM), who will then notify 27 SOCS/SCXP of the damage.

5. PROJECT LOCATION: Cannon AFB is located in Curry County, approximately six miles west of Clovis, NM.

Hangars 195 and 196 are located along the flight line in the north-central section of Cannon Air Force Base (CAFB) in New Mexico..

6. PROJECT DURATION: This Period of Performance for this Work is 180 calendar days. The design shall be completed in 90 calendar days or less. The construction shall be completed in 90 calendar days or less.

7. MEETINGS: The contractor shall attend one project kickoff meeting within seven (7) calendar days of Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.

8. GOVERNMENT FURNISHED PROPERTY: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work. It is the Contractor’s responsibility to verify/validate the current existing conditions. Any deviations from provided AS- BUILTS, shall be reported, and modified by the first design submittal. The Government will provide assistance with base passes, identification badges, and registrations.

DESIGN REQUIREMENTS

9. SUSTAINABILITY: To the extent possible and practical, sustainability concepts must be incorporated into the design of all repaired and renovated facilities in accordance with LEED (Leadership in Energy and Environmental Design) requirements for Certification of Existing Buildings: Operations and Maintenance.

A LEED Silver rating in accordance with the Air Force “Memorandum of Understanding for High Performance & Sustainable Buildings" dated 24 January 2006, is preferred when possible and practical.

10. LEGAL COMPLIANCE: All design solutions must be in compliance with all public laws and the Code of Federal Regulations. In addition, design solutions must comply with any pertinent Executive Orders and Department of Defense Instructions or Directives identified and provided by Air Force representatives during the course of project design. In addition, all drawings need to be stamped by a licensed professional engineer. A registered professional engineer (P.E.) who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES) and has a minimum of five years of experience shall be involved and review every aspect of the fire protection design.

11. GREEN PROCUREMENT PROGRAM: In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC [volatile organic compounds] paint) and any other environmentally sustainable product/method, to the greatest extent possible.

12. SPECIFIC DESIGN SERVICES:

12.1. Establish a schedule for design services including dates of anticipated site visits, team meetings and submission dates for 35%, 65%, 95%, and 100% (Issue for Construction) construction documents (Statement of Work, Design Analysis, Schedule of Material Submittals, Drawings, Equipment Data Sheets, and IECC compliance checklist). Include at least fourteen (14) calendar days for final review prior to any release of documents to bidders. Include anticipated contractor bidding and negotiation periods prior to execution of the contract for construction. Contract must follow Schedule of Materials.

12.2. The DBE shall be responsible for resubmitting designs for any disapproved submittals. The 95% design drawings are expected to have all comments resolved before approval.

12.3. The DBE is responsible for furnishing all services required to coordinate and meet with building users, utility shop subject matter experts, and Air Force personnel as needed to clarify program requirements and to develop appropriate design solutions.

12.3.1. Conduct site visits, design charrettes and data gathering efforts to completely and accurately develop the design package for construction. Site visits shall include, but not limited to, a kickoff meeting, hazardous material testing, roof condition assessment, and verification of existing building and utility as-builts.

12.3.2. Investigate and verify existing conditions to confirm project feasibility and any other work that may be required to complete the scope of objectives described above.

12.3.3. Document and submit meeting minutes from all data gathering efforts with government personnel.

12.4. At appropriate scheduled intervals, present proposed design solutions including product, material and color recommendations for Air Force review.

12.5. For bidding purposes, note the potential need for asbestos and lead abatement.

12.5.1. DBE shall conduct and submit a comprehensive hazardous material analysis on all materials that will be disturbed by this project.

12.5.2. DBE shall remediate hazardous material, as necessary.

12.6. Plans shall be stamped by a licensed, registered engineer and architect, and be denoted “Issue for Construction.”

12.7. Provide detailed specifications of the work to be performed.

12.7.1. All utility outage requirements shall be included. All outages shall be coordinated the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM). All outages shall be submitted on an Air Force (AF) 3000 form for approval of method, and require a minimum of fourteen (14) calendar days for approval.

13. DESIGN DELIVERABLES: The following must be provided to the designated CO and COR or PM:

13.1. PROJECT SCHEDULE: Design Schedule (AF 3064 and Gantt) - Within seven (7) calendar days of notice to proceed, provide a legible design schedule in printed and Portable Document File (PDF) format for design services to include dates of anticipated site visits, team meetings, design charrettes, design submittals, reviews, and other milestone dates. Design schedule shall be in the form of an AF 3064 and Gantt chart. The schedules must be sufficiently detailed to enable tracking of design progress and the anticipation of critical tasks.

13.2. SURVEY REPORTS: DBE shall submit assessment reports for the following:

13.2.1. Hazardous material survey report

13.3. DESIGN PROGRESS SUBMITTALS: Submit progress Statements of Work, Design Analysis, Drawings, Construction Schedule of Materials, Equipment Data Sheets, IECC compliance checklist and specifications at 35%, 65% and 95% completion unless otherwise directed. IECC compliant form using Commercial Compliance (COMcheck) software for New Mexico shall be submitted with the 95% and 100% design packages. Allow at least fourteen (14) calendar days from date of each submittal for AF representatives to provide review comments and approvals. At each design phase, if Government provides a Comment Matrix (in Excel format), the DBE shall provide responses to all the Government’s comments no later than three (3) calendar days after receiving the document. Upon approval of the 95% drawings, the Contractor shall submit the approved drawings incorporating any comments as an “Issue for Construction” set. The “Issue for Construction” set will be the 100%/Final design package. The contractor shall prepare and distribute meeting minutes, within seven (7) calendar days after each review meeting.

13.3.1. Hydraulic calculations shall be submitted no later than the first design submission.

13.3.2. Large electronic files will be shared between the Government and the Architect-Engineer (AE) through the exchange of Compact Discs (CDs). Email or websites which share files will not be an acceptable method of exchanging large files. Meeting minute documents may be emailed, providing they are less than 5 Megabyte (MB) of electronic data.

13.4. DRAWINGS AND SPECIFICATIONS:

13.4.1. Electronic Drawings and Specifications: At each design phase, provide electronic drawing files in a format compatible with AutoCAD (Computer-Aided Design) 2010 including all external references bound to the drawing files. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense (Architecture, Engineering, and Construction) A/E/C CAD Standard ([Engineering Research and Development Center/Information Technology Laboratory] ERDC/ITL TR-12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf (rich text format) format.

13.4.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.

13.4.3. Hardcopy Drawings and Specifications: Provide three (3) half size printed copies of phases 35%, 65% and 95%. Provide three (3) full size and three (3) half size printed copies of the final drawings and three (3) copies of the final specifications, SOW, and SOMS.

13.5. SCHEDULE OF MATERALS SUBMITTAL (SOMS): Submit a Schedule of Materials for construction.

Progress SOMS must be submitted and approved by the government with each progress submittal. Final approved SOMS shall be issued “For Construction.”

CONSTRUCTION REQUIREMENTS

14. BASE ACCESS AND SECURITY: The Contractor shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB) when entering, occupying and departing the base. All contractor personnel shall be screened for security clearances as determined by CAFB.

14.1. The contractor will be working in hangars on the flight line. Escorts will be required at all times during construction while working inside the hangars. Hangar Maintenance personnel will provide an escort during normal daily work schedule hours as outlined in paragraph 19 below. The contractor shall coordinate phasing and scheduling with the contracting officer, and follow the safety briefings and risk assessments given by Hangar Maintenance personnel. The prime contractor is responsible for the people working under/for them and will be required to acknowledge the risk assessment determination.

15. PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging government-owned property including buildings, equipment and vegetation at CAFB. If the Contractor fails to use reasonable care and causes damage to any government-owned property, the Contractor shall replace or repair the damage at no expense to the government. If the Contractor fails or refuses to make such repair or replacement, the cost may be deducted from the contract price.

16. REMOVAL OR DISPOSAL OF GOVERNMENT PROPERTY: Unauthorized removal or disposal of government property is a crime. Government property includes all materials and equipment purchased directly or indirectly by any agency of the federal government for any purpose. No government property is to be removed or disposed without written permission from the AF Contract Officer Representative (COR) and CAFB Police Department listing each item and quantity of materials and equipment to be removed or disposed.

17. PROJECT SCHEDULE: Construction (AF 3064 and Gantt) – No later than seven (7) calendar days of the notice to proceed for construction, the DBE shall provide a comprehensive, legible project schedule in PDF format indicating all major milestones, submittals, critical path items and the anticipated completion date for all construction activities. The Construction Schedule project schedule must be approved by the government prior to the start of construction activities, and shall be updated monthly or as events require. The schedule must be in the form of an AF 3064 and Gantt chart, and sufficiently detailed to enable tracking of construction progress and the anticipation of critical tasks. Gantt chart shall show the critical path of construction.

18. SAFETY: The Contractor shall comply with UFGS 01 35 26 Governmental Safety Requirements and the Occupational Safety and Health Administration (OSHA).

18.1. Contracts are subject to job site inspections by OSHA and Air Force representatives. In the event of a conflict between the OSHA standards and Air Force requirements, the most stringent shall apply.

Resolution of OSHA citations for violations of OSHA standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.

18.2. All construction materials and equipment shall not block facility egress points and emergency vehicle access.

19. DAILY WORK SCHEDULE: Workdays shall be from 0700 to 1600, Monday to Friday. Federal holidays, military down days, military safety days, and weekend work will not be allowed unless approved by the CO.

The Contractor shall provide written notification to the Contracting Officer fourteen (14) calendar days lead time for work schedule changes.

20. PROJECT UPDATES: Weekly project updates will be emailed from the contractor project manager to the Government project manager and Contracting (CA/CO). This email will consist of the work that was completed that week and one week look ahead as well as any impact on the completion of the project.

21. CONSTRUCTION WASTE MANAGEMENT: The Contractor shall recycle and/or salvage nonhazardous construction and demolition debris. Construction debris shall be contained on-site, collected and disposed off-site each day or as often as conditions dictate. The Contractor shall develop and implement a construction waste management plan that, at a minimum, identifies materials to be diverted from disposal and whether the materials will be sorted on-site or off-site. Submit the Waste Management Plan to the CO for the project record.

22. CONSTRUCTION SITE MANAGEMENT: The Contractor may limit access to the work area to contractor personnel and essential, authorized Air Force military and civilian personnel. All construction activities shall be conducted in a safe manner to minimize risk of injury or property damage.

23. WORKMANSHIP: The work for this project shall be executed in the best and most workmanlike manner by qualified and efficient tradesmen who are skilled in their respective trades. Certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, are required for the performance of the work of each trade.

24. COORDINATION: The Contractor shall coordinate the work of all trades in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.

25. ADMINISTRATION: The Contractor shall prepare submittals as required by the project specifications, the contract for construction or as requested by the CO. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the CO for review and approval at least fourteen (14) calendar days prior to purchase or installation. Failure to present submittals to the CO in a timely manner will not justify any claims for a schedule delay or added costs.

26. VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor may visit the premises to become thoroughly familiar with details of the work and working conditions, verify dimensions in the field, and shall advise the CO of any discrepancies before starting the work.

27. DELIVERY AND STORAGE: All equipment and materials delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variation, dirt and dust, and any other contaminants.

Store all materials in a secure, clean and dry location. Contractor shall submit a location with dimensions for government approval.

28. TEMPORARY FENCE: When job site fencing is required, the Contractor shall provide temporary screened fencing around the site perimeter and site signage as determined by the Air Force and the CO.

29. CONSTRUCTION DELIVERABLES: Upon completion of construction, the DBE shall provide the following to the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM):

29.1. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”

29.1.1. Electronic As-built Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2010. All external references required to view and print the drawing files shall be bound to the drawings. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.

29.1.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.

29.1.3. Hardcopy As-built Drawings and Specifications: Provide four (4), two (2) full size and two (2) half size printed copies of the as-built drawings and two (2) copies of the final specifications.

30. OPERATION AND MAINTENANCE (O&M) MANUALS: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by Construction Specifications Institute (CSI) specification sections.

31. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:

4.2. Coordinate System – Universal Transverse Mercator (UTM)

4.3. Units – Meters

4.4. Data in attribute Table will be Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) version 2.6 Compliant

4.5. Shapefile Geodatabase format

32. REAL PROPERTY RECORDS: Prior to completion of the project, provide an AF Form 1354 in accordance with UFC 1-300-08 with as much detail as possible. This document will assist the government in capturing all Real Property items into our base inventory.
