DIVISION 1 – GENERAL REQUIREMENTS
SECTION 01010 - SUMMARY OF WORK
PART 1 - GENERAL
1.1 REFERENCES (Not Applicable)
1.2 WORK COVERED BY CONTRACT DOCUMENTS:
1.2.1 The following is a summary of work for Project No 16-0001 Rubber Removal, Runway 04/22 located at Cannon AFB, New Mexico. The project shall include, but is not limited to:
1.2.1.1 Removal of rubber deposits on Portland Cement Concrete (PCC) runway touchdown pavements as shown on the drawings. Pavements will include both touchdown areas of Runway 04/22.
1.2.1.2 Repainting of markings as shown on the drawings in touchdown areas.
1.2.1.3 The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work.
1.3 USE OF PREMISES: Coordinate and cooperate with using personnel in scheduling operations to minimize conflict and to facilitate Government usage.
All work is subject to inspection during daylight hours.
1.4 NOT USED
1.5 CONSTRUCTION PERMITS: Not required.
1.6 EXISTING FACILITIES: The existing dimensions and locations shown on the applicable drawings are for approximation purposes only. Contractor shall verify all dimensions and locations.
1.7 SUBMITTALS: The Schedule of Material Submittals, AF Form 66, attached to these specifications lists the required submittals that are to be forwarded to the Contracting Officer not later than 10 days after receipt of notice to proceed or as otherwise established by the Contracting Officer. Each submittal shall include information required by the indication on the AF Form 66 and as described in the technical specifications or on the drawings. No approval will be given on an item unless submittal information shows compliance with specified requirements. If, at any time during the duration of this contract, the Contractor desires to change materials from those originally approved, his new materials shall be submitted to and approved by the Contracting Officer prior to incorporation into the project.
1.8 WORKING HOURS: Normal Contractor working hours shall be considered to be 7:15 AM to 4:15 PM, Monday through Friday, excluding weekends and holidays. It is anticipated that during this contract, the Contractor will work nights and weekends to provide minimum interruption to flying operations.
Advance approval is hereby given for any night time or weekend work. Any required lights will be supplied by the Contractor. Any work done at night will be
Specs 16‐0001 Page 4 subject to inspection and acceptance during daylight hours. Weekend work will be subject to inspection on the next working day following the weekend work.
1.9 ENVIRONMENTAL IMPACT: All waste materials generated by any work under the contract performed on a Government installation shall be handled, transported, stored, and disposed of by the Contractor and his Subcontractors at any time in accordance with all applicable Federal, state, or local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of the law, including, but not limited to Executive Order 12 088, 13 October 1978; the Federal Water Pollution Control Act, as amended (33 USC Sec 1251 ET SEQ); the Clean Air Act as amended (42 USC Sec 1857 ET SEQ); the Endangered Species Act, as amended (16 USC Sec 1531, ET SEQ); the Toxic Substances Control Act, as amended (15 USC Sec 2601, ET SEQ); the National Historic Preservation Act, as amended (16 USC Sec 470, ET SEQ); the Solid Waste Disposal Act, as amended (42 USC 6901 ET SEQ); and the Archeological and Historic Preservation Act, as amended (16 USC Sec 469, ET SEQ).
1.10 USE OF RADIOACTIVE MATERIALS: Non-Air Force organizations that desire to bring Radioactive Materials (RAM) on Cannon AFB or conduct operations involving RAM on Cannon AFB, must obtain approval in writing of the installation Radiation Safety Officer (RSO), 27 SOAMDS/SGPB. Organizations requiring operation on the installation must possess an NRC or Agreement State License. Non –Air Force organizations possessing Agreement State Licenses must also submit an NRC Form 241 to the NRC in compliance with 10 CFR
150.20. Organizations requiring more than 180 days of operation per calendar year must possess an NRC license.
1.12 RADIO FREQUENCY RADIATION: Non-Air Force organizations that desire to use the following equipment on Cannon AFB must submit a written request to
RSO, 27 SOAMDS/SGPB.
1.12.1 Any non-commercial equipment, or commercial equipment designed for public use and NOT used in accordance with manufacturer directions.
1.12.2 Lasers
1.12.3 Ionizing radiation producing equipment
1.12.4 Ultraviolet radiation
1.13 RECYCLEABLES: Contractor shall maintain records of all materials recycled into the work, recycled into another project, or landfilled. At the end of each month, the Contractor shall submit a report showing, for each classification, tonnages since the last report. A final report shall be submitted at the end of the contract showing totals for the contract for each class of material. Contract close-out will not be completed until issuance and acceptance of this report.
1.14 OZONE DEPLETING SUBSTANCES: Contractor will not make use of any Class 1 ozone depleting substances in the performance of the work.

DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01051 - SPECIAL PROVISIONS FOR WORKING ON OR NEAR THE
AIRFIELD
PART 1 - GENERAL
1.1 GENERAL: The following provisions apply when work is required to take place on the active airfield, or within the clear zones or primary surfaces, as defined by
AFI 32-1026..
1.2. AIRFIELD REQUIREMENTS: Clause entitled "Airfield Safety Precautions", of the solicitation applies to this contract.
1.3. CLOSURES: All runway or taxiway closures will require the coordination of Base Operations (27SOSS/OSAA), Safety (27SOW/SE), and Base Civil Engineering (27SOCES/CEN) through the Contracting Officer not less than 14 calendar days prior to the requested closure, unless otherwise provided for in these specifications. The Contractor will make the maximum utilization of time during the requested closure period. The Contractor will notify the Contracting Officer when he is finished with the work requiring the closure. The Contractor will schedule his operations in phases if necessary so as to minimize the effect of his construction closures on normal base operations. Closure of runways for more than 5 working days will require marking the runways as closed. See paragraph
CLOSED RUNWAY MARKINGS.
1.4. COORDINATION OF WORK: The Contractor shall coordinate with the Contracting Officer before initiating any work and will notify him of proposed location of work and time of operation.
1.5. PERSONNEL SAFETY PRECAUTIONS: Aircraft operating on the runways, taxiways and aprons make the area of construction a zone of high level noise.
The Contractor is advised to take the necessary precautions, such as the use of ear plugs or muffs to prevent injury to the auditory systems of all personnel working in the area.
1.6. RESTRICTIONS: No Contractor vehicles, equipment, or personnel shall be on or crossing any active runway or taxiway, except during construction period closures as outlined herein or when clearance is requested from and granted by the control tower. All contractor vehicles operating on the landing areas (1,000 feet on either side of the runway centerline) during the period from dawn to dusk will be identified by mounted operating electric battery operated low intensity, red or amber flashing lights. When Contractor operations require the Contractor to cross an active runway or other controlled area on a regular basis, the Contractor will be furnished a two-way radio by the Government in order to maintain contact with the control tower. Use of the radio for other purposes will be strictly prohibited. The radio will be returned to military custody at the end of each work day and picked up when operations requiring its use again commence.
1.7. CLEANLINESS OF WORK AREA: Contractor will be required to maintain cleanliness of taxiway, runway and apron pavements at all times during
Specs 16‐0001 Page 7 progression of work in order to alleviate foreign object damage (FOD). The Contractor will be required to remove all materials and equipment to a safe distance from the runway at the close of each days work. This distance will be determined by the Contracting Officer. The Contractor will not be allowed to stockpile any materials or store any equipment within 1,000 feet of the runway centerline.
1.8. EMERGENCIES: There may be periods of time when the Contractor, due to declared aircraft emergencies, will be required to vacate the work site and move his personnel and equipment a distance of several hundred feet away from the work site. Such removals, when ordered, will be given on short notice and expeditious action will be required. Whenever the Contractor is required to clear the runway, the Contractor accompanied by the inspector or Air Force representative will make an inspection sweep of the entire runway length to ensure all tools, equipment, and personnel have been removed from the runway and active taxiway available for landings.
1.9. SCHEDULING: The Contractor shall submit to the Contracting Officer for approval a proposed schedule of operations. The proposed schedule is subject to coordination with 27SOW/SE, 27SOSS/OSSA, and 27SOCES/CEN.

DIVISION 1 - GENERAL
SECTION 01080 - FIRE PROTECTION
PART 1 - GENERAL
1.1 RESPONSIBILITY:
1.1.1. The Base Fire Chief or his/her representative will attend pre-construction conferences to brief contractors on pertinent fire regulations and to provide guidance for fire safe operations during contract performance. Fire prevention guidance will be furnished to the Contractor for briefing his/her personnel.
1.1.2. It is the responsibility of any person who discovers a fire to report it immediately, even when it is extinguished without the aid of the Fire Department. To do this:
1.1.2.1 Sound the alarm locally by activating the installed fire alarm or by shouting to notify the occupants.
1.1.2.2. Report the fire by dialing the Base emergency number (911).
1.1.2.3. Give the Fire Department the following information: Runway or taxi-way number, name of person reporting the fire, type of fire (building, grass, automobile, etc.), and exact location of the fire on the airfield (north end, south end, etc.).
1.2 FIRE PREVENTION RULES:
1.2.1. Smoking:
1.2.1.1 Cigars, cigarettes, matches, or mechanical lighters will not be used in any building nor on the airfield.
1.2.1.2 Smoking will not be permitted within 50 feet of the repair dock, paint and dope shops, gasoline storage and dispensing areas, flight line, and motor maintenance shops.
1.2.1.3 Smoking materials shall be disposed of in special noncombustible receptacles at the close of business or upon cessation of operations each day.
1.2.1.4 Smoking is prohibited in any facility or area wherein any painting operation is being accomplished. Smoking is permitted in designated areas only, verified by the Contracting Officer.
1.2.2. Non-explosion proof heaters and all open flame heaters will be prohibited for use in any facility or area where volatile vapors are present or may accumulate.
1.2.3. Electrical:
1.2.3.1 During Fire Prevention inspections conducted by the Base Fire Department, all appliances deemed unsafe and connected to an electrical distribution system will be disconnected from the electrical system and not be reconnected until approved by the Contracting Officer. The Base Fire Department will perform periodic inspections to verify compliance.

1.2.3.2 All flexible cords used on appliances will be used in continuous length and be in good condition without splice tape.
1.2.4 Housekeeping:
1.2.4.1 Remove trash from flightline at the end of the workday.
1.2.4.2 Use only noncombustible trash containers and waste paper containers.
1.2.4.3 Ensure trash does not accumulate on the flightline.
1.2.4.4 Locate outdoor trash receptacles at a reasonably safe distance from buildings. In no instance will trash, including scrap lumber, be stacked less than 15 feet from any building.
1.2.4.5 Rags shall be kept in a metal container with metal lid. Containers shall be properly marked, stating contents.
1.2.5 .Flammable Liquids:
1.2.5.1 Store flammable liquids only in buildings designated and approved for that purpose. "Flammable" and "No Smoking" signs shall be prominently posted.
1.2.5.2 Do not store gasoline in any building without approval from the Base Fire Chief.
1.2.5.3 Limit any supplemental supply of flammable liquids kept on the premises to the amount necessary for one day's use. This supply shall be kept in approved safety cans which shall be stenciled with the name of contents and the word
"FLAMMABLE".
1.2.5.4 Locate all paint storage sheds at least 50 feet from any building.
1.2.5.5 Perform all spray painting in compliance with established safe practices.
1.2.6 Liquid Fuel Powered Equipment:
1.2.6.1 Maintain adequate ventilation in all areas when power equipment is to be used and where an accumulation of explosive gases is likely to occur from the use of power equipment.
1.2.6.2 Do not park privately owned vehicles in any building or structure other than those designated and approved for this purpose.
1.2.6.3 Water mains and fire hydrants will not be shut off, nor will any maintenance be performed that will interfere with the water supply on the Base without first obtaining permission from the Base Fire Department.
1.2.7 Arc Welding, Torch Welding, Cutting, and Brazing:
1.2.7.1 Welding, cutting, or brazing other than in approved welding shops, will require permission from the Base Fire Department and the issuance of a Welding Permit for open flame work.
1.2.7.2 Only certified welders may operate welding equipment.

1.2.7.3 Inspect all equipment daily for damage, loose connections, or unsafe conditions. Repair or replacement must be made, as required, prior to use.
1.2.7.4 Station fire extinguishing equipment near the welding location.

SECTION 01300 - SUBMITTALS
PART 1 - GENERAL
1.1 PROCEDURES:
1.1.1 Deliver all submittals to the Contracting Officer within 10 calendar days after the Notice to Proceed, unless otherwise specified. Required submittals are shown on the AF Form 66 included with these specifications. Submittals not shown on the AF Form 66 but required on the drawings or specification will be submitted as if they were included on the AF Form 66.
1.1.2 Transmit each item using AF Form 3000. Identify project, Contractor, subcontractor, major supplier; identify pertinent drawing sheet and detail number, and specification section number, as appropriate. Identify deviations from contract documents.
1.1.3 Submit three (3) initial progress schedules in within 7 calendar days of Notice to Proceed. After review by the Contracting Officer, revise and resubmit as required.
1.1.4 Government’s review will be limited to a determination that submittals are in conformance with design concept and general requirements of the project. Approval by the Government shall not absolve the Contractor from his/her responsibilities for specific performance of the item or items submitted.
1.1.5 Submittals shall be accepted only from the Contractor (not sub-contractor or material supplier), who shall check submittals for completeness, accuracy for construction purposes, and conformance with contract requirements and shall indicate his/her concurrence on each submittal.
1.1.6 Unless otherwise specified, submittals for a specific product/material make, model, formula, etc., will be required only upon first use under the provisions of the contract, not for each subsequent task order issued.
1.2 PROPOSED “OR EQUAL” PRODUCTS/MATERIALS:
1.2.1 Submit proposed “or equal” products/materials to the Contracting Officer within 7 calendar days after the date of Notice to Proceed is issued.
1.2.2 Submit all proposed “or equal” products/materials relating to a particular subcontract or trade at one time.
1.2.3 List the following information:
1.2.3.1 Proposed item(s).
1.2.3.2 Amounts for all cost variations.
1.2.3.3 Product Data, and all information required to determine suitability of the proposed product.
1.2.3.4 Impact on other work.
1.2.3.5 Additional information as requested by the Contracting Officer.

1.2.4 Approval or rejection of “or equal” products/materials is at the Contracting Officer's discretion, whose judgment will be final. Factors for acceptability of proposed items are as follows:
1.2.4.1 Quality of materials, structural strength, and details of construction or fabrication.
1.2.4.2 Performance and function.
1.2.4.3 Appearance and finish.
1.2.4.4 Impact on other work shall be identified.
1.2.5 Do not resubmit any previously rejected proposed items.
1.2.6 Use of approved “or equal” products/materials does not relieve the Contractor from compliance with the Contract Documents.
1.2.7 “Or equal” products/materials shall not be installed without prior approval. “Or equal” products/materials installed without prior approval shall be removed and replaced with those indicated or specified, at no additional cost to the Government.
1.3 SAMPLES:
1.3.1 When required by individual specification sections, submit samples that fully illustrate functional characteristics of the product, complete with integral parts and attachments.
1.3.2 Include identification on each sample, giving full information.
1.3.3 Samples will be retained by the Contracting Officer, except in those instances where the specifications permit use of the sample in the actual work.
1.3.4 Provide field finishes at project as required by individual specifications section.
Install sample complete and finished. Acceptable finishes in place may be retained in completed work.
1.4 CONSTRUCTION PROGRESS SCHEDULE: The Construction Progress Schedule shall consist of a minimum of one work element for each applicable division of the specification except Division One. (AF Form 3064)
1.5 SHOP DRAWINGS: Not used
1.6 PRODUCT DATA:
1.6.1 When required by individual specification sections, submit in triple, product data that indicate compliance to listed standards.
1.6.2 Mark each copy to identify applicable products, models, options, and other data;
supplement manufacturers' standard data to provide information unique to the work.
Include manufacturers' installation instructions when required by the specification section.
1.6.3 Trade names of specific products used in this specification are used for purposes of defining general quality and performance. They are not used to preclude the use of
Specs 16‐0001 Page 13 products of equal characteristics by other manufacturers. The Government reserves the right to determine equality.
1.6.4 The Contractor shall submit to the Government with any request for approval of substitutions, complete data including performance and chemical makeup for both the specified and proposed item.
1.7 CERTIFICATES:
1.7.1 Each certificate required by the Contract Documents shall be signed by an officer, agent, or individual lawfully authorized to execute the certificate and such authority shall be cited in the certificate by description, title, or other acceptable evidence.
1.7.2 Certificates shall be sworn and notarized as to correctness and validity of the contents, and copies shall be notarized to be true copies. Deliver all certificates to the Contracting Officer.
1.8 MANUFACTURERS' DETAILED INSTRUCTIONS:
1.8.1 Submit the manufacturers' detailed preparation and installation instructions for various materials specified to be installed in accordance with such instructions.
1.8.2 Furnish copies to all trades involved.
1.9 MATERIALS FURNISHED UNDER STANDARD SPECIFICATIONS:
1.9.1 For various materials specified by reference to standard or reference type specifications, prepare and submit a list of such materials stating manufacturer's name and identifications to extent requested by the Contracting Officer.
PART 2 - PRODUCTS: NOT USED.
PART 3 - EXECUTION
3.1 SUBMITTALS AND TECHNICAL DATA:
3.1.1 Unless otherwise specified, furnish submittals in three (3) copies. One (1) signed and dated copy will be returned to the Contractor after approval or disapproval by the Contracting Officer.
3.1.2 Materials incorporated into the work prior to approval from the Contracting Officer are at the Contractor’s risk. The Contractor may be required to remove and replace them with approved materials at his/her own expense.
3.1.3 Data for operational test reports and commercial warranty and/or guarantee shall be furnished in one (1) copy only.

SECTION 01500 - CONSTRUCTION FACILITIES AND TEMPORARY
CONTROLS
PART 1 - GENERAL
1.1 SANITARY FACILITIES: Provide proper sanitary and adequate toilet facilities for the use of all workers employed on the Project, located where directed, and enforce their use by all personnel on the Project. Enclose and weatherproof toilets and keep in a sanitary condition at all times. The Contractor shall be responsible to maintain the facility in sanitary condition.
1.2 BARRIERS AND BARRICADES:
1.2.1 The Contractor shall be solely responsible for furnishing, erecting, maintaining, and removing all protective barriers, signs, temporary lighting, etc., required for protection of persons and property.
1.2.2 Provide barriers as-required to prevent public entry to construction areas and to protect existing facilities and adjacent properties from damage from construction operations.
1.3 STORAGE AREA AND FENCES:
1.3.1 The Contractor may request approval for an open-air, unsecured storage area on Base for storage of materials and equipment providing such a space is available at that time. The size and location of the area shall be as directed by the Contracting Officer.
1.3.2 The Contractor shall provide his/her own security for the area. The storage area shall be kept in a safe, neat, and orderly manner at all times.
1.3.3 Any security fence used for the storage area shall be erected and maintained by the Contractor at his/her own expense. Upon completion of the contract, the security fence shall be removed from the Base by the Contractor, prior to final payment.
1.3.4 The storage area shall be restored to its original condition prior to final inspection
1.4 REMOVAL:
1.4.1 Remove temporary materials, equipment, services, and construction prior to final payment.
1.4.2 Clean and repair damage caused by installation or use of temporary facilities and restore existing facilities used during construction to original or specified condition.

SECTION 01700 - CONTRACT CLOSEOUT
PART 1 - GENERAL
1.1 CLOSEOUT PROCEDURES:
1.1.1 When the Contractor considers the work has reached final completion, submit written certification that the contract documents have been reviewed, the work has been inspected, and that the work is complete in accordance with the contract documents and ready for final inspection.
1.1.2 Provide the Contracting Officer with a requested date for final inspection, in writing, not less than two (2) working days prior to the proposed date of final inspection. The Contracting Officer will coordinate with the members of the inspection party and establish the final inspection date. If construction deficiencies are identified, a request for reinspection must be given upon correction of the deficiencies.
1.2 FINAL CLEANING:
1.2.1 Execute prior to final inspection.
1.2.2 Clean surfaces exposed to view; remove stains, and foreign substances.
1.2.3 Clean site; sweep paved areas, rake clean other surfaces.
1.2.4 Remove waste and surplus materials, rubbish, and construction facilities from the project and from the site.
1.2.5 Clean storage area and restore it to its condition when issued to the Contractor.

DIVISION 2 - SITEWORK
SECTION 02578 - PAVEMENT MARKINGS
PART 1 GENERAL:
1.1 REFERENCES: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.
1.1.1 Federal Specifications (FS)

1.2. NOT USED
1.3. SUBMITTALS: The following shall be submitted to the Contracting Officer for approval:
1.3.1 Material Test Reports: Testing shall be performed in an approved independent laboratory to determine whether or not the paint and reflective media materials meet the requirements of the specifications: FS TT-B-1325D for glass beads and FS TT-P-1952E for painting markings. Certified copies of the test reports shall be submitted and approved prior to the use of the materials at the jobsite.
1.4. DELIVERY AND STORAGE: All materials shall be delivered and stored in sealed containers that plainly show the designated name, formula or specification number, batch number, color, date of manufacture, manufacturer's name, and directions, all of which shall be plainly legible at time of use.
1.5. EQUIPMENT: All machines, tools and equipment used in the performance of the work shall be approved and maintained in satisfactory operating condition.
Equipment operating on roads and runways will display low speed traffic markings and traffic warning lights.
1.5.1 Paint Application Equipment: The equipment to apply paint to pavements shall be a self-propelled or mobile-drawn pneumatic spraying machine with suitable arrangements of atomizing nozzles and controls to obtain the specified results.
The machine shall have a speed during application not less than 5 mph, and shall be capable of applying the stripe widths indicated, at the paint coverage rate specified in paragraph "APPLICATION," and of even uniform thickness with clear-cut edges. The paint applicator shall have paint reservoirs or tanks of sufficient capacity and suitable gauges to apply paint in accordance with requirements specified. Tanks shall be equipped with suitable air-driven mechanical agitators. The spray mechanism shall be equipped with quick-action
Specs 16‐0001 Page 17 valves conveniently located, and shall include necessary pressure regulators and gauges in full view and reach of the operator. Paint strainers shall be installed in paint supply lines to insure freedom from residue and foreign matter that may cause malfunction of the spray guns. The paint applicator shall be readily adaptable for attachment of an air-actuated dispenser for the reflective media approved for use. Pneumatic spray guns shall be provided for hand application of paint in areas where the mobile paint applicator cannot be used.
PART 2 PRODUCTS
2.1. PAINT: The paint shall be homogeneous, easily stirred to smooth consistency, and shall show no hard settlement or other objectionable characteristics during a storage period of 6 months. Paints for airfields shall conform to FS TT-P-1952E, color as indicated.
2.2. REFLECTIVE MEDIA: Reflective media for airfields shall conform to FS TT-B- 1325D, Type 1 Gradation A.
2.3. SAMPLING AND TESTING: Materials proposed for use shall be stored on the project site in sealed and labeled containers sufficiently in advance of need to allow for testing. Upon notification by the Contractor that the material is at the site, a sample shall be taken by random selection from sealed containers by the Contractor in the presence of a representative of the Contracting Officer. Samples shall be clearly identified by designated name, specification number, batch number, manufacturer's formulation number, project contract number, intended use, and quantity involved. Testing shall be performed in an approved independent laboratory. If materials are approved based on reports furnished by the Contractor, samples will be retained by the Government for possible future testing should the material appear defective during or after application. At the option of the Contracting Officer, the materials may be accepted on the basis of Certificates of Compliance furnished by the manufacturer.
PART 3 EXECUTION
3.1. SURFACE PREPARATION: Surfaces to be marked shall be thoroughly cleaned before application of the pavement marking material. Dust, dirt, and other granular surface deposits shall be removed by sweeping, blowing with compressed air, rinsing with water, sand blasting or a combination of these methods as required. Pavement surfaces shall be allowed to dry, when water is used for cleaning, prior to striping or marking. Surfaces shall be recleaned, when work has been stopped due to rain.
3.1.1 Asphalt Pavements: Allow new asphalt pavements to cure for a period of not less than 30 days before application of paint. Remove dust, clay, silt and sand from the pavement surface prior to application of paint. Where oil or grease are present on old pavements, scrub with several applications of trisodium phosphate
Specs 16‐0001 Page 18 solution and rinse thoroughly after each application. After cleaning, seal with cut shellac to prevent bleeding through the new paint.
3.1.2 Concrete Pavements: On new Portland cement concrete pavements, cleaning operations shall not begin until a minimum of 30 days after the placement of concrete. Clean all new concrete pavements either by sandblasting or water blasting. The surface shall be cleaned to the following extent:
3.1.2.1 No visible evidence of curing compound on the peaks of the textured concrete surface.
3.1.2.2 No heavy puddled deposits of curing compound in the valleys of the textured concrete surface.
3.1.2.3 All remaining curing compound is intact; all loose and flaking material is removed.
3.1.2.4 Peaks of the textured pavement surface are rounded in profile and free of sharp edges and irregularities.
3.1.2.5 Surface to be marked is dry.
3.2. APPLICATION: All pavement markings and patterns shall be placed as shown on the plans.
3.2.1 Paint: Paint shall be applied to clean, dry surfaces, and only when air and pavement temperatures are above 40 degrees F and less than 95 degrees F. Paint temperature shall be maintained within these same limits. Paint shall be applied pneumatically with approved equipment at rate of coverage specified herein. The Contractor shall provide guide lines and templates as necessary to control paint application. Special precautions shall be taken in marking numbers, letters, and symbols. Edges of markings shall be sharply outlined.
3.2.2 Rate of Application: Reflective Markings: Pigmented binder shall be applied evenly to the pavement area to be coated at a rate of 105 plus or minus 5 square feet per gallon. Glass spheres shall be applied uniformly to the wet paint on airfield pavement at a rate of 8 plus or minus 0.5 pounds of glass spheres per gallon of paint.
3.2.3 Drying: The maximum drying time requirements of the paint specifications will be strictly enforced to prevent undue softening of bitumen, and pickup, displacement, or discoloration by tires of traffic. If there is a delay in drying of the markings, painting operations shall be discontinued until cause of the slow drying is determined and corrected.
3.2.4 Reflective Media: Application of reflective media shall immediately follow application of pigmented binder. Drop-on application of glass spheres shall be
Specs 16‐0001 Page 19 accomplished to insure that reflective media is evenly distributed at the specified rate of coverage. Should there be malfunction of either paint applicator or reflective media dispenser, operations shall be discontinued immediately until deficiency is corrected.

DIVISION 02 - SITE WORK
SECTION 02951 - RUNWAY RUBBER REMOVAL
PART 1 GENERAL
1.1 SUBMITTALS: Government approval is required for submittals. The following shall be submitted in accordance with Section 01300 SUBMITTALS
1.1.1 Rubber Removal Equipment: A list of construction equipment including item names and descriptions.
1.1.2 Runway Rubber Removal: Statements regarding the suitability of materials, personnel, and methods proposed to accomplish the work.
1.3 MAINTENANCE OF TRAFFIC
1.3.1 Operation and Performance: The operation of equipment and the performance of work upon and in the vicinity of airfields shall be coordinated with the Contracting Officer and with the Airfield Manager. Neither equipment nor personnel shall use any portion of an airfield without permission of these officers unless the runway is closed. In all cases, verbal communication shall be maintained with the control tower before and during work in the vicinity of the airfield. The control tower shall be advised when work is completed.
1.3.2 Landing and Take-Offs: Emergency landings and take-offs shall take precedence over all Contractor operations. When notified of an emergency situation, the Contractor shall cease all rubber removal operations and immediately clear the runway of all equipment and personnel for a distance of at least 60 meters 200 feet from the edge of the runway.
1.4 RUBBER REMOVAL EQUIPMENT
1.4.1 Mechanical Rubber Removal Equipment: Mechanical rubber removal equipment includes waterblasting, or other approved nonchemical systems. Equipment to be used on Portland cement concretes shall be controlled to remove rubber accumulations and prevent removal of hardened paste from the concrete. Basic hand tools and the following mechanical equipment will be considered acceptable for this project.
1.4.1.1 Water blasting Equipment: Mobile water blasting equipment shall be capable of producing a pressurized stream of water that will effectively remove rubber from the pavement surface without significantly damaging the pavement. Water pressure shall be regulated so that substantially all rubber accumulations are removed during execution of the work.
1.4.2 Chemical Rubber Removal Equipment: Chemical equipment shall be capable of application and removal of chemicals from the pavement surface and shall leave only non-toxic biodegradable residue.
1.5 DELIVERY AND STORAGE: Materials that are required in the approved rubber removal process shall be delivered in original manufacturer's containers and shall be labeled with appropriate EPA, OSHA, or other agency warnings, if applicable. Materials
Specs 16‐0001 Page 21 shall be protected from the environment until their use is required during execution of the work.
1.6 UNIT PRICES
1.6.1 Measurement: Rubber removal will be measured by the number of square yards of runway to be cleaned.
1.6.2 Payment: Rubber removal will be paid for at the contract unit price per square yard of runway rubber removed.
1.7 WEATHER LIMITATIONS: Pavement surface shall be free of snow, ice or slush.
Surface temperature shall be at least 40 degrees F and rising at the beginning of operations. Operation shall cease during thunderstorms. Operation shall cease during rainfall except for waterblasting and removal of previously applied chemicals.
Waterblasting shall cease where surface water accumulation alters the effectiveness of material removal.
PART 2 - PRODUCTS (Not Applicable)
PART 3 - EXECUTION
3.1 RUBBER REMOVAL: The pavement surface shall be of portland cement concrete,.
Chemical methods, if used, shall be compatible with pavement materials, the environment and working personnel. The Contractor shall demonstrate the ability to remove rubber at a touchdown area of the runway selected by the Contracting Officer; at least one site per runway will be chosen. Rubber removal shall be as complete as possible without damage to the pavement surface. The surface texture of the cleaned demonstration area will be compared to that of nonrubber traffic areas to determine satisfactory completion of the removal operation. After approval of the Contractor's operations the cleaned area will become the standard for rubber removal and final surface texture for the remainder of work.
3.2 CLEANUP AND WASTE DISPOSAL: The worksite shall be kept clean of debris and waste from rubber removal operations. Cleanup operations shall be continuous.
Debris and waste materials shall be accumulated and disposed at approved sites.
