Statement of Objectives (SOO)
UPGRADE FIRE SUPPRESSION
CAPABILITIES
Project Number: PXLY070110
Cannon Air Force Base, New Mexico
12 September 2014
1.0 BACKGROUND: The Melrose Air Force Range is located approximately 30 miles west of
Cannon Air Force Base (CAFB) and southwest of the Village of Melrose, New Mexico. The water distribution facilities on the MAFR are used to supply the range contractor facility, a fire station, the explosive ordinance disposal warehouse, and two (2) ground electronic combat control operations facilities. The current water distribution system cannot efficiently support current fire flow requirements for range operations. The production water wells are not capable of supporting additional water flows for filling new water storage tanks.
2.0 OBJECTIVES: The objectives of this Work include but are not limited to:
A. Upgrade the current fire suppression capabilities to comply with the established requirements of Unified Facilities Criteria (UFC) 3-600-01.
B. The scope of work will include the installation and construction of two(2) above grade water storage tanks, structural foundations, concrete hardstands, off-loading pumps and water distribution piping on the Melrose Air Force Range (MAFR) located in Northwest Development Area.
C. New 208V, 3 phase power will be installed to the set of tanks, pumps, and auxiliary equipment for Northwest Development Areas.
D. Following all installation requirements for the water storage tanks a complete start up and testing process will occur prior to turning the water storage tanks over to the Government.
3.0 CONSTRUCTION REGULATIONS:
A. CONCRETE TRUCKS: Cleaning out of concrete trucks on MAFR is prohibited.
Concrete truck chutes, only, may be rinsed at the construction site. Wastewater and concrete from this rinse shall be collected in a high-density polyethylene (HDPE) plastic-lined box or pit provided by the Contractor at the site. At the end of pouring operations, the Contractor shall excavate all the waste and liner and properly dispose of same. The Contractor shall dispose of all concrete debris to an authorized off base site and shall remove any and all concrete debris and residue at the end of the project at no additional cost to the Government. The pit shall be completely backfilled and the site restored to original conditions.
B. CONTRACTOR STORAGE: 27 SOCES shall designate Contractor storage and parking area. All project storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Any contamination of the storage area by a hazardous substance shall be immediately remediated by the Contractor, in accordance with specifications and environmental regulations stated at pre-con briefing, at no additional expense to the Government. C. UTILITIES: Water shall be made available to the Contractor by the Government from a well specified by 27 SOCES. The contractor shall provide a water truck(s) to haul water from well to site. The Contractor shall make the well available to the fire department when required. The water provided is not fit for human consumption. Bottled water must be brought by the contractor for consumption. Electrical power is not available on site.
The Contractor shall provide own rest facilities for workers.
D. RANGE PRECAUTIONS: All construction personnel shall be required to view range safety briefing prior to beginning work. Laser protective eye wear must be available for each worker (see Protective Laser Eyewear below). Site supervisor must be in contact with Range Control Tower, and each vehicle operating under supervisor’s supervision.
Range Operations shall coordinate for one radio at each work site.
1.) PROTECTIVE LASER EYEWEAR: The Contractor is required to use/wear protective laser eyewear when instructed to do so (when laser operations are active) by the Range Control Officer. Laser eye protection shall be in accordance with ANSI Z136.1 and CE EN207 and shall protect from the following laser types: Argon, NDGA/YAG.
Utmost care should be taken to maintain the integrity of these glasses as minor scratches can render them ineffective for use in protecting eyes from laser damage. The Contractor shall propose to purchase one set of eyewear for each prime and subcontractor employee who will be working on this project. The Government will only reimburse the Contractor for the first set of eyewear to be issued to each employee. Any damaged eyewear shall be replaced immediately and the Contracting Officer (CO) shall be notified of such damage and replacement. The Contractor shall be responsible for the costs of replacing the damaged eyewear and will not be reimbursed by the Government. Upon completion of the project, the Contractor shall turn in all undamaged sets of eyewear to the Contracting Officer (CO) such that the Government receives one set of usable laser protective goggles/glasses for every set purchased by the Government through the contract resulting from this solicitation.
E. WELDING, CUTTING AND BRAZING: Fire Protection shall complete inspection of all welding, cutting and brazing operations prior to any operation. The Contractor shall provide the appropriate operable fire extinguisher. Contractor shall comply with OSHA STD29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements) and AFI 91-203 (June 2012) Air Force Consolidated Occupational Safety Instruction. Air Force Form 592 USAF Welding, Cutting and Brazing permit will be issued prior to any operation and shall be kept on site till completion of operation or permit expires. Contact the Construction Manager or Fire Protection at (575) 784-2578 for issuance of permit.
F. SOIL: Soil conditions vary across MAFR. Contractor shall assess existing soil. When existing soil does not meet soil specifications or compaction requirements as stating in the SOO, Drawings, and/or Specifications; the Contractor is responsible for importing soils that meets all specifications and requirements, at no extra cost to the Government. Origins of material and soil tests are required, and both must be approved by Government.
Contractor shall have an approved plan and location for excavated and/or excess soil. Soil shall not negatively impact the existing project construction, accessibility of facility upon completion, or the environment.

1.) BORROW MATERIAL: Borrow material shall be selected to meet the requirements and conditions of the particular fill or embankment for which it is to be used. Borrow material shall be obtained from approved sources, either private or within the limits of the project site, selected by the Contractor. Unless otherwise provided in the contract, the Contractor shall obtain from the owners the right to procure material, pay all royalties and other charges involved, and bear all expense of developing the sources, including rights-of-way for hauling. Borrow material from approved sources on Government-controlled land may be obtained without payment of royalties.
2.) OVERBURDEN MATERIAL: Overburden and other spoil material shall be transported off base. Borrow pits shall be neatly trimmed and graded to drain after the excavation is completed. The Contractor shall ensure that excavation of any area, operation of borrow pits, or dumping of spoil material results in minimum detrimental effects on natural environmental conditions.
3.) BACKFILL: Backfill shall be placed and compacted to at least 90 percent maximum density for cohesive materials or 95 percent maximum density for cohesionless materials, in such a manner as to prevent wedging action or eccentric loading upon or against any structure.
4.) GROUND SURFACE: Ground surface on which fill is to be placed shall be stripped of live, dead, or decayed vegetation, rubbish, debris, and other unsatisfactory material; plowed, disked, or otherwise broken up; pulverized; moistened or aerated as necessary; thoroughly mixed; and compacted. The prepared ground surface shall be scarified and moistened or aerated as required just prior to placement of embankment materials to assure adequate bond between embankment material and the prepared ground surface.
4.0 PERIOD OF PERFORMANCE: This work is to be completed in 180 calendar days or less after Notice to Proceed (NTP). Weekend and federal holiday work is not permitted unless otherwise approved by the Contracting Officer (CO). The Contractor shall provide written notification to the Contracting Officer (CO) fourteen (14) calendar days lead time for proposed work schedule changes. The Prime Contractor superintendent shall remain on-site at all times during construction when workers are present.
5.0 MEETINGS: The contractor shall attend one project kickoff meeting within one week of Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.
6.0 GOVERNMENT FURNISHED INFORMATION: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work.
7.0 DELIVERABLES: The Contractor shall submit for approval all technical data and material samples for all proposed building materials and equipment in accordance with Section 01 33 00:
Submittal Procedures. Submittals must be provided to the designated Contracting Officer (CO) and Contracting Officer’ Representative (COR) or Program Manager (PM):
1.) Project Schedule: Within one week of notice to proceed, provide a legible project schedule in printed and PDF format for design services to include dates of anticipated site visits, team meetings, and other milestone dates.
2.) As-Built Construction Drawings and Specifications: Upon completion of construction, provide redlined drawings and specifications indicating any departures from the original contract documents.

3.) Operation and Maintenance Manuals: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.
4.) Geographic Information Systems (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force.
When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:
• DATUM – WGS84
• Coordinate System – UTM
• Units – Meters
• Data in attribute Table will be SDSFIE version 2.6 Compliant
• Shapefile Geodatabase format
