| Question No. | Question Type | Reference (Sect/Task/pg.) | Question | Government Response |
Post Site Visit Inquiry | SOW 2.6.1.E. | Scope of work calls for “R-19 foil-faced batt insulation below deck” at the new roof area. Are insulated metal panels an acceptable option for the new roofing? | Insulated metal panels would be an acceptable option for consideration. Closed cell spray foam insulation is another option that is acceptable for consideration. Use approved materials and installation having an R-value consistent with DoD and TAFB construction standards.
Post Site Visit Inquiry | SOW 2.6.3.C. | Is new insulation required at the gable ends and areas above the CMU walls? | Yes.
Post Site Visit Inquiry | SOW 2.6.2 | Is mold survey/report available. If not available, how should mold remediation be quantified? | There is mold remediation work to be done on this building. A mold survey has not been done, however the office space does have indications of mold damage. Examples of other surfaces that would be suspect and should be tested include: the exterior walls of the enclosed office space, the restroom, and the plywood floor decking in the mezzanine above the office space.
Post Site Visit Inquiry | SOW 2.6.1.C. | Should the new overhead doors have insulated slats? | Yes.
Post Site Visit Inquiry | SOW 2.6.1.E. | Will interior partitions be required to have sound or thermal batt insulation? | If you are referring to the interior office space, then replace any insulation with like kind.
Post Site Visit Inquiry | SOW 2.6.3.E. | Is there an R-Value or product thickness requirement, for the clear plastic insulating strips for the two garage doors? | No
Post Site Visit Inquiry | SOW 2.6.1.E. | For the structural steel enhancements at existing door openings, is it acceptable for the steel to remain exposed on the interior of the building? | Yes
Post Site Visit Inquiry | SOW 2.6.3.E. | Are new doors required to provide ADA-compliant clearances with the new steel enhancements? | Regarding clearances, replace with like kind.
Post Site Visit Inquiry | SOW | Is any flooring or base required to be removed and replaced? | The epoxy based flooring (with base) in the appx. 400sf office space will need to be either repaired or replaced.
Post Site Visit Inquiry | SOW | Is any plywood at the existing mezzanine to be removed and replaced? | The govt. has not mold tested the plywood, therefore testing should be included in this contract. If the plywood tests negative, then replacement would not be required.
Post Site Visit Inquiry | SOW 2.6.1 A | SOW section 2.6.1 A) refers to replacing and repairing the exterior metal wall panels, etc., “to maintain conformance with Florida Building Code (FBC) Level 4.” What is meant by “Level 4”? Is the building to be classified as a “Risk Category 4” building, per FBC Table 1604.5? | FBC table 1604.5 is the correct reference to determine building risk category. UFC 3-301-01 is then normally the reference to use for selecting the wind speed for which to design. In UFC 3-301-01 (Change 4, Nov.2018) Table E-1 indicates that for Risk Category IV the design should be based on a wind speed of 144 mph. Presently, leadership at Tyndall AFB is working toward revising the document to call for 170 mph design for a Risk Category 4 building. With this in mind, please design and install the exterior envelope to withstand a 170 mph wind load.
Post Site Visit Inquiry | SOW 2.6.1 C | SOW section 2.6.1 C), indicates to replace the two overhead doors on the south elevation that are damaged. Are we to assume the third undamaged door on the north elevation meets current code wind requirements? | The third undamaged door is not in this project scope.
Post Site Visit Inquiry | SOW 2.6.1 D | SOW section 2.6.1 D), confirm UFC 4-010-01 title should read “Minimum Antiterrorism Standards for Buildings”. | Confirmed, per the UFC’s that are available at www.WBDG.org
Post Site Visit Inquiry | SOW 2.6.1 D | SOW section 2.6.1 D), please confirm the existing building is within the installation perimeter. | The building is within the installation perimeter.
Post Site Visit Inquiry | SOW 2.6.1 D | SOW section 2.6.1 D), will new exterior doors have lites or glazed openings? | Replace with like kind, adhering to all applicable standards and guidelines.
Post Site Visit Inquiry | SOW 2.6.1 E | SOW section 2.6.1 E), indicates to “Demolish the entire roof assembly … down to structural framework.” Is the intent to remove and replace the existing roof purlins as well as the roof deck? | The roof purlins are considered structural framework, not roof assembly.
Post Site Visit Inquiry | SOW 2.6.5 | Please confirm if a new pad-mount 480Y/277 Volt service transformer is required and if so, how far is it from the service equipment in the facility. | If design calls for the need to upsize the utility service transformer, the transformer will likely be replaced on the existing pad. In the worst case scenario the new transformer would be located adjacent to existing. The center of the existing transformer is 25 feet from the nearest corner of the building.
Post Site Visit Inquiry | SOW 2.6.5.C and 2.6.5.D | Please identify any additional loads requiring dedicated electrical circuits besides what is shown in the electrical drawing in the SOW (the drawing implies there are existing loads that are not shown). | SOW paragraph 2.6.3.D.1 describes the requirement for new HVAC equipment which will also require new power. The drawing in Appendix A titled “Floor Plan – Bldg. 274, Additional (new) 3-phase power requirements for 53rd Test Support Squadron” shows the approximate locations of machine shop type equipment requiring new power. Three pieces of the equipment are marked as “in service” because they have dedicated permanent power today that is hard wired directly into the equipment. The contractor would be expected to make sure the connections on all equipment associated with this building measures up to applicable standards, including NEC and OSHA standards. (e.g., disconnects at the equipment with phenolic labeling) Additionally, new HVAC equipment meeting the requirements of SOW paragraph 2.3.D.1 will need new electrical distribution equipment.
Post Site Visit Inquiry | SOW 2.6.8 | Is the existing telecommunications service cabling usable? | No
Post Site Visit Inquiry | SOW | Are security systems such as an access control, intrusion detection, or CCTV systems required? | No
Post Site Visit Inquiry | SOW | Will there be drones stored or maintained in the building? If so, will they be fueled? | No
Post Site Visit Inquiry | SOW 1.12.15. | Please provide a waterflow test per UFC 3-600-01, Paragraph 1.12.15. | UFC 3-600-01, with Change 3 dated 10-May 2019 does not have paragraph 1.12.15, however paragraph 9-6.4 does address waterflow test calculations. A waterflow test has not been performed on building 274 in the last 6 months. The most recent waterflow test done on the nearest fire hydrant was 2016. The contractor will be expected to request a waterflow test before submitting final design.
Post Site Visit Inquiry | SOW 2.6.4.A | Please provide the make/model of the base-wide fire reporting system and mass notification system. | The SOW paragraph 2.6.4.A has been revised to indicate that Mass Notification is not a requirement. The existing fire protection control equipment includes a four zone fire alarm control manufactured by Fire Control instruments, inc. (FCi), and a BT2-3 Building Transceiver manufactured by Monaco Enterprises, Inc. Monaco is the base standard for the building transceiver equipment. Reference NFPA 72 for all other equipment.
Post Site Visit Inquiry | SOW 2.6.4.A | SOW Paragraph 2.6.4.A states “remove and replace the entire fire protection sprinkler system and control, not to include the riser”. Does this mean the entire riser remains (control valve, check valve, fire department connection) or just the lead in from the outside to 1 foot or so above the floor? | The entire riser remains (control valve, check valve, fire department connection).
Post Site Visit Inquiry | SOW | The existing mezzanine appears to have plywood. The building appears to be Type IIB construction per the IBC. Please confirm if the plywood mezzanine is to remain which will change the construction type to VB. | Replacement of the plywood floor in the mezzanine is entirely dependent upon a required mold assessment.
| Post Site Visit Inquiry | Answers for Repair WEG B274: Question #10: | The response states that a chilled water system is not required. However, the referenced section in the SOW states that chiller(s) must be provided. Can the scope of work be updated to reflect the response? Additionally, do we now have to provide a life cycle cost analysis to determine which cooling system to use (per UFC‐3‐410‐01 3‐1)? | The scope of work paragraph 2.6.3.D.1 is now updated to reflect that a chilled water system is not required. Please reference the SOW for the revised requirement. A life cycle cost analysis will not be required for this project. | |
| Post Site Visit Inquiry | Answers for Repair WEG B274: Question #16: | Because there a DDC control panel does not exist, can the HVAC systems be standalone systems without the need to install DDC panels? If not, is there a system on the base that it must connect to? And where must cabling be provided to/from to connect to the existing system? | Revised SOW paragraph 2.6.3.D.1 now calls for standalone systems, and they will not need DDC control panels. | |
