MEMORANDUM FOR RECORD

FROM: 27 SOCONS Ms. Taneisha Harper

SUBJECT: FA4855-16-B-0014; CZQZ 14-0066; Repair Runway 0422 Overrun; Site Visit/General Questions

1. A Pre-Proposal site visit was held on 14 July 16 at 1000 for the subject requirement to ascertain site conditions and provide familiarization of the base.

2. The following are questions presented as a result of the site visit (answers are in red):

The SOW, Item 21 requires the Contractor to provide two each Lighted Runway Closure Markers. The specifications do not address this item. Are you requiring the Contractor to provide these Runway Closure Markers?

CE response – Yes the contractor is to provide and turn over this product. SPECIFICATIONS: Attachment 1 Specifications 150/5345-55A, Attachment 2

SPECIFICATIONS:

01 43 00 Page 89 - FOD Fence

The specifications state a FOD fence will be required when necessary as directed by the Contracting Officer. This is ambiguous. Is the contractor required to install a FOD fence?

CE Response- No, a physical FOD fence will NOT be required. However the contractor will be responsible for conducting FOD checks of all vehicles prior to entering the Airfield and ensuring that all FOD on the project site is cleaned up on a daily basis.

The specifications require a Safety and Health Manager, CQC System Manager, and a Design Manager as part of the CQC Staff. The staff must be onsite at all times. This seems to be overkill for this small project. Please confirm this staffing is required for this project.

CE Response- Because the project is solely for construction, the government agrees that a design manager may not be required. The government, however, will require a Safety & Health Manager and a Construction Quality Control Manager.

The specifications require profilograph testing. Is this required for this overrun project?

CE Response- Due to the short length of the project it is not possible to evaluate the new asphalt against the profilograph test requirement of inches per mile. Therefore, the profilograph testing will be excluded from this project.

The specifications require a fully equipped asphalt laboratory at the plant or job site. Is this required for this job?

CE Response- The contractor will be allowed to submit a variance to have their asphalt laboratory locally outside of Cannon AFB. However, the contractor will be responsible for insuring that their testing personnel is able to access the site during on-site field testing. Additionally, the contractor will be responsible for any delays associated to inability to access the base during gate closures.

The specifications require a MTV. Is this required for this overrun project?

CE Response- Means and Method is the contractor’s responsibly. If the contractor feels that the work can be performed in a satisfactory manner without this piece of equipment, they may exclude it from the project.

The demolition and new construction plan sheets (C-103, C-104) when scaled do not show full width removal and replacement of asphalt. Should the contractor assume full removal and replacement of asphalt from “existing edge to existing edge”?

CE Response- Yes, the contractor should assume full removal and replacement of the asphalt from “existing edge to existing edge”.
