Questions and Answers do not change the solicitation unless there is an amendment. No further questions will be answered.
- What is taxiway, runway and aprons concrete specification (3000 psi, 4000 psi, 5000 psi, etc.?
See Section 02529, Page 5, Paragraph 2.9 B. At 28 days minimum flexural strength of 700 psi.
- What is the specification of concrete construction and expansion joints?
See Section 01400.
See Section 02529, Page 5, Paragraph 2.8 B and Paragraph 3.3.
See Section 03250 and 03251.
- What is the specification of Concrete High Early Strength (4 hours, 12 hour, 24 hours, etc.)?
See Section 01400. On average, 6 hours, 500 psi flexural strength. Concrete High Early Strength rarely used at Moody. Could be used in emergency situations.
- What is the specification of Pavement Marking?
See Section 02577 and 02579.
Specification Section 1-6, 02578 - Rubber And Paint Removal identifies removal under Paragraph 1.1 states” The work specified by this section consists of furnishing all labor, equipment, tools, appliances, and materials required to remove 85 percent of the rubber and paint build-up from 100 percent of the rubber covered and painted area within a designated area of runway, taxiway, apron, and roadway pavement……..” Paragraph5.3 Rubber Removal states, in part, that “………Rubber deposits shall be removed at a minimum rate of 929 square meters (10,000 square feet) per hour.” The Attachment 1 Pricing Schedule, Line 28 shows a quantity of 200 SF for both Rubber and Airfield Paint Removal. The specifications indicate a significant contractor mobilization for a minimal area. Please confirm that the quantities are correct in the pricing schedule. The quantities have a significant impact on unit pricing.
Rubber Removal on airfield is now covered under a separate maintenance contract at Moody. Indicated a small quantity, just in case ever needed.
Line item 24 calls for the installation of Tie Down Grounding Rods to be installed in existing concrete pavement in the Base and each Option year. Solicitation Specification Section 02530 under paragraph 3.2 calls for specific grounding requirements under UFC 3-260-01. Since “existing airfield concrete” locations are identified in the pricing line item are we to assume the adjoining concrete will be removed in sufficient quantities under other line items to allow access to the correct grounding locations for the new tie down's or is the Ground Rod Tie Down line item to be stand alone and include any necessary demolition, saw-cutting and concrete replacement?
In the past, we have had only tie-down projects with no other worked performed, so another line item was created to cover Mobilization and Demobilization cost for these types of projects. This may not happen in the future due to UFC changes. Line Item 24 also covers concrete pavement under construction.
Line items call for Lowndes County Land Disturbance Permit and Application Preparation and NPDES Permit's on applicable projects. What Line Items are to include a Design Fee by professional engineering consultants?
Soil Erosion and Sedimentation Plan Item
Is the current Airfield Lighting on Moody AFB separate from the existing concrete or is it integrated at the edge of the airfield paving. If so, what are the provisions for electrical demolitions and re-installations if required?
IDIQ won’t include Airfield Lighting. If ever any demolitions and re-installations are required, it will be included by a non priced negotiated item.
Line Item 38 of the Pricing Schedule Identifies 810 SY/IN of asphalt pavement to be installed during the Base Year. Is this intended to represent square yardage of surface area by the desired inches of depth? And will this amount of asphalt be placed in one mobilization or more? If more than one, can specific mobilization to quantity installed parameters be set for the Base and Option Years? This has a significant effect on the applicable unit pricing.

Second Question: Could be either in one or more. Very little Asphalt Pavement work is anticipated to be performed under this contract.
Third Question: No
Is the Sample Project to be considered part of the Base Year? If so, does the contract need to adjust the estimated quantities currently shown on the Solicitation Bid Schedule?
No, these are estimated quantities. The sample project may or may not be awarded.
