Q1. Place of performance is listed as Valdosta Regional Airport (a tower controlled airport in Class D airspace)
How many surveyed drop zones are on the airport and are they listed on the AZAR?
A1. The 38 RQS maintains an exclusive use agreement with the Valdosta Regional Airport in order to facilitate our local training. The 38 RQS maintains a local (non-published) DZ survey approved by our group commander authorizing the use of this DZ. There is only one survery for this airfield. The 38 RQS can provide if necessary for planning purposes. The tower and airfield management reserve the right to restrict operations to facilitate commercial aircraft operations (4 flights/day).
Q2. With all military parachute programs, there must be an active duty DZSO, medic and malfunction officer. Will the government provide said personnel so as to be compliant with AFI 11-410 for ground party personnel?
A1. Yes, the 38 RQS will provide all personnel required by AFI 11-410. Additionally, the 38 RQS will provide ground based escort as required per MOU with VLD Regional to provide transportation in/around the controlled airfield.
Q3. Will the 16 jumpers in attendance have more than one parachute per man (ie each trainee to have 3 rigs each)?
A1. All jumpers will have 3 assigned parachutes per day. This will negate the need for riggers to quick turn military parachutes between lifts. However, riggers will be required to quick turn instructor parachutes between lifts as necessary to meet mission requirements.

In the RFQ it states the following -

0004 FAA Riggers 6 Ea
Ref CLIN 0001 : is 16 hours the total blade time allowable for the RFQ. With 5 days at 3 hrs work time, are you allowing any ferry/repositioning time?
A4.1: It is implied that this contract will require aircraft to be ferried in from outside the local area and that the cost for such costs will be contained in the quote. The 16 blade hours is solely for the required time for this training to occur.
Q5. Ref CLIN 0003 : The CLIN asks for 6? However, the SOW lists 8 x AFFI w/ Helmet Mounted Camera/4 jumps EA (1x 38 RQS MFFI/AFFI), Please clarify.
A5.: The SOW reflects the correct number of AFFI's required (8). Two students per instructor.
This number was recently changed and may not have been updated on the CLIN.
Q6. Is there an incumbant contractor or contract number for this requirment?
A6: There have been no requiremts similar to this due to location, so there is not incumbent contractor or contract number.
Q7. We understand that there is a requirement for 8 AFFI with video capability. Are those instructors required for all five (5) days of training or just for the two (2) days (DOT 2 and DOT 3) that they are listed on the SOW?
A7. The AFFIs are needed for the completion of the syllabus of training which weather permitting will only be two days of training and likely DOT 2 and DOT 3.
Q8. Who will be responsible for teaching the transition classes?
A8. The AFFI's are responsible for teaching the transition classes as applicable. The military jumpmasters will be responsible for all briefings, emergency procedures, spotting and wind drift calculations.
Q9. Is there a minimum size to the hangar you’re requesting?
A9. We are requesting hangar space from Valdosta Regional airport for packing a staging purposes; 2500 sq ft would be the ideal.
