Statement of Work 38 RQS/Red Team Parachute Transition Training
24-31 July 2018
1. Scope. This Statement of Work (SOW) defines the effort required by Contractor to supply instructional services/training opportunities for Pararescue (PJ) operations and procedures outlined below. All of these services shall be provided at Valdosta Regional Airport during the period of performance. This will include PJ specific evolutions on specific dates.
2. Background. The contractor shall provide support logistics USPA Certified Advanced Freefall Instructors, FAA certified parachute riggers, Skyvan aircraft on the Military Approved for Use List. Contractor responsible for contacting Valdosta Flying Service to arrange berthing of aircraft and for any other ground servicing requirements.
2.1 Applicable Documents:
-Guardian Angel Direct Deployment Method Syllabus of instruction. (Attached)
3. Requirements.
3.1. Instructor Qualifications. The contractor shall be responsible for providing instructors with the following qualifications/certifications:
3.1.1. Instructors must be nationally recognized members of the USPA as Advanced Freefall Instructors
(AFFI) (provide certification with quotation)
3.1.2. Instructors must be equipped with a helmet mounted camera (Go-Pro or equivalent)
3.2 Training Requirements. Training shall be conducted 24 Jul through 31 Jul 2018 both day and night in accordance with the intended schedule. The contractor shall be responsible for providing a training infrastructure/asset capable of the following:
Double Bag Static Line Transition (Day of training (DOT) 1)
-Blade Hours Est: 3 -16 Jumpers/3 Jumps Ea -6 lifts/1 pass ea (5,500 AGL)
Hand Deploy Transition (DOT 2) -Blade Hours Est: 3 -16 Jumpers/3 jumps Ea -6 lifts/1 pass ea @10,000 AGL -8 x AFFI w/ Helmet Mounted Camera/6 jumps EA (1x 38 RQS MFFI/AFFI) -48 RA-1 Repacks -48 Sport rig repacks
Hand Deploy Transition (DOT 3) -Blade Hours Est: 3 -16 Jumpers/3 jumps Ea (2 Jumps ea for Hand deploy transition w/ AFFI plus one jump on their own) -6 lifts/1 pass ea @10,000 AGL -8 x AFFI w/ Helmet Mounted Camera/4 jumps EA (1x 38 RQS MFFI/AFFI) -48 RA-1 Repacks -48 Sport rig repacks
Team Jumps (DOT 4)
-Blade Hours Est: 3 (1 Day/2 Night) -16 Jumpers/3 jumps Ea (Space/Weight dependent in aircraft) -3 lifts/1 pass ea @10,000 AGL (may have to do 6 lifts based on capacity of aircraft) -48 RA-1 Repacks
Team Jumps (DOT 5) -Blade Hours Est: 3 (1 Day/2 Night) -16 Jumpers/3 jumps Ea (Space/Weight dependent in aircraft) -3 lifts/1 pass ea @10,000 AGL (may have to do 6 lifts based on capacity of aircraft) -48 RA-1 Repacks
3.3. Required Skills/Capabilities.
3.3.1 FAA Certified Riggers qualified on the Military RA-1 parachute system. 38 RQS senior parachute rigger can provide training as required.
3.3.2 FAA Certified Pilots to fly both day and night iterations
3.3.3 USPA Certified Advanced Freefall Instructors
3.3.4 Skyvan Aircraft as listed on the Military Approved for use list.
3.4. Miscellaneous
3.4.1 All training is required to take place in the Valdosta area.
4. Records Management
4.1 All records, files and documents, regardless of media (e.g., paper, electronic, etc.), as described in this SOW which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.
4.2 The Contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, AFMAN 33-363, AFMAN 33-364, paragraph 2.10 and the Air Force Records Disposition Schedule which may be accessed from the following web address: https:??www.my/af.mil/afrims/afrims/afrims/rims.cfm.4
4.3 Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act. The Moody AFB
Records Management Office (23 CS/SCXKR), 257-3500, will provide assistance and training to the
Contractor to ensure compliance with federal record keeping requirements.
