This is the GC responsibility to obtain these surveys. A 3rd party certification is required
8Site Visit InquiryOn items where replacement of minor systems is specified (i.e. electrical, mechanical, etc.) Is there a threshold requirement for the architect to hire engineering consultants or can the architect coordinate and certify the design with a properly licensed contractor performing the work?The prime contractor's designer of record (DOR) is responsible for certification of the design. The hiring of consultants is the responsibility of the contractor. There is no threshold for the government, since this is a design build project with a DOR for the project.
9Site Visit InquiryOn items with the potential for lead paint, Is the intention to abate all lead paint or is it acceptable to encapsulate areas that are stable?Per Environmental the potential area would require sampling. If found to be above prescribed limits it would need to be contained. Flaking Lead paint above the acceptable limits will not be allowed to be encapsulated since it would continue to flake off in the future.

The pressure washer is manufactured by Hydrotech model CW12003-E1.

21Site Visit InquiryAre there any recycling/LEED/Sustainability requirements for this project?Section 5.9 Generated Refuse - Salvageable, goods shall be turned in to the appropriate base agency. The Contractor shall separate and turn in recyclable materials to the 325th Services Squadron Recycling Facility, building 6029, in accordance with base policies. Precious scrap and waste metals (e.g. steel, iron, etc.) shall be recycled and/or disposed in accordance with base policies.
22Site Visit InquirySOW calls for a CxA; however, I only find TAB for limited listing in Scopes; please confirm if CxA is needed and if so for what buildings/scopes.The CxA is required for buildings that have HVAC, Electrical repairs, LPS, Fire Protection, and 3rd party certifications tasks.
23Site Visit InquiryIf GOV review times are delayed due to no fault of contractor, will POP be adjusted accordingly?Any Government review times states within the SOW are just general guidelines and are not hard due dates.
24Site Visit InquiryAppendix A Page 3 of 52, Paragraph 1.1 states that the repairs are to bring the facilities into “full compliance with current building codes, including the DoD Building Code, and the portion of the Florida Building Code that contains the High Velocity Hurricane Zone (HVHZ) provisions. (TAFB will be treated as a Wind Zone 4 located site in accordance with UFC 3-301-01)”. It is not possible to bring the existing buildings into full compliance with any code based upon the extent of repairs stipulated throughout the Statement of Work. Replacement of exterior metal wall panels, and roof panels, will not meet the intent of bringing any portion of the building up to current wind codes, nor will partial replacement of wall and roof panels provide the Government with any sort of system warranty. Please clarify the intent of the code requirements based upon the scope of work for each of the facilities.Only repairs and replacement items are to meet the above requirements. Other existing conditions will not be certified or brought to current standards. Typically, this includes the following but is not all inclusive: windows, doors, roofs, and walls that are installed to meet current requirements.
