DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01010 - SUMMARY OF WORK
1.1 STATEMENT OF WORK: The indefinite delivery indefinite quantity (IDIQ) work covered by these specifications consists of furnishing all plant, labor, equipment and materials for site preparation, demolition, repair and construction of airfield pavements systems at Moody AFB, Georgia, complete, ready to use in accordance with these specifications. The work in this contract is to be coordinated between the Government and Contractor prior to starting.
1.2 USE OF PREMISES: During the entire contract performance period, the airfield will be occupied. Coordinate and cooperate with the using personnel in scheduling operations to minimize conflict and to facilitate government usage. Work may be required during non-flying hours.
1.3 UTILITIES: Where available, water will be furnished to the Contractor by the Government from the Government’s existing system at no cost. Connection and disconnection is at the Contractor’s expense. Connections must be approved by Contracting Officer’s representative.
Telephone expenses are the responsibility of the Contractor.
1.4 “AS-BUILT” DRAWINGS (RECORD DRAWINGS):
A. Maintain at the jobsite one set of airfield pavement drawings marked to show all slab and joint locations for repair.
B. Where a choice of materials or methods is permitted or where variations in scope from that of the original contract are authorized, mark the drawings to define the construction actually provided.
C. Use standard drafting practices to represent such changes and include supplementary notes, legend, and detail as necessary to clearly portray the as- built construction.
D. On completion of the work, deliver to the Contracting Officer one set of AS-Built Drawings in accordance to the AF Form 66 for approval and acceptance.
1.5 WORK SCHEDULE:
A. The Contractor shall schedule the work during daylight hours on Monday through Friday, except Federal Holidays unless otherwise approved by the Contracting Officer.
B. The Contractor may be required to work during non-flying hours.
C. Performance periods shall be negotiated for each delivery order based on amount of work, time of year, anticipated weather delays, and location of work.

1.6 OPERATIONS ON THE AIRFIELD
A. Flightline access: Check in and check out with the Base Operations Dispatcher daily. Contact 3470SS/OSAA, 257-3306 for flightline training.
1. During check-in, advise the dispatcher of intended work areas and type of work scheduled.
2. While on any runway, taxiway, or approach area, immediately remove any dirt, debris, or other material spilled or caused by the Contractor’s operations.
3. During check out, brief the dispatcher on completed work and status of any airfield facilities affected by the work.
B. Airfield communication: Maintain communications with Base Operations and the air traffic control tower at all times.
1. Furnish all work groups working within 100 feet of or on a runway with two-way radios tuned to the ramp net frequency, which may be obtained by contacting 3470SS/OSAA at 257-3306. Provide sufficient radios to allow immediate and simultaneous communication with all work groups.
2. When emergency or operational interruptions of work become necessary, respond immediately. When directed by Base Operations or the air traffic control tower, move all equipment and personnel a minimum of 500 feet from the emergency scene or work site.
C. FOREIGN OBJECT DAMAGE (FOD) CONTROL: Contractor shall eliminate all FOD potential through use of sweeping and housekeeping up to 15 minute intervals or as aircraft dictate, timing construction and demolition work to accommodate aircraft operations, and securing equipment and materials against potential jet blasts (i.e. cans, construction debris, rags, etc.). These clean-up activities are not all-inclusive and may require additional preventative measures as dictated by the Government.

SECTION 01031 - INTERFACING OF NEW AND EXISTING WORK
PART 1 - GENERAL
1.1 SECTION INCLUDES: Quality of work and materials to be used/reused, protection of new and existing work, and transition between existing and new work.
1.2 QUALITY OF WORK:
A. Assign the work of moving, removal, cutting, and patching to trades qualified to perform the work in a manner to cause the least damage to each type of work, and provide means of returning surfaces to equal or better condition than before work started.
B. Perform cutting and removal work to remove minimum material necessary and in a manner to avoid damage to adjacent work. Cut concrete surfaces in a straight line or at a natural point of division.
PART 2- PRODUCTS
2.1 SALVAGED MATERIALS: Do not incorporate salvaged or used material in new construction except with approval of the Contracting Officer.
2.2 PRODUCTS FOR PATCHING, EXTENDING, AND MATCHING:
A. Provide same products or types of construction as that in existing pavements as needed to patch, extend, or match existing work.
B. Generally, Contract Documents will not define products or standards of workmanship present in existing construction. Contractor shall determine products by inspection and any necessary testing.
PART 3- EXECUTION
3.1 PROTECTION: Protect from damage by adjacent work all existing structural members, finishes, facility systems and equipment that are to remain. Also provide temporary enclosures, waterproofing or other means to protect remaining existing work and new work from damage by weather or temperature/humidity extremes.
3.2 PERFORMANCE: Cut, move, or remove items as necessary to provide access or to allow alterations and new work to proceed. This includes:
A. Removal of items and items serving no useful purpose such as abandoned piping, conduit and wiring, unless otherwise indicated.
B. Removal of unsuitable or extraneous materials not marked for salvage, such as debris and deteriorated concrete.

3.3 DAMAGED SURFACES: Patch and replace any portion of an existing finished surface which is found to be damaged, discolored, or shows other imperfections with matching material.
3.4 TRANSITION FROM EXISTING TO NEW WORK:
A. When new work abuts or finishes flush with existing work, make a smooth and workmanlike transition.
B. When finished surfaces are cut in such a way that a smooth transition with new work is not possible, terminate existing surface in a neat manner along a straight line at a natural line of division.

SECTION 01045 - CUTTING AND PATCHING
PART 1 - GENERAL
1.1 SUBMITTALS:
A. Submit a written request to the Contracting Officer in advance of cutting or alteration which affects:
1. Structural integrity of any element of project.
2. Integrity of weather-exposed or moisture-resistant element.
3. Work of Government or any airfield operations.
B. Include the following in the request an identification of the project, a location and description of affected work, and a description of proposed work, tools and equipment to be used.
PART 2- PRODUCTS
2.1 MATERIALS:
A. Use the same material as the original installation, unless specifically indicated otherwise in the drawings and technical sections of a specification.
B. For any change in materials, submit a request for use of “or equal” products/materials in accordance with Section 1300 and the AF Form 66 for approval and acceptance.
PART 3- EXECUTION
3.1 INSPECTION: Inspect existing conditions including elements subject to damage or movement during cutting and patching. Beginning of cutting or patching means acceptance of existing conditions.
3.2 PERFORMANCE:
A. Execute work by methods to avoid damage to other work or portions of project and which will provide proper surfaces to receive patching and finishing.
B. Restore damages with new products in accordance with contract requirements.

SECTION 01060 - REGULATORY AND FIRE PROTECTION REQUIREMENTS
1.1 AIR FORCE REGULATIONS: The Air Force Safety and Health Standard: AFR127-12, Air Force Occupational Safety and Health Program, and applicable standards, shall apply to this work:
1.2 FIRE PROTECTION:
A. The Base Fire Chief or his/her representative will attend pre-construction conferences to brief contractors on pertinent fire regulations and to provide guidance for fire safe operations during contract performance. Fire prevention guidance will be furnished to the Contractor for briefing to his/her personnel.
B. It is the responsibility of any person who discovers a fire to report it immediately, even when it is extinguished without the aid of the Fire Department. To do this:
1. Notify and evacuate persons in the area.
2. Report the fire by dialing the Base emergency number, extension 911.
3. Give the Fire Department the following information: Name of person reporting the fire, type of fire (grass, automobile, etc.), and exact location of the fire.

SECTION 01090 - REFERENCE STANDARDS, ABBREVIATIONS, AND
ADDRESSES
1.1 APPLICABILITY OF REFERENCE STANDARDS:
A. For products or workmanship specified by association, trades, or Federal Standards, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes.
B. The publications listed in the various specification sections form a part of the specification to the extent referenced. Disregard payment provisions contained in any portion of the referenced specifications and standards.

SECTION 01300 - SUBMITTALS
1.1 SECTION INCLUDES: Submittal procedures, shop drawings, product data, certificates, manufacturers’ instructions, and materials furnished under standard specifications.
1.2 PROCEDURES:
A. Deliver all submittals to the Contracting Officer in accordance to the AF Form 66 for acceptance and approval.
B. Transmit each item using AF Form 3000. When required by individual specification sections, submit samples that fully illustrate functional characteristics of the product. Identify project, Contractor, subcontractor, major supplier; identify pertinent drawing sheet and detail number, and specification section number, as appropriate. Identify deviations from contract documents.
Contractor may submit “Letter of Intent” attached to AF 3000 identifying sections where material used will be as specified.
C. Government’s review will be limited to 7 working days if submittals are in conformance with design concept and general requirements of the project. Approval by the Government shall not absolve the Contractor from his/her responsibilities for specific performance of the item or items submitted.
D. Submittals shall be accepted only from the Contractor (not a sub-contractor or material supplier), who shall check submittals for completeness, accuracy for construction purposes, and conformance with contract requirements and shall indicate his/her concurrence on each submittal.
E. Unless otherwise specified, submittals for a specific product/material make, model, formula, etc., will be required for each subsequent task order issued.
1.3 SHOP DRAWINGS:
A. When required by individual specification sections, submit drawings in accordance with AF Form 66 for approval and acceptance. These drawings will be retained by the Government.
“Shop Drawings” are defined as drawings, diagrams, illustrations, schedules, performance charts, brochures and other data prepared by the Contractor or any subcontractor, manufacturer, supplier, or distributor, which illustrates how specific portions of the work shall be constructed, fabricated and/or installed.
B. Shop drawings shall be prepared by persons competent and experienced in the trade involved.
Accuracy and completeness of Drawings shall reflect field measurements and conditions and shall show the relationship of the item to adjacent materials.

C. Shop drawings are not part of the contract documents. Contract documents are prepared under the guidance of the design professional. Shop drawings by long standing tradition in the construction industry and are usually prepared by trades people who are not registered architects or engineers.
D. The purpose of shop drawings is not to depict or define design but it is to show how the construction document or requirements are to be implemented.
1.4 PRODUCT DATA:
A. When required by individual specification sections submit product data, according to the AF Form 66 for approval and acceptance, which indicates compliance to listed standards.
B. Mark each copy to identify applicable products, models, options, and other data; supplement manufacturers’ standard data to provide information unique to the work. Include manufacturers’ installation instructions when required by the specification section.
C. Trade names of specific products used in this specification are used for purposes of defining general quality and performance. They are not used to preclude the use of products of equal characteristics by other manufacturers. The Government reserves the right to determine equality.
The Contractor shall submit to the Government with any request for approval of substitutions, complete data including performance and chemical makeup for both the specified and proposed item in accordance with the Federal Acquisition Regulations System Clause 52.236-5, Materials and Workmanship, April 1984.
1.5 CERTIFICATES:
A. Each certificate required by the Contract Documents shall be signed by an officer, agent, or individual lawfully authorized to execute the certificate and such authority shall be cited in the certificate by description, title, or other acceptable evidence.
B. Deliver all certificates to the Contracting Officer.
1.6 MANUFACTURERS’ DETAILED INSTRUCTIONS:
A. Submit the manufacturers’ detailed preparation and installation instructions for various materials specified to be installed in accordance with such instructions.
B. Furnish copies to all trades involved.
1.7 MATERIALS FURNISHED UNDER STANDARD SPECIFICATIONS: For various materials specified by reference to standard or reference type specifications, prepare and submit a list of such materials stating manufacturer’s name and identifications to extent requested by the Contracting Officer.

1.8 SUBMITTALS AND TECHNICAL DATA:
A. Furnish all submittals in accordance with the AF Form 66. The AF Form 3000, once signed and dated, will be returned to the Contractor after approval or disapproval by the Contracting Officer.
B. Materials incorporated into the work prior to approval from the Contracting Officer are at the Contractor’s risk. He/she may be required to remove and replace them with approved materials at his/her own expense.
C. Data for operational test reports and commercial warranty and/or guarantee shall be furnished according to the AF Form 66.

SECTION 01400 - QUALITY CONTROL
PART 1 - GENERAL:
1 .1 SECTION INCLUDES: Information concerning workmanship, manufacturers’ instructions and certificates, testing laboratory services, and applicable publications.
1.2 WORKMANSHIP:
A. Comply with industry standards except when more restrictive tolerances or specified requirements indicate more rigid standards or more precise workmanship.
B. Work shall be performed by persons qualified to produce workmanship of specified quality.
C. Where specific instruction in these Specifications require that a particular product and/or materials be installed and/or applied by “approved applicator” of the manufacturer, it shall be the Contractor’s responsibility to ensure that any subcontractors used for such work be approved applicators.
1.3 MANUFACTURERS’ INSTRUCTIONS AND CERTIFICATES:
A. When required by individual Specifications section, submit manufacturer’s printed instructions, in accordance with Section 01300, for product data, assembly, installation, and finishing.
B. Comply with instructions in full details including each step in sequence. Should instructions conflict with Contract Documents, request clarification from the Contracting Officer before proceeding.
C. When required by individual Specifications section, submit a manufacturers’ certificate, in accordance with the AF Form 66, that the product meets specified requirements.
1.4 TESTING LABORATORY SERVICES:
A. The Government will use the results of material testing accomplished by the Contractor to evaluate the construction for acceptance. Monitoring by the Government does not relieve the Contractor of responsibility for monitoring the construction.
B. Construction Material Testing by Contractor: The Contractor shall obtain the services of an independent commercial testing laboratory, herein after referred to as the testing lab, with the approval of the Contracting Office. The testing lab shall perform those quality control functions which are necessary to monitor the work. The testing lab shall do soils analysis for compaction control, concrete strength tests, and any supporting construction process monitoring.

The minimum daily monitoring requirements are described in the individual sections. Within 30 days of the Notice to Proceed date, the Contractor shall submit the qualifications statement of the testing laboratory. The Government will review the qualifications of the lab and, if necessary, visit the lab. The Contracting Officer will, within 14 working days from the date that all qualifications data is received, either approve or reject the proposed lab. Evaluation criteria which will be used to determine the suitability of the lab shall include, as minimum, local area industry standards, ASTM E 548, and GA DOT certifications when applicable.
C. The testing lab shall submit reports directly to the Contractor, and in the case of concrete, an additional copy sent directly to the concrete producer. Test reports shall be submitted to the Contracting Officer, by the Contractor, within 5 days from the completion of the tests.
D. Selection of samples shall be made by the authorized representative of the testing laboratory.
The location of soil samples, compaction tests, concrete tests, etc. may be selected by the Government.
E. Payments shall be made for testing, including associated transportation costs, if applicable, by the Contractor. The Contractor shall include costs in his base bid for required testing services unless the costs are contract line items.
F. If required as a result of the taking of samples, patching shall be done by the Contractor at his/her own expense.
G. Work that does not pass the specified requirements shall be corrected and retested at the Contractor’s expense until requirements are met.
H. Include a written report of results of all tests performed to include a statement that the test passed the requirements of the contract specifications.
1.5 APPLICABLE PUBLICATIONS: The publications listed below form a part of this specification. The publications are referred to in the text by basic designation only. The designations for publications are those that were in effect when this guide specification was prepared. To minimize the possibility of error, the letter suffixes, amendments, and dates are retained here and are omitted in the specifications. The Contractor may submit certification that the concrete mix components meet these referenced standards in lieu of performing additional tests.

SECTION 01500 - CONSTRUCTION FACILITIES AND TEMPORARY
CONTROLS
1 .1 SANITARY FACILITIES: Provide proper sanitary and adequate toilet facilities for the use of all workers employed on the Project, located where directed, and enforce their use by all personnel on the Project. Enclose and weatherproof toilets and keep in a sanitary condition at all times. The Contractor shall be responsible to maintain the facility in sanitary condition. Sanitary facilities in base buildings are not available to the contractor.
1.2 BARRICADES AND TRAFFIC CONTROL EQUIPMENT:
A. The Contractor shall be solely responsible for furnishing, erecting, maintaining, and removing all protective barriers, signs, temporary lighting, etc., required for protection of persons and property and to prevent entry to construction areas.
B. Contractor shall also provide any traffic control signals, cones, drums, and lights as approved by a representative of the contracting officer and the airfield manager at base operations.
1.3 STORAGE AREA AND FENCES:
A. The Contractor may request approval for an open-air, unsecured storage area on Base for storage of materials and equipment providing such a space is available at that time. The size and location of the area shall be as directed by the Contracting Officer.
B. The Contractor shall provide his/her own security for the area. The storage area shall be kept in a safe, neat, and orderly manner at all times.
1.4 HAUL ROUTES:
A. Confine construction traffic to designated haul routes. Haul routes will be determined based on project airfield location.
B. Provide traffic control at critical areas of haul routes to regulate traffic, to minimize interference with public traffic.
1.5 CONSTRUCTION PARKING CONTROL: Control construction personnel parking to prevent interference with public and airfield traffic and parking, access by emergency vehicles, and the Government’s operations. Prevent parking on or adjacent to access roads or in non-designated areas.
1.6 REMOVAL: Remove temporary materials, equipment, services, and devices prior to final payment. Clean and repair damage caused by installation or use of items and restore existing facilities used during construction to original or better condition.

SECTION 01600 - MATERIAL AND EQUIPMENT
PART 1 - GENERAL
1.1 SECTION INCLUDES: Information concerning material and equipment of acceptable manufacture, products, transportation and handling, storage and protection, and excess materials.
1.2 MATERIAL AND EQUIPMENT OF ACCEPTABLE MANUFACTURE:
A. An item of material or equipment may be submitted for review as a substitute an item which is specified by manufacturer and model number, type, provided that all of the following provisions are met:
1. The item is manufactured by an acceptable manufacturer that is judged by the Contracting Officer to be “or equal” to the item specified.
2. It must also comply with the “Buy American” clause where applicable.
3. It must meet the requirements of service and maintenance features of the specified item of material or equipment including compatibility with the specific or related systems of the installation.
4. The item of material or equipment meets or exceeds minimum quality and does not exceed dimensions (given or drawn to scale on the drawings) established by the specified item.
5. After review and approval, the item must be used consistently throughout the project so that all items of material or equipment used in place of specified items are of the same make and type.
6. The entire cost of all modifications and impacts resulting from the use of contractor substituted items, in place of specified items, shall be borne by the Contractor at no additional cost to the Government.
B. The Contractor shall be responsible for submitting shop drawings showing variations from the contract requirements in accordance with FAR 52.236-21 and identify all the impacts resulting therefrom.
C. The Government will not be responsible for changes to the Contract, additional work or modifications to the design, nor interfacing difficulties as a result of substitutions by the Contractor.
1.3 PRODUCTS:
A. Products include material, equipment, and systems.

B. Products shall comply with specifications and referenced standards as minimum requirements.
C. Components required to be supplied in quantity within a specification section shall be the same and shall be interchangeable.
D. No products or materials prohibited by federal, state, or county statute or regulation shall be used in the performance of this contract.
E. Do not use materials and equipment removed from existing construction, except as specifically required by contract documents or approved by the Contracting Officer.
1.4 TRANSPORTATION AND HANDLING:
A. Transport products by methods that avoid product damage; deliver in undamaged, dry condition in manufacturer’s unopened containers or packaging.
B. Provide equipment and personnel to handle products by methods that prevent soiling or damage.
C. Promptly inspect shipments to assure that products comply with requirements, quantities are correct, and products are undamaged.
1.5 STORAGE AND PROTECTION:
A. Store products in accordance with manufacturer’s instructions, with seals and labels intact and legible. Store sensitive products in weather-tight enclosures; maintain within temperature and humidity ranges required by manufacturer’s instructions.
B. For exterior storage of fabricated products, place on sloped supports above ground. Cover products subject to deterioration with impervious sheet covering; provide ventilation to avoid condensation.
C. Store loose granular materials on solid surfaces in a well drained area; prevent mixing with foreign matter.
D. Arrange storage to provide coverings to protect products from damage from traffic and construction operations. Remove such coverings when no longer needed

1.6 EXCESS MATERIALS: All materials resulting from demolition and removal shall become the property of the Contractor unless specified otherwise within individual sections of the specifications or as determined by the Contracting Officer.

A. Materials determined to be Government property shall be deposited by the Contractor as directed by the Contracting Officer.
B. Materials not wanted by the Government and all Contractor generated rubbish shall be disposed of by the Contractor off-base, or when directed by the Contracting Officer, at an on-base location. Disposal shall be in compliance with all applicable environmental codes and regulations of governing authorities.

SECTION 01700 - DELIVERY ORDER CLOSEOUT
1 .1 CONTRACT CLOSEOUT PROCEDURES: Provide the Contracting Officer or the Project Manager with a requested date for final inspection not less than 5 working days prior to the proposed date of final inspection. The Contracting Officer or the Project Manager will coordinate with the members of the inspection party and establish the final inspection date. If construction deficiencies are identified, a request for reinspection must be given upon correction of the deficiencies.
1.2 FINAL CLEANING:
A. Execute prior to final inspection.
B. Clean site; sweep paved areas, rake clean other surfaces. Cleaning of surfaces utilized by aircraft will be accomplished to the standards of the installation for aircraft use. Multiple passes of a vacuum sweeper may be required as part of final clean up in order to prevent FOD damage to aircraft.
C. Remove waste, rubbish, and construction equipment from the project and from the site.
Hauling and disposal of these materials at an approved off base site are to be accomplished at the expense of the contractor.
1.3 WARRANTIES: Provide all manufacturers’ warranty documents required by individual sections in accordance with the AF Form 66. Warranties will be obtained against each delivery order and will specify a time frame. See attachment on following page.

DIVISION TWO: CONSTRUCTION REQUIREMENTS
SECTION 02050 - DEMOLITION AND REMOVAL OF CONCRETE
1.1 GENERAL PROVISIONS:
A. Field Conditions: Examine the site and take into consideration all obvious existing conditions on the site or mentioned in the Contract Documents and include whatever is needed to complete the work in every part as shown, described or reasonably required or implied to attain the complete condition intended by the Contract. Accept the site of the work as it exists and clear obstructions to the work shown.
B. Safety: Provide protection of persons and property throughout the progress of work. The work shall proceed in such a manner as to minimize the spread dust and flying particles and to provide safe working conditions.
1. Furnish and install any necessary barricades to protect the public and workmen during demolition and to keep aircraft out of demolition areas. Barricades shall be left in place until they are no longer required.
2. Provide shoring, bracing or protection when required to support and protect work and any existing pavement to remain during demolition. Damage to existing facilities and/or adjoining property shall be the responsibility of the Contractor. Should any damage occur, such facilities or property shall be restored to its original or better condition at no additional cost to the Government.
3. Precautions shall be taken to insure demolition operations do not damage taxiing aircraft and/or cause flying particles to land on adjacent taxiway and aircraft parking apron.
C. Protection of Existing Underground Utilities: Locations of active subsurface pipeline and conduits known to exist will be provided prior to commencement of work in any area. Any lines encountered that were not indicated shall be called to the Contracting Officer’s attention, who will issue instructions for proceeding with the work. Should old lines be encountered which prove to be “out of service”, they shall be removed as part of excavating, or, if sufficiently below finish grades, as determined by the Contracting Officer, may be capped and left in place.
D. Dust Control: Contractor shall provide dust control to prevent damage to adjacent aircraft.
Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as flooding or pollution.
1.2 MEASUREMENT AND PAYMENT: Measurement and payment of demolished and excavated concrete shall be by the volume of material excavated as measured in cubic yards by the Government.

The measurement shall be made from the top of the existing concrete to the top of the existing aggregate when the depth of the concrete slab is uniform. In cases where the depth of concrete varies, the Government shall obtain 4- 6 measurements around the slab and use the average in calculating the volume. This measurement is only for work that is fully acceptable to the Contracting Officer. Payment shall include all labor, materials, and equipment costs for the work provided. Separate payments shall be made for transportation and dumping of materials depending whether materials are disposed on or off base as directed by the Contracting Officer.
1.3 Procedures shall provide for coordination with other work in progress.
1.4 CONCRETE REMOVAL: The intent of the concrete removal is to restore the damaged slab areas to new condition. In most cases, this will require placement of thicker slabs than those removed.
A. Removal boundaries as established by the Government: Generally, partial slab repair is required where there is a corner break, spalling, or patch deterioration. Full slab removal and replacement will be directed when there are shattered and deteriorated slabs or full depth longitudinal or transverse cracks which have opened and are spalling. The Government shall coordinate with Contractor in determining each slab for removal.
B. Sawcutting: The repair boundaries shall be diamond blade sawcut. Full depth sawcuts shall be made at existing joint faces. All sawcuts shall overlap at sawcut intersections.
1.5 REMOVED MATERIAL AND DEBRIS:
A. All materials resulting from demolition work, including removed Portland Cement Concrete pavement and other rubbish and debris, shall become the property of the Contractor and shall be removed from the construction area daily. Excavated materials shall be disposed of by the Contractor off-base, or when directed by the Contracting Officer, at an on-base location. Disposal shall be in compliance with all applicable environmental codes and regulations of governing authorities.
B. Pavement adjacent to the project shall be maintained free of debris and dust at all times in accordance with Section 1010.

SECTION 02223 - EXCAVATION AND PREPARATION OF SUBGRADE FOR
AIRFIELDS
PART 1 - GENERAL
1 .1 SUMMARY: The work specified herein consists of excavation and preparation of subgrade.
The work shall be performed in accordance with this specification and shall conform to the lines, grades, and elevations required to accommodate new concrete This work is to be accomplished only in areas where existing aggregate base course and subgrade material must be removed to accommodate proposed construction or at locations where unstable subgrade materials are encountered.
1.2 MEASUREMENT AND PAYMENT
A. Measurement and payment of excavated materials shall be by the volume of material excavated for eventual pavement construction as measured in cubic yards. The measurement shall be made by the Government from the bottom of existing concrete to the top of proposed subgrade. This measurement is only for work that is fully acceptable to the Contracting Officer.
Payment shall include all labor, materials, and equipment costs for the work provided.
B. Measurement and payment of fill materials shall be by the compacted in-place volume of material as laid into the pavement structure for eventual pavement construction measured in cubic yards. The measurement shall be made by the Government from the bottom of the excavated area to the height required t accept new work. This measurement is only for work that is fully acceptable to the Contracting Officer. Payment shall include all labor, materials, and equipment costs for the work provided.
1.3 TESTING OF SUBGRADE AND BACKFILL
A. Compaction Curves: A compaction curve for each of the subgrade and backfill materials shall be prepared using the procedures in ASTM D 1557. The compaction curves shall be developed in the laboratory before the compaction of surfaces in the field begins.
B. Field Density Testing: Field density of soil materials shall be determined using the procedures in ASTM D 1556, ASTM 0 2167, or ASTM D 2937. Submit Field Density Tests Reports to the Contracting Officer in accordance with the AF Form 66. Field Density Tests shall be approved by the Government prior to Contractor placing concrete.
1. Location of field density tests: The Government shall direct the location of each density test.
2. Rate of testing: Field density tests shall be required per every 2500 sq. ft. of proposed pavement section or as directed by the Government.

C. Subgrade and Base Course Deficiencies: When the subgrade or the base course is determined to be less than the required compaction, the effected layer shall be removed, the lower lift will be re-compacted, and the defective lift will be replaced and compacted at no cost to the Government.
PART 2- PRODUCTS
2.1 SELECT MATERIAL SUBGRADE:
A. Satisfactory Materials: Class II-B-3 or better soil as defined by the 2001 Georgia Department of Transportation (GDT) Standard Specifications of Construction of Roads and Bridges, Section 810.
B. Select material used may be obtained from materials reserved from the grading and/or borrow operations.
C. Unsatisfactory Materials: Any material as defined by the 2001 GOT Standard Specifications of Construction of Roads and Bridges, Section 810 as Class 11-8-4 or lower.
D. Degree of Compaction: Degree of compaction required is expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D 1556. This will be abbreviated below as a percent of laboratory maximum density.
PART 3- EXECUTION.
3.1 EXCAVATION: The Contractor shall perform excavation of every type of material encountered within the limits of the project and below the existing concrete to the depth and grade necessary to install the new pavement section. Grading shall be in conformity with the typical sections shown and the tolerances specified in paragraph FINISHING AND PROTECTING WORK. Satisfactory excavated materials shall be transported to and placed in fill areas within the limits of the work. Unsatisfactory materials encountered within the limits of the work shall be excavated below grade and replaced with satisfactory materials as directed. Surplus satisfactory excavated material not required for fill or embankment shall be disposed of off-base or to an on-base location when instructed by the Contracting Officer. During construction, excavation and filling shall be performed in a manner and sequence that will provide proper drainage at all times. Material required for till in excess of that produced by excavation within the grading limits, shall be excavated from borrow areas off base.
A. Protection of Existing Underground Utilities: Utility lines that are located on the site shall be protected from damage during excavation and backfilling and, if damaged, shall be repaired by the Contractor at no expense to the Government. In the event that the Contractor damages existing utility lines that are not shown on the plans, or the locations of which have not been made known to the Contractor, such repairs will be ordered.

Equitable payment will be negotiated at that time. When known utility lines that are to be removed are encountered within the area of operations, the Contractor shall notify the Contracting Officer in ample time for the Government shop personnel to remove the utility.
B. Removal of Unstable Material: When determined by the Contracting Officer that the subgrade will not provide a stable foundation for construction purposes, the Contractor will be directed in writing to remove such native soil as ‘unstable material” and replace it with satisfactory material.
Removal of unstable material includes replacement with satisfactory fill material or with native material after it has been removed and undergone such manipulation as to achieve optimum moisture content. Moisture content reduction may consist of aeration or other moisture reduction methods as approved by the Contracting Officer. Replacement material shall be placed and compacted as specified hereinafter. Material in which the moisture content can be reduced by normal construction operations will not be considered as unstable materials. When the Contractor, due to negligence, poor scheduling, or failure to take appropriate remedial actions, allows subgrade material to become unstable, he shall remove and replace all unstable material at no additional cost to the Government.
C. Opening and Drainage of Excavation: The Contractor shall notify the Contracting Officer sufficiently in advance of the opening of any excavation to permit elevations and measurements of the undisturbed ground surface to be taken. Except as otherwise permitted, excavation areas shall be excavated in such a manner as to insure free drainage.
3.2 BACKFILL:
A. Backfill adjacent to any and all types of structures shall be placed in maximum 8- inch loose layers and compacted to at least 95% maximum dry density. In situ material shall be compacted to 90% of maximum laboratory value. This operation shall include plowing, disking, and any moistening or aerating required to obtain proper compaction. When a lift of soil is below the minimum specified density, the lift shall be scarified, aerated, smoothed, and compacted to the proper density. Compaction shall be accomplished by vibratory rollers, sheepsfoot rollers, pneumatic-tired roller, steel-wheeled rollers or other approved equipment. Hand operated vibratory compactors shall be used adjacent to existing pavement designated to remain.
B. Utilization of Excavated Materials: All unsatisfactory material removed from excavations shall be disposed of off-base unless designated otherwise by the Contracting officer for an on-base location. Satisfactory material removed from excavations may be used, at the Contractor’s option, in the construction of fills and subgrades and for similar purposes. The Contractor may utilize borrow material in lieu of aeration at no additional cost to the Government.
C. All earthen materials adjacent to concrete pavements shall be one inch below finished grade of concrete pavement edges.

3.3 FINISHING AND PROTECTING WORK:
A. Finishing: The surface of all excavations, embankments, and subgrades shall be finished to a reasonably smooth and compact surface substantially in accordance with the lines, grades and cross section of elevations required for new pavement. The finished surfaces will not vary more than ½ inch when checked with a 10’ straightedge.
B. Subgrade and Embankment Protection: During construction, excavations shall be kept shaped and drained. Ditches and drains along subgrade shall be maintained in such a manner as to drain effectively at all times. The finished subgrade shall not be disturbed by traffic or other operations, and shall be protected and maintained by the Contractor in a satisfactory condition until base or pavement is placed. The storage or stockpiling of materials on the finished subgrade will not be permitted. No base course or pavement shall be constructed until the subgrade has been checked and approved.

SECTION 02231 - AGGREGATE BASE
PART 1 GENERAL
1 .1 SUBMITTALS: Submit the following information as listed for all task orders in accordance with the AF Form 66 to the Contracting Officer.
A. Design Data: Gradation curve.
B. Statements: Source location and name.
C. Test Reports: Maximum dry density tests.
D. Field Test Reports: In-place density tests.
1.2 MEASUREMENT AND PAYMENT: Measurement and payment of aggregate shall be by the eventual compacted volume of material as measured by the Government in cubic yards from the top surface of the compacted subgrade to the top surface of the compacted aggregate base.
This measurement is only for work that is fully acceptable to the Contracting Officer. Payment shall include all costs for the work provided.
PART 2-PRODUCTS
2.1 Graded Aggregate Base: The Base Course shall be constructed in accordance with Section 310 of the Georgia Department of Transportation Standard Specifications for Construction of Roads and Bridges, 2001 edition. Material shall consist of uniform quality throughout. The graded aggregate may be produced from an approved source or deposit which will yield a satisfactory mixture conforming to all requirements after it has been crushed or processed as part of the mining operations. The material shall meet the requirements of Section 815, Group II Aggregates, of the Georgia Department of Transportation Standard Specifications for Construction of Roads and Bridges. The material passing through the No. 10 sieve shall be relatively free of detrimental substances such as soil overburden, decomposed rock and/or swelling silts. Grade aggregate base material shall conform to the following:

3.1 EXAMINATION: Verify subgrade has been inspected and gradients and elevations are correct.

3.2 AGGREGATE PLACEMENT
A. Placement: Spread aggregate base over prepared subgrade to the total compacted thickness required to achieve final grades of placed concrete. The maximum thickness to be laid in one course shall be 8 inches compacted.
B. Compaction: The moisture content of the mixture of materials at the time of compaction shall be uniformly distributed and shall be adequate to allow compaction to the specified density. No graded aggregate will be shipped to a work site when the moisture content of the material exceeds 2 percent of optimum moisture. After the material placed has been shaped to line, grade, and cross section, it shall be compacted to at least 100 percent of the maximum dry density determined in accordance with AASHTO T 180 METHOD D. Compact material inaccessible to rolling equipment by mechanical tamping. Blade, roll, and tamp until surface is smooth, closely knit, and free from waves and irregularities. Aerate or moisten material until the moisture content is that needed to obtain specified density. The compacted base shall have sufficient stability to support construction equipment without pumping regardless of compaction. If the base material becomes unstable as a result of too much moisture, the base material and the underlying subgrade if necessary shall be dried and reworked to a moisture content that will provide stability and compaction.
C. Finishing: Finish base with an approved fine grading machine capable of finishing the base to the prescribed tolerances.
