PERFORMANCE WORK STATEMENT (PWS)

14 August 2019

1.0 DESCRIPTION OF SERVICES

1.1 General. The contractor shall be responsible for the completion of all services outlined in this PWS in accordance with Department of Defense, United States Air Force, Air Combat Command (ACC), 23d Wing, 23d Wing Chaplain (23d WG/HC) and Archdiocese of Military Services regulations, policies, instructions, and laws. The contractor shall plan, organize, and coordinate all activities for the Catholic community with input from the Catholic Parish Advisory Council (CPAC). The contractor’s areas of responsibility include presiding at all required Catholic liturgical, worship and religious rites and activities. The contractor is also responsible for the overall development, coordination and management of any other Catholic- related programs, budget and publicity approved by the 23d WG/HC and in accordance with the Moody Chapel Ministry Plan. Governing guidance comes from DoD, AF, The AMS and Air Force Chaplain Corps governmental directives, policies and instructions as applicable.

1.2 Location. 23d WG, ACC, 23d WG/HC, Moody AFB GA 31699-1501

1.3 Description of Work. The contractor shall furnish all personnel, transportation and services necessary for a contract Catholic Priest position at Moody AFB Chapel.

1.4 Hours of Work. The contractor shall provide regular office hours to meet the sacramental ministry needs of Catholic Airmen and their families. The schedule may be adjusted to meet requirements for duties outside of the normal 7:30 a.m. – 4:30 p.m. duty hours.

1.4.1. The contractor must respond to any emergency calls within one hour of receiving the call, to include travel to Moody AFB within the one-hour timeframe.

1.4.2. The office hour schedule will be coordinated with the Wing Chaplain in order to maximize customer service to Moody Catholic community.

1.4.3. The contractor is required to give the Wing Chaplain a two-week notice of any period of absence.

1.4.4. A substitute must be of equal or greater capability than contractor.

1.4.5. The contractor shall provide written documentation of all substitutions indicating name and date of substitutions.

1.5 QUALIFICATIONS AND EXPERIENCE

1.5.1. The contractor shall be a validly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church and must be endorsed by document.

1.5.2. The contractor shall provide written proof of permission from his diocesan bishop or religious superior to enter into these services, and must be endorsed by the Ecclesiastical Endorsement from the Archdiocese for the Military Services (AMS), USA (http://www.milarch.org/) prior to contract start. It is the regular policy of the AMS to grant endorsements only to those priests who will be contracting directly with the contracting office of a military installation. The AMS will not endorse a priest who is subcontracted by a third-party contractor.

1.5.3. The contractor shall be a positive and self-directed individual with high standards of personal and moral conduct/decorum.

1.5.4. The contractor shall be able to work cooperatively with chaplains, religious affairs airmen and other chapel contractors in an ecumenical/interfaith setting.

1.5.5. The contractor shall have knowledge of military customs and courtesies or be willing to learn.

1.5.6. The contractor must immediately notify the Wing Chaplain, or designated representative, of any change in ecclesiastical/endorsement status.

1.6 Duties and Responsibilities

1.6.1. The contractor shall conduct all religious services including Sunday Mass with an opportunity for the Sacrament of Reconciliation, Holy Day Masses/Special Services as scheduled and required including Ash Wednesday Services, Christmas Services, Easter Services, Lent/Advent Penance Services, and Holy Triduum Services. Mass/Services will normally last one hour, and not more than one and a half hours. The contractor will arrive not later than 30 minutes prior to the beginning of services.

1.6.2. The contractor shall conduct sacraments including reconciliation, baptisms, and weddings, and provide Catholic services including annulments, counseling (e.g. Catholic premarital counseling), and invocations/benedictions when a Catholic Priest is specifically requested by Active Duty members.

1.6.3. The contractor shall lead, help plan, and participate in, all Catholic community fellowships, parish events, and Catholic Religious Education program, as the installation’s Catholic Director of Religious Education.

1.6.4. The contractor shall perform administrative duties including attend staff meetings as available, plan and attend all Catholic Parish Advisory Council meetings, daily compile ministry information for the Air Force Chaplain Corps Statistical Report (AFCCARS) statistical data form, complete necessary documentation for the purchasing of Catholic supplies utilizing Chapel Tithes and Offering Fund (CTOF), and any necessary training to become proficient in administrative duties.

1.6.5. The contractor shall conduct a Daily Mass (Monday - Friday) a minimum of 10 days per month. Daily mass will normally last 30 minutes, but not more than one hour.

1.6.6. The contractor shall attend staff meetings (a minimum of 4 per quarter) on the date and time set by the Wing Chaplain or designate. Staff meetings are normally every other week and will normally last one hour, but not more than an hour and a half. The contractor shall arrive at the chapel facilities at least 10 minutes prior to meeting start time.

1.6.7. The contractor shall assist the Wing Chaplain and chapel staff in developing goals and objectives that meet Air Force, ACC, and 23d Wing and Catholic requirements.

1.6.8. The contractor shall provide technical expertise to the Wing Chaplain and the chapel staff regarding spirituality, traditions, laws, policies, procedures, directives, worship, devotions, and sacramental preparation requirements of the Catholic Church and the AMS.

1.6.9. The contractor shall recruit and train volunteers to support Catholic and chapel sponsored activities and programs.

1.6.10. The contractor shall provide technical expertise and recommendations to the Wing Chaplain concerning Catholic service funds, the Catholic portion of Chapel Tithes and Offering Fund (CTOF), and needed resources including equipment, supplies and space to ensure accomplishment of parish goals and objectives.

1.6.11. The contractor will maintain records relating to religious education programs including family database, program registrations, class lists, and volunteer information, as well as sacramental records and pre-marital records and marriage documentation for AMS permanent records. The Contractor will ensure that personal information protections are applied IAW Privacy Act requirements.

1.6.12. The contractor shall schedule and lead regular parish advisory council meetings, generally one per month but no less than 2 per quarter, to foster pastoral activity and to address Catholic community-related concerns and issues. The contractor shall preside over the meetings and take minutes or ensure minutes are taken and made available to Moody AFB chapel attendees.

1.6.13. The contractor shall serve as a liaison maintaining a working relationship between the AMS, the Savannah Diocese, the clergy of the local Catholic parishes, and home parishes of base personnel, 23d Wing unit commanders, First Sergeants, senior enlisted personnel and base support agencies.

1.6.14. The contractor shall coordinate, plan, calendar, and schedule with other Moody AFB organizations concerning Catholic-related events, ceremonies, and sacraments as appropriate.

1.6.15. The contractor shall provide direction, instruction, counseling and assistance with applications, testimony, documentation and the processing of annulment applications to all of those wishing to petition for a marriage.

1.6.16. The contractor shall serve as point of contact, reachable by telephone, or email, for all on and off base emergencies requiring Catholic support or assistance to include visitation and anointing of the sick when necessary.

1.6.17. The contractor shall provide pastoral and spiritual care to Catholic family members within 24 hours of death notification and assist in the planning and preparation of funeral services.

1.6.18. The contractor shall maintain proficiency or currency in any required Air Force Chaplain Corps or in house staff training plan.

1.6.19. The contractor shall meet regularly with other Catholic community contractors (e.g. Parish Coordinator, RE Coordinator) to coordinate ministry efforts, develop activity calendars and budgets, and plan for program needs.

1.6.20. All proposed sub-contractors must comply with the requirements prescribed in PWS 1.4.

1.6.21. Roman Catholic clergy who are contractors are not chaplains and shall not use the duty title of “chaplain.”

1.6.22. Similarly, as the contractor is not a chaplain, he may not perform the duties of leadership advisement or unit engagement, as these duties are restricted to military chaplains.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES (GFP).

3.1 Equipment and Supplies. The Government shall provide Government/Chapel facilities, equipment, and supplies necessary to fulfill this contract.

3.1.1. The contractor shall have joint use of all available equipment necessary for performing services required by this contract.

3.1.2. The contractor shall use established local procedures to submit for new or replacement equipment used as part of their normal contract work.

3.1.3. The 23d WG/HC will provide required Government forms used in the performance of this contract.

3.1.4. The 23d WG/HC will provide training on reports, forms, regulations, policies, procedures as well as initial and continuing orientation and training.

3.2 Facilities. The contractor shall have the use of the following facilities for performance under this contract: 23d Wing Chapel, 5120 Austin Ellipse, Moody AFB, GA 31699-1501, or other facilities as provided.

3.2.1. An office space will be provided, as appropriate. A local and long distance telephone service will be available to perform service under this PWS.

3.2.2. The Government will not be responsible for loss or damage of personal items brought into the chapel.

3.2.3. The Wing Chaplain will provide support services required, to include utilities, telephone, and general distribution services.

3.2.4. The contractor will be authorized to use all administrative and clerical support in the same manner as assigned USAF chaplains. This will include, but is not limited to, copy and fax machines, religious library, installation distribution, and Class “A” and Defense Switching Network (DSN) telephone lines. These items will be used for official government business only.

3.2.5. The contractor shall be responsible for safeguarding all Government property provided for contractor use.

3.3 Conferences and Training

3.3.1. One ecclesiastical endorser conference of not more than seven days located within CONUS, including travel, lodging, meals, conference fees and incidentals. Travel trip will be paid in accordance with the unit Price amount. Costs to cover travel trips in excess of the unit price amount will be determined by the Contracting Officer in accordance with equitable adjustment procedures. Travel costs may not exceed the max rates in the Joint Travel Regulation. If trip not utilized by the end of the performance period, CLIN shall be partially terminated and funds de-obligated. All other endorser conferences/training/retreats are at the contractor’s expense.

4.0. GENERAL INFORMATION

4.1. Must be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary.

4.2. Maintain professional conduct and present self in a neat, clean and well-groomed manner.

4.3. Maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.

4.4. The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy. The contractor must be able to work in an environment that accommodates all faith traditions but will not be required to perform duties that are incompatible with the Catholic faith or his professional role.

4.5. Contractor shall provide information necessary for successful completion of a background investigation in accordance with Department of Defense Instruction (DODI 1402.5).

4.5.1. Failure to cooperate with a background check by providing necessary documentation, fingerprints or other information needed for its completion or the reception of a derogatory report will result in elimination from consideration for the contract or termination of the contract if it has already been awarded.

4.5.2. In accordance with DODI 1402.5 paragraph E 6.4.1.4. The contractor may begin work before completion of the background checks, provided when working with minors he is within sight of an individual who has successfully completed a background check.

4.5.3. In accordance with DODI 1402.5 paragraph E6.6.2 payment of the background check is the responsibility of the requesting Service or agency.

4.6. The contract may be terminated in accordance the termination clauses contained within the contract.

4.6.1. The Wing Chaplain or designee (Superintendent, Chapel Operations), will monitor and inspect the contractor’s performance.

4.6.2. The contractor will be notified in writing immediately of any and all noncompliance.

4.7 DISPUTES.

4.7.1. Any grievance by the contractor should be resolved at the lowest level. The chain of command is as follows: Contract Officer, and the Wing Chaplain.

4.8 CONTRACTOR PERFORMANCE

4.8.1. CONFLICT OF INTEREST

4.8.1.1. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD Directive 5500.7 and Air Force policy.

4.8.1.2. Government Performance of Service during Labor Strikes. Because the services outlined (indicated) in this contract are critical, the Government reserves the right to take over performance of this contract in the event of a labor strike by the contractor’s employees. At the direction of the contracting officer, the contractor shall agree to remove its non-striking workforce from the performance site and prevent interference with continuum operations. The contractor shall, under such circumstances, permit the Government to use any contractor-furnished property necessary. The Government will compensate the contractor for use of such property.

4.8.1.3. Performance of Services during Crisis Declared by the National Command Authority or Overseas Combatant Commander. On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours. Emergency situations (i.e., accident and rescue operations, civil disturbances, natural disasters, military contingency operations, and exercises) may necessitate the contractor provide increased or reduced support as determined by the contracting officer. The Government will negotiate an equitable adjustment with the contractor for the cost of these emergency requirements.

4.9 OPERATIONS SECURITY (OPSEC) REQUIREMENT

4.9.1. Contractor will practice OPSEC to protect critical information for specific government contracts and subcontracts.

4.9.2. Contractor will consider OPSEC for all contractual requirements.

4.9.3. Contractor will protect critical, sensitive and for official use only (FOUO) contracted information. The user organization will provide OPSEC guidance for the contractors.

4.9.4. The following OPSEC guidance is provided:

Organization’s critical information list Adversaries’ collection threat information as it applies to the organization’s mission and the contract, (phishing, dumpster diving, etc.), Operations security guidance (AFI 10-701), Specific OPSEC measures the organization requires100% shred policy, Out-of-office replies/messages, Email guidance with respect to OPSEC, OPSEC training

4.9.5. All required OPSEC training will be provided free to mission partners and contractor from the government user organization OPSEC coordinators upon contract award.

4.10 NETWORK ACCESS

4.10.1. Network Access. The Contractor, with a valid National Agency Check verified through Joint Personnel Adjudication System (JPAS) or validation from the on-site Contractor’s security manager, shall be provided access to the hosting bases unclassified computer networks and their inherent capabilities including, but not limited to: Internet access, electronic mail, file and print services. The Contractor shall be held accountable for all actions that he or she initiates while on the network and shall conduct his or her business in accordance with all AF and local base instructions, manuals, and policies. Any conduct that does not adhere to sound or just network usage as stipulated in official guidance will cause revocation of all network privileges. All personnel having access to Government program information will be required to execute nondisclosure and information protection agreements. The Government will supervise the release of data from the Information Management System and will designate an individual to oversee and advise the contractor on all data released and/or exported from the system.

4.10.2. In order for the contractor to use the base network, he or she shall complete all the paperwork and forms necessary for a National Accreditation Check. The cost of the check will be paid for by the government. The contractor shall also complete the Informational Awareness Training, including passing a final test, within three (3) days of starting the position.

4.11 PASS AND INDENTIFICATION

4.11.1. The contractor shall ensure the pass and identification items (valid driver’s license, current vehicle registration and current insurance) required for the contract performance is obtained for employees and non- government owned vehicles with the Moody AFB Security Office/Visitors Center.

5. RECORDS MANAGEMENT

5.1. All records, files, and documents, regardless of media (e.g., paper, electronic, etc.), as described in this PWS, which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.

5.2. The Contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, AFMAN 33 363, paragraph 6.4, AFMAN 33-364, paragraph 2.10 and the Air Force Records Disposition Schedule which may be accessed from the following web address: https://www.my/af.mil/afrims/afrims/afrims/rims.cfm.4

5.3. Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act. The Moody AFB Records Management Office (23 CS/SCXKR), 257-3500, will provide assistance and training to the Contractor to ensure compliance with federal record keeping requirements. The Contractor will submit all required sacramental paperwork to AMS.

6. CONTRACTOR MANPOWER REPORTING. The Contractor shall report ALL Contractor labor hours (including subcontracting labor hours) required for performance of services provided under this contract for the Catholic Priest Services at Moody AFB via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance each government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2015. Contractors may direct questions to the help desk at http://www.ecmra.mil/

These publications are available in the Base Chapel and maintained by the Government.
