STATEMENT OF WORK (SOW)
Statement of Work (SOW) For
CONSTRUCTION SERVICES
REPAIR RUNWAY 04/22 (NORTHERN) OVERRUN
Project Number: CZQZ14-0066
Cannon Air Force Base, New Mexico
5 APRIL 2016
1. BACKGROUND: Overrun 22 is located on the Airfield of Cannon Air Force Base (CAFB), New Mexico.
Stemming from 2015 Pavement Condition Index (PCI) Report, it was determined that all of Overrun 22, on the northern side of Runway 04/22, is in need of repair. Specially, the southwest end of the Overrun 22, where there is a large concentrated area with sediment deposits on the asphalt surface (i.e. evidence of water ponding due to poor drainage). With Pavement Condition Indexes ranging from 41to 55, the purpose of this project is to make repairs where identified in the construction drawings and as described in this document, and ultimately, bring the entire taxiway section identified in this project to Good/Satisfactory condition.
2. OBJECTIVES: The objectives of this Work include but are not limited to:
2.1. Repair northern overrun of Runway 04/22, approximately 150,000SF.
2.1.1. Displace Runway Threshold 1000’ to the Fixed Distance Markings
2.1.1.1. Place Temporary Threshold Displacement markings configuration.
2.1.1.1.1. Contractor shall place temporary markings in the manner specified in the project’s Issue for Construction Drawings, which references ETL 04-2 Standard Airfield Pavement marking Schemes. These temporary markings applied as a taped strip, plywood, or colored plastic material that conforms to FAA 150/5340-1L & 150/5370-2F. Temporary marking have a reflective surface or shall be painted and have glass beads embedded within the paint per project specifications.
2.1.1.1.1.1. Painting the runway pavement surface shall also be an acceptable method of placing the above mentioned temporary markers. However, if contractor chooses to go this route, they will be responsible for prepping the pavement for temporary markers (i.e. rubber removal) and shall also be responsible for removing all paint and repaint entire 1000’x 150’ displaced area, in accordance with UFGS 32 17 24
00.10, ETL 04-2, TT-P-1952 and TT-B-1325.
2.1.1.2. Place Displaced Threshold Lighting with Co-located Threshold/End of Runway Lights as specified in the project’s Issue for Construction Drawings, which references UFC 3-535-01
Visual Air Navigation Facilities.
2.1.1.2.1. Per FAA guideline, temporary threshold light wires may run above ground with lamps weighted with sandbags or mounted on frangible couplings
2.1.1.3. Contractor with coordination with the Civil Engineering Operations Flight and Airfield
Management, will be responsible for shutting off lighting in displaced area and will be task to cover the distance remaining signs
2.1.2. Contractor shall demo existing 2.25” asphalt pavement, ensuring that no damage is caused to the existing concrete incased lighting system or electrical manholes.
2.1.2.1. All waste material will be hauled off Cannon AFB and dumped at the contractor’s designated location.
2.1.2.2. If damage is caused to existing lighting and/or manholes, it will be the contractor responsibility to repair items at no cost to the government
2.1.3. Contractor shall scarify, regrade and compact existing base course
2.1.3.1. Grade shall be shaped in such a manner that allow for effective drainage and eliminates ponding of water.
2.1.3.2. Compact the base course to 100% ASTM D-1557
2.1.4. Contractor shall place a compacted 3” HMA. Contractor shall review project specification to determine how may lift are required for full placement.
2.1.4.1. Prior to asphalt placement, Contractor shall apply a prime coat over the base course surface.
Additionally, Contractor shall apply a tack coat on all rigid pavement surfaces that will be in physical contact with the new asphalt. See project’s specification for application rates.
2.1.5. Contractor shall paint Runway Overrun Chevrons on the new asphalt surface with yellow retroreflective paint (Type I/III beads), in accordance with UFGS 32 17 24 00.10, ETL 04-2, TT-P-
1952 and TT-B-1325.
2.1.6. Contractor shall bring Runway 04/22 to fully operational condition
2.1.6.1. Contractor shall remove all temporary markings used for the threshold displacement.
Additionally, contractor shall re-establish lighting in the displace area, as we as uncover the previously covered distance remaining markers
3. PROJECT LOCATION: Cannon Air Force Base (CAFB) is located in Curry County, approximately six miles west of Clovis, NM. The project location is on the Airfield of CAFB. The site is accessible through dirt road parallel to the runway off Aderholt Loop. Exact location of this access point will be shown on Construction
Drawings
4. PERIOD OF PERFORMANCE: This Period of Performance for construction shall be 80 working days. This time frame excludes Weekends and Federal Holidays.
5. MEETINGS: The contractor shall attend one project Pre-Construction meeting within five (5) working days of
Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.
6. GOVERNMENT FURNISHED PROPERTY: Upon the Contractor’s request, if available, the Government will provide electronic and/or printed copies documents and correspondences pertinent to the Work. It is the contractor’s responsibility to verify/validate the current existing conditions. Any deviations from provided AS-
BUILTS shall be reported. In addition, the Government will provide assistance with base passes, identification badges, and registrations.
7. GREEN PROCUREMENT PROGRAM: In performance of this contract, DBE shall use Environmental
Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By
Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the
Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.
CONSTRUCTION REQUIREMENTS
8. BASE ACCESS AND SECURITY: The Contractor shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB) when entering, occupying and departing the base. All contractor personnel shall be screened for security clearances as determined by CAFB.
9. PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging government-owned property including buildings, equipment and vegetation at CAFB. If the
Contractor causes damage to any government-owned property, the Contractor shall replace or repair the damage at no expense to the government. If the Contractor fails or refuses to make such repair or replacement, the cost may be deducted from the contract price.
10. REMOVAL OR DISPOSAL OF GOVERNMENT PROPERTY: Unauthorized removal or disposal of government property is a crime. Government property includes all materials and equipment purchased directly or indirectly by any agency of the federal government for any purpose. No government property is to be removed or disposed without written permission from the AF Contract Officer Representative (COR) and
CAFB Police Department listing each item and quantity of materials and equipment to be removed or disposed.
11. SAFETY: The Contractor shall comply with UFGS 01 35 26 Governmental Safety Requirements and the
Occupational Safety and Health Administration (OSHA).
11.1. Contracts are subject to job site inspections by OSHA and Air Force representatives. In the event of a conflict between the OSHA standards and Air Force requirements, the most stringent shall apply.
Resolution of OSHA citations for violations of OSHA standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.
11.2. All construction materials and equipment shall not block facility egress points and emergency vehicle access.
12. DAILY WORK SCHEDULE: Workdays shall be from 0700 to 1600, Monday to Friday. Weekend and
Federal Holiday work is not permitted unless otherwise approved by the Contracting Officer (CO). The
Contractor shall provide written notification to the Contracting Officer (CO) three (3) working days lead time for proposed work schedule changes. The Prime Contractor superintendent shall remain on-site at all times during construction when workers are present.
13. CONSTRUCTION WASTE MANAGEMENT: The Contractor shall recycle and/or salvage nonhazardous construction and demolition debris. Construction debris shall be contained on-site, collected and disposed off-site each day or as often as conditions dictate. The Contractor shall develop and implement a construction waste management plan that, at a minimum, identifies materials to be diverted from disposal and whether the materials will be sorted on-site or off-site. Submit the Waste Management Plan to the COR for the project record.
14. CONSTRUCTION SITE MANAGEMENT: The Contractor may limit access to the work area to contractor personnel and essential, authorized Air Force military and civilian personnel. All construction activities shall be conducted in a safe manner to minimize risk of injury or property damage.
15. WORKMANSHIP: The work for this project shall be executed in the best and most workmanlike manner by qualified and efficient tradesmen who are skilled in their respective trades. Certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, are required for the performance of the work of each trade.
16. COORDINATION: The Contractor shall coordinate the work of all trades in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.
17. ADMINISTRATION: The Contractor shall prepare submittals as required by the project specifications, the contract for construction or as requested by the COR. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the COR for review and approval at least two weeks prior to purchase or installation.
Failure to present submittals to the COR in a timely manner will not justify any claims for a schedule delay or added costs.
18. VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor may visit the premises to become thoroughly familiar with details of the work and working conditions, verify dimensions in the field, and shall advise the COR of any discrepancies before starting the work.
19. DELIVERY AND STORAGE: All equipment and materials delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variation, dirt and dust, and any other contaminants. Store all materials in a secure, clean and dry location. Contractor shall submit a location with dimensions for government approval.
20. LOW-PROFILE BARRICADES: the Contractor shall provide twenty-five (25) new TRANSSUPPLY low profile barricades (w/ red solar flashing lights) or equal around the site perimeter as determined by the Air Force and the Contracting Officer. The contractor shall ensure that purchased barricades meet all requirements specified in FAA Advisory Circular 150/5370-2F. Upon completion of the project, the contractor shall turn over all barricades to the Contracting Officer. Any damaged barricades will not be accepted, and the government will require the contractor to provide a new replacement.
21. LIGHTED RUNWAY CLOSURE MARKERS: The Contractor shall provide two (2) TRANSSUPPLY
Diesel Engine Powered Lighted Runway Closure or equal. The contractor shall ensure that purchased Closure
Makers meet all requirements specified in FAA Advisory Circular 150/5345-55, FAA Advisory Circular
150/5370-2 and NTSB Safety Recommendation A-03-05. Upon completion of the project, the contractor shall turn over Closure Markers to the Contracting Officer. Closure Markers must be in working condition to be accepted. Contractor shall be responsible for making all repairs necessary to bring equipment to working conditions.
22. CONCRETE TRUCKS: Cleaning out of concrete trucks on CAFB is prohibited. Concrete truck chutes, only, may be rinsed at the construction site. Wastewater and concrete from this rinse shall be collected in a high-density polyethylene (HDPE) plastic-lined box or pit provided by the Contractor at the site. At the end of pouring operations, the Contractor shall excavate all the waste and liner and properly dispose of same. The
Contractor shall dispose of all concrete debris to an authorized off base site and shall remove any and all concrete debris and residue at the end of the project at no additional cost to the Government. The pit shall be completely backfilled and the site restored to original conditions.
23. USE OF PREMISES: During the contract, areas will be closed to vehicle parking and vehicular traffic for construction. Coordinate and cooperate with building user’s and other Contractors scheduling and/or phasing operations to minimize conflicts.
24. TEMPORARY AIRFIELD CONSTRUCTION WAIVER: This project will require a Temporary Airfield
Construction Waiver, which will require phasing and FAA notification. The Contractor shall submit the FAA form 7460-1 to FAA for notification. This process requires a minimum 45 days for notification to be received after initiating the request. The Contractor shall copy the email notification and status of Waiver as available.
The 7460-1 form and submittal procedures are available at http://www.faa.gov/. The filing is assigned an
Aeronautical Study Number for tracking purposes. To review the electronic record, go to oeaaa.faa.gov and select the Search Archives link to locate the case using the Aeronautical Study Number (ASN). Copies of the letter are available on the website with additional requirements that may require follow-up or submission of supplemental information. After reviewing the determination, if additional assistance is required a POC will be supplied with the status of the ASN. Note: Geographic Information Systems (GIS) will be required for submission with the FAA 7460-1. It is the Contractor’s responsibility to obtain this information from a site inspection and survey. In concurrence with the FAA submission requirements, the Contractor shall coordinate scheduling of work to be in compliance with the CAFB prepared Airfield Waiver for this project to Minimize
Risk for Airfield Operations.
25. PHASING PLAN: Contractor to provide a phasing plan before the start of construction, in accordance with
Specifications.
26. CONSTRUCTION PERMITS: A properly approved and coordinated construction permit (AF Form 103, Civil Engineer Work Clearance Request) will be provided by the Base Civil Engineer prior to excavation activities. Open excavations shall be marked with barricades, flashing yellow lights (during night hours) and utility outages will be scheduled.
27. SUBMITTALS: The Schedule of Material Submittals lists the necessary submittals that require government approval. Approval will not be given on an item unless the provided submittal information shows compliance with specified requirements. If, at any time during the duration of this contract, the Contractor desires to change materials from those originally approved, their new materials shall be submitted to and approved by the
CO prior to incorporation into the project.
28. CONSTRUCTION DELIVERABLES:
28.1. PROJECT SCHEDULE: Construction (AF 3064 and Gantt) – no later than five (5) working days of the
Notice to Proceed for construction, the DBE shall provide a comprehensive, legible project schedule in
PDF format indicating all major milestones, submittals, critical path items and the anticipated completion date for all construction activities. The Construction Schedule project schedule must be approved by the government prior to the start of construction activities, and shall be updated monthly or as events require.
The schedule must be in the form of an AF 3064 and Gantt chart, and sufficiently detailed to enable tracking of construction progress and the anticipation of critical tasks.
28.2. CONSTRUCTION QUALITY CONTROL (QC) PLAN: Submit no later than five (5) working days of the
Notice to Proceed for construction. The quality control plan shall meet all requirement specified in UFGS
01 45 00.00 10 Quality Control.
28.3. CONSTRUCTION SUBMITTALS: All items in the schedule of Material Submittals (SOMS) will be submitted to the Government by the listed required submission dates in the AF Form 66. Per Specification
Section 01 33 00 paragraph 1.4.3, all submittals, with the exception of material samples, will be submitted in electronic format, in addition to the required three (3) paper copies.
28.4. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”
28.4.1. Electronic As-built Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2014 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-X Release 5.0) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.
28.4.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
28.4.3. Hardcopy As-built Drawings and Specifications: Provide two (2) full size and two (2) half size printed copies of the as-built drawings.
28.5. OPERATION AND MANTAINANCE MANUALS: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.
28.6. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the
Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:
28.6.1. DATUM – WGS84
28.6.2. Coordinate System – UTM
28.6.3. Units – Meters
28.6.4. Data in attribute Table will be SDSFIE version 2.6 Compliant
28.6.5. Shapefile Geodatabase format
28.7. REAL PROPERTY RECORDS: Prior to completion of the project, provide a 1354 with as much detail as possible. This document will assist the government in capturing all Real Property items into our base inventory.
